EUR/RC67/R7 page 2 1. DECIDES, in accordance with paragraph 57 of the Framework of Engagement with Non-State Actors,2 to establish a procedure to grant accreditation to international, regional and national non-State actors not in official relations with WHO to participate in meetings of the Regional Committee; 2. ADOPTS to that end the procedure laid out in document EUR/RC67/17 Rev.1, Annex 1; 3. REPLACES the following sentence of Rule 2 of the Rules of Procedure of the Regional Committee for Europe: The Regional Director, in consultation with the Regional Committee, may also invite nongovernmental organizations to participate in the deliberations of the Committee as provided in section 5 of the “Principles governing relations between the World Health Organization and nongovernmental organizations”. with the following text: Non-State actors admitted into official relations with the World Health Organization pursuant to the Framework of Engagement with Non-State Actors are invited to participate in the sessions of the Regional Committee, as provided for in paragraph 55 of the Framework of Engagement. The Regional Committee may also adopt a procedure granting accreditation to other international, regional and national non-State actors not in official relations with the World Health Organization to participate in its meetings provided that the procedure is managed in accordance with the relevant provisions of the Framework of Engagement; 4. AGREES that the above amendment to Rule 2 of the Rules of Procedure of the Regional Committee for Europe shall come into immediate effect following the closure of the 67th session of the Regional Committee; 5. REQUESTS the Regional Director to report, for information purposes, to the Regional Committee at its 68th session in 2018 on the implementation of operative paragraph 1 of this resolution. = = = 2 WHO’s Framework of Engagement with Non-State Actors (FENSA).
