New horizons in health (Resolution)

REPORT OF THE REGIONAL COMMITTEE 27 Recognizing the need to revise the global document Health for All in the 21st Century so that it includes an analysis of the current policy and its implementation, a rationale for the new health-for- all policy, current and future challenges. and in particular an operational framework to respond to those challenges; 1. ENDORSES the report of the Sub-Committee with appropriate amendments; 2. REQUESTS the Regional Director: (I) to submit the report on the Third Evaluation of Health for All, with appropriate amendments, to the Director-General as the regional contribution to the global report; (2) to revise the regional policy document by improving linkages with the global policy document and to submit the revised document to the Director-General as part of the regional contribution to the global renewal of health for all; (3) to convey to the Director-General the Member States' desire to receive the revised global policy document in November 1997 for Member States' review and comment prior to its submission for discussion at the 10 lst session of the Executive Board in January 1998; (4) to continue to support Member States in revising their health policies in accordance with the health needs of the 21 st century and in building appropriate infrastructures to support implementation of the renewed health-for-all policy; (5) to report back to the Regional Committee at its forty-ninth session on plans for implementation of the renewed health-for-all policy; (6) to suggest to the Director-General that he develop best practice guidelines for WHO to use when contemplating and negotiating partnerships for health with the for-profit private sector, and to suggest that these guidelines include, illfer alia. the circumstances under which partnerships with the for-profit private sector should. or should not, be contemplated; a check-list of questions that should be answered in the negotiating process; and safeguards that should be included in any contractual arrangements. Seventh Meeting. 26 September 1997 WPRlRC48/SRJ7 Having considered the Regional Director's progress report on the implementation of New horizons in health; I Noting the way in which Member States are incorporating the concepts of New horizons in health into national policies and programmes; Noting also the progress made in developing regional and national indicators; I Document WPRlRC48/3. 28 REGIONAL COMMllTEE: FORTY-EIGHTH SESSION I. URGES Members States: (I) to continue to develop policies. programmes and activities in line with the concepts of Nell' hori=ons in health; (2) to allocate resources to programme~ and activities that reflect the approaches of New horizons in health, especially when developing the proposed programme budget for 2000- 2001; 2. REQUESTS the Regional Director: (I) to further promote the concepts and approaches of New horizons in health with Member States of the Region, especially as part of the renewal of the health-for-all policy; (2) to support where possible country initiatives which develop the concepts of New horizons ill health; (3) to further refine the minimum set of regional indicators, to agree on common data definitions and a common dataset which are in consonance with indicators for health for all and, among others, the World Summit for Children indicators and to continue to work with countries to develop country-specific indicators; (4) to support Member States to improve their capacity to collect, analyse and compare data on New horizons ill health indicators; (5) to present budgetary and financial information to the Regional Committee at its forty-ninth session in such a way as to make clear current funding, and proposed allocations, for the implementation of the concepts contained in New horizons in health by indicating increases and decreases in order to implement these concepts. WPRlRC48.R6 TECHNICAL BRIEFINGS The Regional Committee, Seventh Meeting, 26 September 1997 WPRlRC48/SRl7 Recalling resolution WPRlRC46.RII, which requested the Regional Director to arrange technical briefings at the forty-seventh and forty-eighth sessions of the Regional Committee; Noting the value of an extensive and in-depth technical briefing by the host country; I. DECIDES to continue to hold technical briefings on appropriate issues in conjunction with the Regional Committee; 2.
