( See Annex 1 for Maximum Diecharge at aelected atatione. ) A late start to the rainy aeaaon waa experienced in the East, ecattered raine beginning in April, but significant river flow only began in mid May. River diecharges in the West peaked during mid October in Guinea and Sierra Leone allowing substantial treatment suspeneion wherae in the Eaet, the rainfall increased during week 30 inJuly. By November, rainfall in all areaB had practically ceaeed and eo river levels began to faII rapidly. Problems were again experienced in gaining river diacharge data due to a nusrber of breakdowne between June and September of both Tele-Baliaee in the field, and the Argoe reception Etatione in Odienne and Kara. Thie made doeagedetermination difficult during the busieEt time of the year andfrequently, helicoptere were required to land at river gaugeebefore treatment could proceed.A new Argos Reception Station was installed in Odienne in September 1992 and in Kara inJanuary 1993. 1.2 Treatment Annex 2 shows the extent of aerial larvicide treatmentduring 1992. Ovring to Political factors, there were several unintentional treatment suspensions - rebel activity in the south of Sierra Leone had previously precluded loeal treatment but by week 44, the situation in the Kano district forced suspension ofthe Sewa, Bagbe, Teye and Pampana. The extent of thie unrest beca.me uncertain, so from week 51 the whole of Sierra Leone wasput under suepension. During week 32, the security situation in Benin becamequeetionable and treatment sraB suspended there for one cycIe. Annex 3 ehowe monthly estimated cost reductione due to treatment suspension in the East, calculated from a model baeed on total treatment coste per river Km, auspension being a regult of either favourable entomological results, exceseive riverdischarge, or factors which would make aerial treatment unacceptably dangerous. Thie was the case both during weeks 2 and4 in the East when the harrnattan produced very poor visibilityforcing partial suspensions, and in the West, the unrest inSierra Leone causing a bad security situation. q ! 'l Dfl' i t. a t Annex 5place throughout .) showe the ext,ent of manual treatment which took the year. 1.3 Aerial Contract In 1992, the Programme's 7th Aeria1 Contract eras put up for bid and two companies, Agric Air from Canada and Evergreen Helicopters International from the USA, the current Contractor, erere represented at the Bidders Briefing in the OCP in late February- The new contract for January 1993 to December 1995 euas awarded to Evergreen International Helicopters for the third consecutive term. Annex 5 shows a comparison of total revenue hours flownby the contracted treatment aircraft during the past four years. The Ihrush was considered uneconomical to use in the West, and so was not used in the WOA during the L992 rainy season by mutual agreement- The third Thrush, the 6pare, eras sold and left the Programme area at the end of April - The performance of the Spray System continued to improve aa demonstrated in Annex 6, wherby the difference between registered chemical usage and that actually dispensed in the East ie- the Calibration Error, in the course of the year was below 2% for all products except Phoxim- However, the largest.proportion of delays to treatment ( see Table 5 ) were attributable t.o Spray System related problems. Aircraft availability was generally gocrci although there was no reserve helicopter in the West during the month of .Irrne- In the East, heLicopter Nl6C)()8 crashed in Ghana on 15 C)ctobe.r. killing two EHI personnel. Investigation into the cause of this accident is stiii ongoing, but it lef t, a reduced aircraf t f leet- -fionsequently, with a political stril<e 'olocking the r.elease ofparts from the port in Lome, only 4 heiicopters were available in November between weeks 46 and 48 in the East. B T - 1992 usage was greater than that of 1991 dne to t,he early heavy rains in 1991 forcing an earlier change of product toChemical. AIso, the 1991-92 stocks were founci to be rel-ativelyimpotent and so a policy of application at doubre and then t,ripredose was forlowed. This stock is currently being repraced byAbbott at no expense to the Programme- However, 1g9O showed tlre:greatest use of BT which corresponded to the phasing out period of Chlorphoxim use- Phoxim This low,/medium discharge Organophosp,hateproduct waa uged extensively in both Zones although its low efficacy and carry made it almost as expensive as BT to appry. It will be phaeed out within the next 18 months, probably in favour of Vectron (Trebon). Permethrin - Less product was used than in the previousfour yeara as a result of the policy to limit the number ofcycres of its appricat,ion in any given watercourse, a6 recourmended by the Ecological group. Carbogulfan - The quantity applied was similar to that ofprevious years, although its use was favoured over Permethrin dueto its lower non-target toxicity. Pyracrofoa - I'las applied universarry except in regions of known organophosphate resistance. Its good efficacy and highcarry made it the most efficient product to treat with, alt,houghite high cost per litre made it a rittre more expensive thinAbate to apply per river Km in Iow,/medium discharge Londitions- the of Dr D.Kurtak, consurtant from Abbott Laboratories, visitedProgramme in May and September to test revised formulation6BT on river basine in the WOA- Recent reeearch by rRU on a new synthetic pyrethroitl, vEcrRoN, (previously called TREBoN) has shown promising characterietice in terms of carry, Iarval luseeptiuitity andsafety to fish.
