Food Safety Joint FAO/IAEA/WHO Study Group on High Dose Irradiation A Joint Food and Agriculture Organization of the United Nations (FAO)/International Atomic Energy Agency (IAEA)/WHO Study Group on High Dose Irradiation (Wholesomeness of Food Irradiated with Doses above 10 kGy) was convened at WHO headquarters from 15 to 19 September 1997. Since the full report of this Study Group, which will be published in the WHO Technical Report Series, will not be available before the third quarter of 1998, its Conclusions and Recommendations are reproduced below.

Etant donné que le rapport complet de ce groupe, qui sera publié dans la Série des Rapports techniques de l’OMS, ne sera pas disponible avant le troisième trimestre de 1998, ses conclusions et recommandations sont reproduites ci-après.
Conclusions Wholesomeness: Safety and nutritional adequacy The Study Group concluded that food irradiated to any dose appropriate to achieve the intended technological objective is both safe to consume and nutritionally adequate. This conclusion is based on extensive scientific evidence that this preservation process can be used to effectively eliminate spores of proteolytic strains of Clostridium botulinum and all spoilage microorganisms, that it does not compromise the nutritional value of the foods, and that it does not result in any toxicological hazard. Recognizing that in practice the doses applied to eliminate the biological hazards would be below those doses that might compromise sensory quality, the Study Group concluded that no upper dose limit need be imposed. Accordingly, irradiated foods are deemed wholesome throughout the technologically useful dose range from below 10 kGy to envisioned doses above 10 kGy.
Conclusions Salubrité et qualité nutritionnelle des aliments Le groupe d’étude a conclu que les aliments irradiés avec des doses adaptées aux objectifs technologiques recherchés peuvent être consommés sans danger et présentent une qualité nutritionnelle satisfaisante. Cette conclusion s’appuie sur des données scientifiques abondantes montrant que cette méthode de conservation est efficace pour éliminer les spores de souches protéolytiques de Clostridium botulinum et tous les micro-organismes responsables de l’altération des aliments, qu’elle ne nuit pas à la valeur nutritionnelle des produits traités, et qu’elle ne fait courir aucun risque toxicologique. Tout en reconnaissant qu’en pratique les doses appliquées pour éliminer les risques biologiques seraient inférieures à celles qui pourraient compromettre les qualités organoleptiques du produit traité, le groupe d’étude a conclu qu’il n’y avait pas lieu d’imposer de limite supérieure. En conséquence, les aliments irradiés sont considérés comme sains dans toute la plage des doses techniquement utiles, depuis moins de 10 kGy jusqu’aux doses supérieures à 10 kGy qui sont envisagées.

spoilage microorganisms) from food materials intended for human consumption, but does not result in the formation of physical or chemical entities that could constitute a hazard. Abundant and convincing data indicate that highdose irradiated foods do not contain either measurable levels of induced radioactivity or significant levels of any radiolysis products distinct from those found in unirradiated foods. The theoretical maximum levels that might be formed would be so low as to be of no toxicological consequence. Accordingly, none of the toxicological data derived from extensive animal feeding studies reveals any teratogenic, carcinogenic, mutagenic, or other harmful effects that are ascribable to high-dose irradiated foods. For these reasons, the application of “risk assessment” in the currently accepted sense1 is not appropriate to the toxicological assessment of foods preserved by high dose irradiation. In this context, the concept of “substantial equivalence” may be more appropriate. High-dose irradiated foods are indeed as safe as food materials sterilized by thermal processing, which humans have been eating for over a century.

D’ailleurs, aucune des données toxicologiques obtenues à l’occasion de nombreuses études d’alimentation chez l’animal ne révèle d’effets tératogènes, cancérogènes ou mutagènes, ni aucun autre effet indésirable qui pourrait être attribué à des aliments irradiés à hautes doses. En conséquence, l’application du principe d’«évaluation des risques» au sens actuel1 n’est pas adaptée à l’évaluation toxicologique des aliments dont la conservation est assurée par une irradiation à hautes doses. Dans ce contexte, il peut être préférable d’appliquer le concept d’«équivalence en substance». En fait, les aliments soumis à une irradiation à haute dose sont aussi sûrs que les aliments stérilisés par la chaleur, que l’on consomme depuis plus d’un siècle.
Applications The Study Group concluded that high dose irradiation, following both Good Manufacturing Practices (GMP) and Good Irradiation Practices (GIP), would be applied to several types of foods to improve their hygienic quality, to make them shelf-stable, and to produce special products. It is envisaged that these foods would include, but not be limited to: spices and other dry food ingredients; prepackaged precooked foods that could be stored at ambient temperature for extended periods; and sterilized meals for specific target groups (such as disaster victims, campers, and the immunocompromised). Components of all classes of foods whose sensory qualities are not compromised could be irradiated to high doses, either singly or in any combination. Packaging materials that are technically applicable and approved would be used as appropriate.
Applications Le groupe d’étude a conclu que l’irradiation à hautes doses, conformément aux bonnes pratiques de fabrication (BPF) et aux bonnes pratiques d’irradiation (BPI), pourrait s’appliquer à différents types d’aliments pour améliorer leur qualité hygiénique et leur stabilité et pour répondre à des besoins spéciaux. Elle serait indiquée notamment pour les produits suivants, sans que cette liste soit limitative: épices et autres ingrédients alimentaires secs; aliments préemballés et précuits pouvant être conservés à la température ambiante pendant de longues périodes; aliments stérilisés destinés à des groupes de population particuliers, comme les victimes de catastrophes, les campeurs et les sujets immunodéprimés. Les produits appartenant à toutes les classes d’aliments dont les qualités organoleptiques ne seraient pas compromises pourraient être irradiés soit isolément, soit en combinaison quelconque. Le cas échéant, des articles de conditionnement techniquement adaptés et approuvés pourraient être utilisés.
Global standardization The Study Group concluded that appropriate steps need to be taken to establish the technological guidelines implied by these conclusions and to communicate them through Codex Alimentarius standards.

Recommendations The substantial benefit to food safety and food availability that would accrue directly from the broad application of food irradiation requires that steps be taken to put this technology into wider practice. These steps will involve standardization, communication, and education. WHO, in collaboration with FAO and IAEA, should: coordinate the preparation of documentation and the drafting of appropriate technical language for adoption of standards by the Codex Alimentarius Commission; prepare appropriate brochures and documents that integrate food irradiation into existing guidelines and rules governing the safe production, distribution, and handling of food in order to minimize the 1

spread of biological contamination and incidence of foodborne illnesses; organize and participate in appropriate training courses and workshops that educate food regulators and food workers about the role food irradiation could, and should, play as a control measure in the framework of the application of the HACCP (Hazard Analysis and Critical Control Point) system. WHO should take the lead in advising international agencies and national ministries of health on implementing integrated strategies, including food irradiation, for preventing the transnational spread of pathogens in food and animal feed, for controlling foodborne illnesses, and for enhancing the availability of safe and nutritious foods.

Influenza Canada (13 January 1998). The number of influenza virus isolates increased markedly in the first 2 weeks of January when 55 laboratory-confirmed cases of influenza A were reported from 3 hospitals in the Province of Ontario. A few influenza A virus isolates were also reported in the Provinces of Alberta, Manitoba, Nova Scotia and Quebec. One was further subtyped as influenza A(H3N2). Czech Republic (12 January 1998).2 A local outbreak of influenza-like illness affected about 6% of soldiers in a military unit in West Bohemia between 7 and 10 January. Influenza A has been diagnosed by antigen detection in 5 of 18 specimens obtained. Norway (7 January 1998).1 The laboratory-confirmed case of influenza B reported previously has been withdrawn and no other cases have been confirmed so far this season. Spain (10 January 1998).1 Influenza A virus has been isolated from a 28-year-old woman with influenza-like illness in Burgos in the northern part of the country. Very low influenza activity has been registered in the sentinel network of general practitioners in the Province of Castilla y León. Switzerland (9 January 1998).1 Influenza A virus was isolated from a few cases in the last 2 weeks of December and the first week of January. The percentage of consultations for influenza-like illness increased slightly in the past week. 1 2

Influenza A(H5N1) Hong Kong Special Administrative Region of China (14 January 1998).1 Laboratory investigations of suspected cases are progressing and there are now 18 confirmed cases of human influenza A(H5N1), 5 of which were fatal. One suspected case remains under investigation. There were no new cases, based on the date of onset of illness, after 29 December. Of the 73 influenza viruses isolated during December when influenza surveillance was intensified, 56 were influenza A(H3N2), 13 influenza A(H5N1), 2 influenza A(H1N1) and 2 influenza B. 1
