II. Third meeting
REPORT OF MEETINGS (TUESDAY, 11 OCTOBER 2011)
Chairperson: Dr Adanan Yusof (Brunei Darussalam) Item 4. Address by the incoming Chairperson The incoming Chairperson thanked the Regional Committee for granting him the honour of chairing the sixty-second session. He noted the importance of the items on the full agenda before the Committee and called on Member States to continue to work together for the health and well-being of all people of the Western Pacific Region. Item 8. Programme budget 2010–2011: budget performance (interim report) The Director, Programme Management, introduced document WPR/RC62/3, presenting the interim financial implementation of assessed contributions and voluntary contributions for the biennium 2010–2011 by source of funding, Strategic Objective and category of expenditure, as of 31 May 2011, and the mid-term performance reports on outputs and results by Strategic Objective and by Regional Expected Result. Interventions were made by representatives of the following Member States: Australia; China; Fiji; New Zealand; Niue; the Republic of Korea; Samoa; the United States of America; and Vanuatu. Item 9. Proposed programme budget 2012–2013 The Director, Programme Management, presented the Proposed Programme Budget 2012–2013 of the Western Pacific Region, in document WPR/RC62/4, the third and last biennial programme budget under the Medium-term Strategic Plan 2008–2013. He noted that, while the Organization-wide Expected Results for 2012–2013 generally have the same orientation as those of the 2010–2011 biennium, the Regional Expected Results, particularly the Office-specific Expected Results include some major shifts in emphasis. The Director invited comments on the proposed budget from the Regional Committee. Interventions were made by representatives of the following Member States: China; the Federated States of Micronesia; Fiji; Japan; the Lao People's Democratic Republic; New Zealand; Papua New Guinea; the Republic of Korea; Samoa, Solomon Islands; the United States of America; and Viet Nam. Item 13. Noncommunicable diseases The Regional Director introduced the item by commending Member States in the Region for their hard work in the area of noncommunicable diseases (NCDs), culminating in the Nadi Statement, the Seoul Declaration and the Honiara Communiqué on NCDs, which had propelled the issue on to the international agenda. The strongly worded political declaration unanimously adopted by the participants at the United Nations General Assembly High-level Meeting on the Prevention and Control of Noncommunicable Diseases implored countries to urgently take a multisectoral approach in addressing NCDs. He urged the Committee to take note of the panel discussion to follow, and to consider how a Regional Committee resolution might assist in addressing the rising tide of NCDs. There then followed a panel discussion moderated by Professor Don Matheson, Massey University, New Zealand.
