Amendments to the Staff Regulations and Staff Rules Report by the Director-General
1. This report is submitted to the Health Assembly in accordance with Staff Regulation 12.2, which provides that the Director-General shall report annually to the Health Assembly such Staff Rules and amendments thereto as she may make to implement the Staff Regulations, after confirmation by the Executive Board. 2. This report is also submitted in accordance with Staff Regulation 3.1 stipulating that the salaries of the Deputy Director-General, Assistant Directors-General and Regional Directors shall be determined by the World Health Assembly on the recommendation of the Director-General and with the advice of the Executive Board. 3. At its 120th session in January 2007, the Executive Board adopted one decision1 and two resolutions2 on confirmation of amendments to the Staff Rules and salaries of staff in ungraded posts and of the Director-General. 4. By resolution EB120.R10, the Executive Board confirmed the amendments to the Staff Rules that had been made by the Acting Director-General with effect from: (a) 1 January 2007 concerning the remuneration of staff in the professional and higher categories; (b) the school year in progress on 1 January 2007 concerning the education grant; and (c) 1 July 2007 concerning home leave, special leave, leave without pay, leave for military training or service, sick leave (family emergency leave), maternity leave, paternity leave, adoption leave, travel of staff members, travel of children under the education grant, resignation, completion of appointments, notice of termination, and effective date of termination. 5. By decision EB120(1), the Executive Board confirmed the amendments to the Staff Rules relating to the review of the WHO framework of contractual arrangements with effect from 1 July 2007, except for the amendments concerning mobility and hardship allowance and assignment grant, which were confirmed with effect from 1 January 2007. That decision superseded resolution EB118.R5, adopted by the Executive Board at its 118th session in May 2006. 6. The Executive Board, having considered the report by the Secretariat on the salaries of staff in ungraded posts and of the Director-General, recommended to the Health Assembly the adoption of a draft resolution.

Paragraph 7. With reference to the draft resolution contained in resolution EB120.R11, kindly note that as a result of a change in the applicable salary scale, the salary of the Deputy Director-General as from 1 January 2006 should read as follows: US$ 176 877 per annum before staff assessment, resulting in a net salary of US$ 127 970 (dependency rate) or US$ 115 166 (single rate)
