BUDGET PERFORMANCE 1974 DISTRIBUTION OF COSTS OF INTERCOUNTRY PROJECTS AND WHO REPRESENTATIVES OFFICES FOR 1974 1. In an attempt to present a more complete picture of the level of assistance which countries or areas in the Western Pacific Region received in 1974 from the regional programme budget than is reflected in Annex 2 to document WPR/RC26/P&B/2, an analysis of the distribution of intercountry programme costs by country and by subject heading, based on the Financial Report 1 January - 31 December 1974, Official Records No. 222, is given in Annex 1 to this document. 2. The costs of intercountry projects have been distributed to countries, using the following general guidelines: 2.1 In the case of intercountry teams, the costs were pro-rated according to the time spent by the members of the team in various countries. 2.2 For educational meetings, the costs were apportioned according to the number of participants sent by the respective countries to each meeting. 2.3 Of the US$l 828 537 total obligations for intercountry projects, only US$31 584 remain undistributed, comprising some unissued malaria project supplies l and the staff costs of one project systems analyst who carried out work during the year preparatory to rendering assistance to individual countries. 3. In Annex 2, the 1974 costs of WHO Representatives Offices have also been distributed by country, since the nature of assistance rendered by them, in terms of programme formulation, management and evaluation, specifically benefits the countries or areas to which they are assigned. In the two cases where WHO Representatives work for more than one country, the apportionment of costs was based on the obligations incurred for each country concerned. 1

Obligations, amounting to US$l 052 203, for the provision of regional advisers have not been distributed to countries because of the difficulty in establishing a realistic method of assessing the amount of time spent for each country in terms of technical backing for country projects. Without such technical backing it would be extremely difficult, if not impossible, for WHO staff serving on country projects to render the efficient and effective service which countries require and which they have a right to expect. 5. Annex 3 to this document reflects the total value of assistance rendered to countries in 1974 (except for that provided by regional advisers, as explained in paragraph 4 above), i.e. an amalgamation of the information in Annex 2 of document WPR/RC26/P&B/2 and that in Annexes 1 and 2 to this document.
