WHO reform Report by the Secretariat 1. In its response to decisions WHA65(9) and EB131(10), and in line with the proposals for reporting made in document A65/5, the Secretariat has prepared a series of reports related to WHO reform, covering the topics requested by Member States. The decisions, inter alia, outlined work to be undertaken by the Secretariat to support discussion of both further process and content by the Executive Board at its 132nd session in January 2013. Given the volume of documentation requested and the limited time available for preparation between sessions, the responses have been divided into discrete blocks of information that correspond to each of the three streams of WHO reform, namely, programmatic reforms, governance reforms, and managerial reforms. The following plan outlines the range of information contained in each of the 10 further documents presented to the Board for its consideration under this agenda item. 2. Document EB132/5 Add.1, the first of five reports on governance reform, responds to the elements described in subparagraph 9(c) of decision WHA65(9) by providing a report on WHO’s hosting arrangements of health partnerships and proposals for harmonizing work with hosted partnerships. 3. Document EB132/INF./2 provides additional information in relation to WHO’s hosted partnerships to complement document EB132/5 Add.1. 4. Document EB132/5 Add.2 responds to the elements described in subparagraph 9(a) of decision WHA65(9) by providing a document outlining the key issues to take into account in considering a policy on engagement with nongovernmental organizations. 5. Document EB132/5 Add.3 responds to the elements described in paragraph 3 and subparagraph 8(a) of decision WHA65(9), and paragraph 6 of decision EB131(10). It addresses the requests made in those decisions in relation to the following: the possibility of shifting the financing year; the scheduling of the meetings of governing bodies; and methods of work of the governing bodies, in particular the possible changes needed to their rules of procedure, in order to manage the number of agenda items and resolutions as well as the late submission of draft resolutions. 6. Document EB132/5 Add.4 responds to the request in subparagraph 8(b) of decision WHA65(9) by providing a report on ways to streamline the reporting by and communication with Member States. 7. Document EB132/5 Add.5 responds to the request made in paragraph 6 of decision EB131(10) by providing a report on WHO’s role in global health governance.

Document EB132/5 Add.6, is the first of two documents on managerial reform, and responds to the request made to the United Nations Joint Inspection Unit in paragraph 7 of decision EBSS2(3) to provide a report on the review of management and administration of WHO (Part I) and on the review of decentralization in WHO (Part II). The report updates two previous documents by the Joint Inspection Unit on Decentralization of Organizations within the United Nations System – Part III: the World Health Organization; 1 and Review of management and administration in the World Health Organization.2 9. Document EB132/5 Add.7 responds to the elements described in subparagraph 16(b) of decision WHA65(9) by providing a report on modalities for the second stage of the independent evaluation of the WHO reform process. 10. Document EB132/5 Add.8, is the first of two paired documents reporting on the implementation of WHO reform. The report responds to the request made in paragraph 19 of decision WHA65(9) and provides a comprehensive overview of progress made in the three substantive areas of WHO reform (programmes and priority setting, governance and management) on the basis of a monitoring and implementation framework. 11. Document EB132/INF./3, complements the information provided in document EB132/5 Add.8, providing a high-level summary of the WHO reform implementation plan, and giving additional information in relation to implementation of WHO reform.
