The UNDP representative not arriving in Bemako before tate on Monday, 5 December, and having been informed that the FAO would not be represented, the World Bank and WHO represent- atives met on Sunday, 5 Decenber in Baurako, in preparation for the third session of the Joint Prograrme Cormittee. Several members of the WIIO Secretariat to the JPC session attended this meeting (Annex 1). Ttre meeting was opened by Dr Samba who asked Mr Dail1y to chair the proceedings . Dr Samba reported that Mali hosting the meeting, the Minister of Health, vice-Chairman of the JPC, had taken upon himself to invite Guinea-Bissau and Sierra-Leone to participatein the meeting. It was agreed that, depending on the current Chairrran of the meetiug, the rePresentative of Canada, the representatives of these two countries should be accepted, as a matter of courtesy, to attend as observersr the representative of Senegal being the spokesmanfor the Western extension countries. This was iuportant as a matter of procedure and wasto be stressed by Dr Vignes and Dr Sanrba during their preliminary meeting with the Minister of Health of Ma1i. D VENUE OF THE 4TH SESSION OF ITIE JPC (1983) 5. The World Bank had contacted Netherlands who, wanting to keep a 1ow profile regarding the Programne' qras not ready to host the meeting. Canada was not real1y prepared. France,United Kingdom or Belgium were the next possibilities. France agreed to host the 4th session of the JPC in 1983. It was therefore agreed that the IIK representative would be approachedto proPose that the Minister of Health of Mali be elected Chairman of the third session ofthe JPC and that the Ivory Coast delegation be approached to propose the representative of France as Vice-Chairman. E DOCI'MENTS 6. WIIO indicated that all documents as per the list sent under cover of the JpC Chairmanrs letter of 11 October 1982, as well as the latest version of the chemotherapy document(OCP82.4, Rev.2) and its CSA transmittal note (JPC3.7, Rev.1) had been mailed to all Participants and that an additional copy of this document would be handed to each participant on arrival. 7. Referring to the memorandum of the Standing Conmittee of TDR gf 15 November 19g2 sent to the CSA bV fDR, and to the Letter of 1 December L982 from the Permanent Mission of Canada to the United Nations, care was taken to ensure that the latest revision rnras in conformity with the initial document submitted by the Onchocerciasis Chemotherapy Working Group on 11 August 1982. Both Dr Lucas and Dr Duke were invited to confirm this fact. They indicated they had just returned from travel, |ad not been able to check the revised version,but understood that it was now in confornity with the initial document. This was confirmed by Dr Samba referring to a telephone conversation he had with, and a hand-written note he had also received from, Mr Marr. In any case it was agreed that shoul-d the matter be raised during the JPC session the Chai::nran should stress that the JPC members are to discuss the documents presented to them by htHO and not the Working Group Report as such. Having been informed by telex on Wednesday morning 8 December that Dr Morrison was unable to come to Bamako to Present the report it was agreed, in consultation with Director, TDR, that Dr Duke would present the docr:ment. t]a 5 8. IrrHO indicated that, together with the above-mentioned document, participants would also receive on arrival: the report of the External Auditor on the accounts showing, as at 31 December 1981, the status of the funds advanced to the World llealth Organization under the Onchocerciasis Fund Agreement, together with the CSA transmittal note JPC3.10; document 0CP82.7, Budgetary proposals for the Western extension, which had been prepared lately, and a revised List of Documents. 9. It was agreed that the report of the External- Auditor would not be presented as an agenda item but that Chief, Administration and Management would mention the document and the presence of the Auditor in his verbal presentation. 10. Regarding the budgetary proposals for the I.l'estern extension (0cp82.7) it was agreed thatthe docr:oent' prePared for the donors to cover the collection of data so as to enable the whole oPeration to be costed, should be oresented as a working document for consideration in conjunc-tion with the plan of operations docr:oent (0cP82.3). Recalling that the financing for the second phase was not entirely secured, the World Bank representative referred to the EACpriority list and indicated that all other priorities would have to be financially coveredbefore approval of activities in the Western extension area. F AGENDA AND ANNOTATED AGENDA 11. It was agreed to keep the provisionaL agenda unchanged. The annotated agenda agreed upon at the lOth -CSA meeting in Oetober in Paris would be prepared for the benefit of the Chairman of the session, together with a note regarding the documents, proposed working hours, etc. G CONTRIBUTIONS FROM THE PARTICIPATING COUNTRIES 12. Hoping to hear further on this subject when the country delegations arrived in Bamako, WHO indicated that details of the situation would be cormnunicated to the World Bank representative before the start of the session. H 6I FOLLOW-UP OF JPC3 AND THE ROLE OF THE CSA 14. The Chairman re-opened the session after the JPC meeting and welcomed the representative of IINDP. He recalled the difficulty encountered at JPC3 in reaching an agreement to resolve the issues faced by OCP in the absence of a long-term strategy and of demonstrated safeguards in adhering to policies. The CSA ought to have a definite role to play in the elaboration of such a strategy and in monitoring the adherence of the Prograrrne to policies, and, thereby, in providing credible guidance to the JPC. Consequently, the World Bank proposed that the role of the CSA should be redefined to include responsibility for monitoring strategy and policy. A11 the members, who had felt for sone time the need to strengthen the CSA, agreed with that proposal. AccordinBll the CSA assigned itself the practical objective of preparing a presentation on the issues faced by the Progranme, an assessment of the capacity of the Prograrmne to resolve these issues, and reconrmrendations to assist the JPC more effectively in its decision-making process. Fulfilling this objective would considerably reinforce the role of the CSA and would demonstrate to the JPC members the proper monitoring of the Prograuune, thereby departing sharply from the lack of intervention by the CSA as a body in the JPC as again evidenced in JPC3. 15. The CSA members recognized that much more work and much more careful preparation would be required from them to fulfi1 this objective and all members present sxpressed their willingness to accept this additional workload. As a first step, each Agency agreed to prepare proposals for a work programre. The initial proposal-s should be sent to reach OCP/HQ for distribution to the other CSA members by 20 January so as to allow time for consideration before the 12th CSA meeting. It was agreed that the senior staff of the Prograrrne should be closely involved. Next CSA meeting 16. The next CSA meeting is to take place in WHO/HQ oa 24 and,25 February 1983 with two items on the agenda: Long-term strategy for the Prograuune; Consideration of TDR proposed plan of action for use of chemotherapy funds in 1983 for the Onchocerciasis Chemotherapy Project 17. In view of the interconnexion of the different issues facing the Programne and as the start and duration of control operations in the Western extension area would be affected by Progress in chemotherapy researc\ the CSA should ensure close monitoring of such progress. WHO was requested to invite TDR to present at the February rDeeting of the CSA a detailed plan of work indicating clearly how it is proposed to proceed and to use the funds that could be made available in 1983. Disbursements will only be made on the basis of this plan of work. The EAC coilDents on the management structure of the Onchocerciasis Chemotherapy Project and its coordination within WHO (para. 107, EAC Report) are to be kept in mind and every effort should be made within LIHO to reach the proposed objective of obtaining as soon as possible a suitable drug at the lowest possible cost. 1 2 The Use of funds It f7 Western extension 18. Ihe principle of extension having been accepted the launching of activities is now dependant on technical feasibility and availability of financial resources. However, it will be important and necessary to study all the inplications of the flexibility available. Any undertaking in the western area will be reviewed as part of the overalL strategy at the next CSA neeting. 19. It will be up to the JPC to decide if and when the countries involved are to become members of the Joint Prograrrrne Cornmittee. JPC final statement 20. When reproducing the final stateuent of the Chair:nan of the third JPC session, care should be taken to revien the wording of the English version for a uore accurate translation of the expressign "Ie cas 6ch6ant" (4th line, page 2). The wording t'as and when necessary" is suggested. J CLOSURE OF THE MEETING 21. It was agreed that the timetable of ueetings in 1983 would be established when the CSA meetsin February. At that time a decision will al-so be taken on the progranme of activities for the Economic Development Unit. K APPROVAL OF THE REPORT 22.
