《人事条例》和《职员细则》修订款1 秘书处的报告

根据《人事条例》第 12.2 条2,现将总干事对《职员细则》的修订款提交执行委员

会确认。 2. 本文件第 I 部分叙述的修订源自联合国大会第六十六届会议根据国际公务员制度委

员会 2011 年年度报告3中的建议预期要做出的决定。如联合国大会不批准该委员会的建 议,将发行本文件的补编。 3. 4. 第 II 部分阐述的修订系根据经验作出并有利于良好的人力资源管理。 本次修订对 2012–2013 双年度的财政影响涉及正常预算极小的额外费用, 这些费用

可由每个区域、全球和区域间活动的适当拨款以及预算外资金来支付。 5. 经修订的《职员细则》刊于附件 1 中。

专业及以上职类薪酬 6. 委员会建议联合国大会通过标准方法加以整合,即增加基薪,相应减少工作地点差

价调整数乘数(也即依据“不亏不盈”原则),将目前专业及以上职类的基薪/底薪表上调 0.13%,自 2012 年 1 月 1 日起生效。 7. 委员会还向联大建议了结合薪金毛额使用的工作人员订正薪金税率 (见附件 3) , 并

建议每隔三年对税率进行审查以及酌情进行修订。 8. 据此对《职员细则》附录 1 进行了修订并刊于附件 2 中。

不叙级职位职员和总干事的薪金 9. 按照联合国大会对上文第 6 段的建议的决定,总干事提议,根据《人事条例》第 3.1

条,执行委员会应建议第六十五届世界卫生大会调整助理总干事和区域主任的薪金。因 此, 助理总干事和区域主任的年薪毛额自 2012 年 1 月 1 日起为 174 214 美元, 从而薪金 净额为 133 950 美元(有受抚养者)或 121 297 美元(单身者) 。 10. 根据上述薪金调整,卫生大会为副总干事批准的薪金调整自 2012 年 1 月 1 日起将 为年薪毛额 191 491 美元,相应的薪金净额为 146 044 美元(有受抚养者)或 131 432 美元(单身者) 。 11. 上述薪金调整将意味着对总干事的薪金作出相似的调整。因此,将由卫生大会批准 的薪金将使年薪毛额自 2012 年 1 月 1 日起为 251 540 美元, 薪金净额为 176 501 美元 (有 受抚养者)或 156 964 美元(单身者) 。

II. 根据经验和为了良好的人力资源管理认为必要的修订 《职员细则》修订款 离职体检 12. 对《职员细则》第 1085 条作了修订,规定职员在从本组织离职前将应本组织的要 求进行体检。

ANNEX 1

Former text 1085. MEDICAL EXAMINATION ON SEPARATION A staff member shall be examined immediately prior to his departure by the Staff Physician or by a physician designated by the Organization. If a staff member fails to undergo this medical examination within a reasonable time limit fixed by the Organization, then claims against the Organization arising out of illness or injury which allegedly occurred before the effective date of separation shall not be entertained; furthermore, the effective date of separation shall not be affected.

ANNEX 3 STAFF ASSESSMENT RATES TO BE USED IN CONJUNCTION WITH GROSS BASE SALARIES

Gross base salaries for staff in the professional and higher categories shall be subject to the following assessments: Staff assessment rates for staff members with dependants (as defined in Staff Rule 310.5.1 and Staff Rule 310.5.2) Assessable income (United States dollars) First 50 000 Next 50 000 Next 50 000 Remaining assessable payments Staff assessment rates for staff members without dependants Amounts of staff assessments for staff members with neither a dependent spouse nor a dependent child would be equal to the difference between the gross salaries at different grades and steps and the corresponding net salaries at the single rate.
