WHO reform Report by the Secretariat 1. The Executive Board, at its special session in November 2011, adopted three decisions in the areas of programmes and priority setting, governance and managerial reforms.1 The decisions, inter alia, outlined work to be undertaken by the Secretariat to support discussion of both further process and content by the Board at its 130th session in January 2012. Given the scale of the materials requested and the limited time available for preparation between sessions, the Secretariat responses have been divided into discrete blocks of information. The following plan outlines the range of information contained in each of nine further documents under this agenda item. 2. Document EB130/5 Add.1 on programmes and priority setting responds to the elements described in paragraph 2 of decision EBSS2(1) on programmes and priority setting, and subparagraph 3(c) of decision EBSS2(3) on managerial reforms by providing information on the following: (a) (b) (c) (d) (e) current criteria and mechanisms for priority setting; description of current activities carried out at headquarters, regional and country level; description of the application of criteria and priorities to planning and the impact; proposals for how criteria and priorities could be set and applied in the future; detailed proposal, with a timeline, for the Member-State-driven process;
(f) proposals for a timeline for development of the programme budget and general programme of work for the period 2014 onwards. 3. Document EB130/5 Add.2 provides summary information on the distribution of financial and human resources allocated to each level and cluster in response to the specific request made in subparagraph 2(b) of decision EBSS2(1). 4. Document EB130/5 Add.3 is the first of two documents on governance reform and responds to the elements described in paragraph 3, subparagraphs (a), (b), (c) and (f) of decision EBSS2(2) by providing information on the following: (a) revised terms of reference of the Programme, Budget and Administration Committee of the Executive Board; 1

(b) analysis of ways to increase linkages and alignment between Regional Committees, the Executive Board and the Health Assembly as well as on proposals to harmonize the practices of Regional Committees; (c) proposals for a revision of the annual timeline of the meetings of governing bodies in order to optimize their synergies and effectiveness; (d) proposals on how to streamline national reporting using modern tools.
5. Document EB130/5 Add.4, the second on governance reform, responds to the elements described in paragraph 3, subparagraphs (d), and (e) of decision EBSS2(2) by providing information on the following: (a) proposals to promote engagement with other stakeholders;
(b) modalities to improve Member State involvement with and oversight of partnerships including the possible expansion of the mandate of the Standing Committee on Nongovernmental Organizations. 6. Document EB130/5 Add.5 on managerial reforms responds to the elements described in paragraph 3, subparagraph (a) of decision EBSS2(3) concerning mechanisms to increase predictability and flexibility of income by providing a proposal for a predictable financing mechanism and mechanisms to increase flexibility of income. 7. Document EB130/5 Add.6 on managerial reforms responds to the elements described in paragraph 3, subparagraph (b) of decision EBSS2(3) concerning a contingency fund for public health emergencies by providing a detailed proposal on this topic, including such a fund’s scope, financing and allocation mechanism. 8. Document EB130/5 Add.7 on managerial reforms responds to the elements described in paragraph 3, subparagraph (e) of decision EBSS2(3) concerning organizational effectiveness by providing information on the following: (a) clarification of the proposals with respect to enhancing the networks and relationships between regional offices, and between groups of country offices within and across regions; (b) clarification of proposals for enhancing capacity for effective resource mobilization, particularly at the country level. 9. Document EB130/5 Add.8 provides the first of two reports on evaluation. It responds to subparagraph 3(d) of decision EBSS2(3), and contains a draft evaluation policy. 10. Document EB130/5 Add.9 responds to paragraphs 6 and 7 of decision EBSS2(3), providing the response from the United Nations Joint Inspection Unit on updating its reports of 1993 and 2001 as well as an approach to two-stage evaluation, including detailed terms of reference for the first stage.
