THE B.ASIC DESIGN The topic which has been chosen for the Technical Discussions is "Health Planning". This topic will be discussed in three sessionsx, ea.c h of' three hour.: duration. (See attached chart, Page 5 ).
FIRST TECHNICAL SESSION This session will bo conducted in two main phases a.,. Panel Phase
A panel discussion will be held in the presence of the Representeti ves end Observers. It will 1 ast approximately one hour and will provide the keynote for further discussions. The panel will have from three to six members. This phase will be under the direction of a moderator. The panel will start with a seven to ten minute talk by each panel member on a particular phase of tho topic under·discussion. When all panel members hove spoken, there will be a short period X

Page 2 WP/RC4/TD 3 for open discussion among the panel members about the various points raised. If there should be a lag in the discussion, this phase can be terminated 'by the moderator. If, on the other hand, a great deal of interest and spontaneity is shown, the moderator can extend the discussion for e further short period of time·. Group Di scua:aion Phase This will immediately follow the Panel Phase. There will be three discussion groups and each one, insofar as possible will have an equal number of Representatives, panel members ond interested Observers .. ~ WhO-re. .the.r.'e ...is more thnn one Representative trom a country, each will be plnced in n seporote 'group.· The membership of the groups will remain intact throughout the two group discussion periods. It is planned thot the discussion groups will be held in French and English. Interpretation will be provided. If possible, facilities for simultaneous interpretation will be mAde available. These discussion groups will use the panel discussion as a point of departure, and pursue, according to their own int rests and desires, discussion of topics either considered by the panel or of their own choosing. Each group will be responsible fo 'r preporing and submitting a written report of i t·s meetings to the Technical Discussions Steering Conuni.t tee, as well as on oral report to the entire group during the final s'ession. A discussion leader will be appointed by the moderator for ·each of the three groups and each group will be asked to select its own rapporteur. ·
SECOND TECHNICAL SESSION This entire session will bo d~voted to gro\lp discussions and, like the latter part of the proceeding session, will be held in separate committee.rooms. At the end of this session, each group should agree ona1. 2. the nature of its final written report; the content onq method of presentr~tion of its oral report at the lDst general session.
The written report should contain resolutions, recommendntions or working principles which the. groups wish to have considered at the finAl session. /THIRD TECHNICAL SESSION

Approximately two hours of this time will be devoted to the orol reports from each of the three discussion groups, followed by o discussion of. the reports. The representatives will be asked to meet in small groups, (7-10 members), to evaluate the Technical Discussions as o whole. LEADERSHIP As has been suggested previously, individuols who are selected to pE1rticipnte on the oDening panel, . while .experie,n ced in certain erens of health work, will not be expected to have · high degree of experience in the total field of Health Planning. Interested Observers will be invited to participate in the Discussions.

In order to ,ooordinnte effectively the , work of the panel, a briefing session will be necessary immedi D tely prior to its presentotion. The moderotor and the group discussion leaders will attend a coordinating meeting shortly before the Technical Discussions begin.

It is suggested that e steering committee be established to facilitate the smooth ccnduct of the Technical Discussions. This committee might consist of the moderf.ltor of the Technical Discussions, group lenders and members of the WP.RO Secretariat. If approv~d, this committee should be estoplished as enrly os possible. LANGUAGES
Provision will be made for simultaneous interpretation of Englisp into French end vice-versa. Both languages will be used during the group discussions and at the final gener,el session. If possible, simultaneous interpretation fAcili tie·s will be pr-ovided here os well. EVALUATION The final pert of the last gener~l session will be devoted to obtaining on evaluation of the Technical Discussions and will be aimed at consideration of their effectiveness and of the t.e chnique s used, so thl1t subsequent discussions can be improved.
