Renewing the strategy for health for all: report of the Sub-Committee of the Regional Committee on Programmes and Technical Cooperation, part III (Resolution)

28 REGIONAL COMMITTEE: FORTY-NINTH SESSION Noting that all the Member States who replied to the questionnaire felt that the country visits should be continued and that all the WHO progranune managers who replied indicated that they used the results of the country visits to re-orient their progranunes; Concerned that evaluation of the country visits should be continued; I. ENDORSES the Sub-Committee's proposals that, first, instead of meeting every year as at present, the Sub-Committee should meet only when it is required to perform a specific task and, second, that country visits should be continued, but only when the Sub-Committee is specifically requested to do so; 2. REQUESTS the Regional Director: ( I ) to inform the Regional Committee at its annual session of items that the Sub-Committee could be asked to review before the next session of the Regional Committee, in order that the Regional Committee can decide whether or not to convene the Sub-Committee; (2) to continuously evaluate the country visits, bearing in mind the recommendations contained in the Sub-Committee's report; 3. DECIDES that the next meeting of the Sub-Committee will be convened during the fiftieth session of the Regional Committee with specific terms of reference as decided by Resolution WPRlRC491R7 and that there will be no country visit in conjunction with this meeting. ENDORSES the report of the Sub-Committee; 2. REQUESTS the Regional Director: (1) to improve WHO's policy development capacity at the regional level; (2) to strengthen dialogue with international partners in the Region; (3) to support national capacity assessment and capacity building in order to facilitate implementation of Health for All in the Twenty-first Century; IOocument WPRlRC49!lO Rev.l. REPORT OF 1HE REGIONAL COMMITTEE 29 (4) to clarify the meaning of health-for-all values and define their operational implications at all levels of WHO's collaboration with Member States of the Region, in particular: • Equity, with a special emphasis on reduction of poverty; Gender equity; Quality, particularly as it relates to public health programmes; (5) to work with Member States to strengthen information systems at country level and to revise the current evaluation system; (6) to submit the report of the Sub-Committee to the Director-General as a summary of Members States' concerns with regard to the implementation of the document Health for All in the Twenty-first Century in the Region. Eighth Meeting, 17 September 1998 WPRJRC49/SRl8 WPRJRC49 .Rl 0 NEW HORIZONS IN HEALTH The Regional Committee, Having considered the Regional Director's progress report on the implementation of New horizons in health;] Noting the way in which Member States are incorporating the concepts of New horizons in health into national policies and programmes, in particular the activities that are being carried out in Pacific island countries following the Rarotonga Agreement; Noting also the high level of correlation between New horizons in health indicators and the targets contained in Health for All in the Twenty-first Century; Noting further that data on implementation of the regular budget for the 1996-1997 biennium reveal that New horizons in health concepts are being widely implemented in the Region; 1. URGES Member States: (1) to continue to develop policies, programmes and activities in line with the concepts of New horizons in health; (2) to allocate resources to programmes and activities that reflect the approaches of New horizons in health; 2.
