Unaudited interim financial report on the accounts of WHO for 2004 and comments thereon made by the Programme, Budget and Administration Committee First report of the Programme, Budget and Administration Committee of the Executive Board to the Fifty-eighth World Health Assembly
1. The second meeting of the Programme, Budget and Administration Committee (PBAC) was held in Geneva on 14 May 2005 under the chairmanship of Dr A.A. Yoosuf (Maldives). The list of participants is annexed. The Committee adopted the provisional agenda.1
UNAUDITED INTERIM FINANCIAL REPORT ON THE ACCOUNTS OF WHO FOR 2004 2. The Committee noted the salient points of the interim financial report.2
3. The Committee expressed its appreciation to the Secretariat for the improved analytical presentation of financial information, offered a number of suggestions for future reports and noted that further improvements would come through the modernization of systems currently in progress. The Committee noted significant progress in respect of governance and accountability, income and expenditure trends as well as the overall financial stability of the Organization. 4. In response to questions and comments, the Committee noted that: • implementation rates by area of work varied significantly.3 For example, although the rate of implementation for the HIV/AIDS area of work was only 24.9 %, expenditure in 2004 was US$ 54 million. In contrast, for the full biennium 2002-2003 it had been US$ 56 million. However, by March 2005 expenditure had increased to US$ 73 million compared with US$ 133 million in resources available towards US$ 200 million in the Programme budget 2004-2005. Secretariat had stated that because of the nature of the work, it continued to be difficult to identify in advance where requirements would occur; • the Secretariat had indicated the need for a long-term financing plan for the Organization that would also focus on setting parameters for efficient and effective funding from all sources, as well as expenditure; • the write-offs mentioned in Note 30 of the financial report mainly related to losses of property in Afghanistan and Iraq which,1 owing to the situations prevailing in those countries, were not covered by insurance.
RECOMMENDATION TO THE HEALTH ASSEMBLY 5. The Committee, after examination of the interim financial report on behalf of the Executive Board, recommends to the Fifty-eighth World Health Assembly adoption of the following draft resolution: The Fifty-eighth World Health Assembly, Having examined the Unaudited interim financial report for the year 2004;2 Having noted the first report of the Programme, Budget and Administration Committee of the Executive Board to the Fifty-eighth World Assembly,3 ACCEPTS the Director-General's Unaudited interim financial report for the year 2004.
