The theme for the TeChnical Discussions of the eleventh session of the western Pacific Regional Committee is: "ORGANIZATION AND ADMINIsrRATION OF RURAL HEAIIrH SERVICES"
This subject was selected by the Committee at its tenth session. The working papers have been prepared and are presented in documents WP/RCll/TD1 and WP/RCll/TDl Add. 1 1. PROCEDURES
1.1
Pattern
The procedural pattern for the Technical Discussions this year will be sim1l.ar to that e~loyed during past years. A programme (document WP/RCll/TD2, Rev. 1) giving details of each of the three sessions pl.anned will be provided to representatives upon arrival in Manila. All sessions of the Technical Discussions will be held in the WHO COnference Hall. The room assignments for the different sessions will be announced at the start of the Regional. Committee Meeting. Report and presentations - Each discussion group will have a rapporteur who will submit a brief written report of the group deliberations for duplicating and distribution to those participating in the TeChnical Discussions. In addition to the technical. findings of a particular group, the group may report any reconmendations which they would like to have considered during the general session of the Technical Discussions or brought to the attention of the Regional Committee. l..2 First Session

page 2 Panel presentation - After the Chairman of the TeChnical Discussions has opened the s ssion and clarified the procedures and techniques to be used during the discussions, the meeting will be turned over to a panel of three persons 'Who , with their moderator, will highlight, amplify and discuss among themselves the subject matter of the topic II Planning and Assessment of Health Services ". 9Pen discussion - Following the panel presentation, the Technical Discussions members will be invited to direct questions, comments and observations to the panel members. Group discussions - The group discussions will start immediately a.:f't r the open discussion. This means that the group will proceed to their assigned rooms 'Where the Technical Discussions will proceed. 1.3 Second Session
This session will be conducted in a similar manner to the first session and will continue for apprOximately three and a halt hours with a fifteen minutes coffee break. The topic will be " Organization and Administration l l • 1.4 Third Session
This final session will be conducted as a GENERAL session, and the first portion will be devoted to the presentation of the written reports of each of the discussion groups. EaCh presentation will be followed by an open discussion. The meeting will next engage in a general consideration of the group reports as a whole with a view to consolidating the ideas presented and to reaching agreement on the drafting of recommendations. Evaluation of the Technical Discussions will be the next part of the session. Representatives will be invited to fill out an individual questionnaire. A recommendation on the proposed topic for the next year's Technical Discussions will be prepared at this time. 2. TECHNIQUES
2.1
Group Discussions
In an effort to facilitate the exchange of ideas and information and to encoura.ge an informal. atmosphere during the Technical Discussions, representatives will be divided into three discussion groups. As far a.s /possible •••

.r possible each discussion group will be of the same size and representatives from the same country or terri tory will be placed in different groups. An exception to this will be that one group will be French-speaking. This does not mean, however, that all the French.speaking representatives Will be placed in this group. .Those having a facility in English may be assigned to another group while English-speaking representatives with some facility in French may be placed in the .French.~eaking group.
2.2
Leadership
A discussion leader Will be selected by the Chairman of the Tech. nical Discussions for each of the discussion groups, but each group will be asked to select its own rapporteur.
2.3
Co.ordination Committee
In the interest of co.ordination the Chairman of the Technical Discussions will organize a steering committee. This committee will consist of the Chairman of the Technical Discussions, the discussion group leaders, the rapporteurs and members of the Secretariat. Meetings of this committee will be called shortly before the Technical Discussions begin. This committee will also be asked to meet after the Technical Discussions are over to consider the results of the evaluation questionnaire and consider suggestions for imprOving subs quent Technical Discussions. The time and place of these meetings will be announced.
2.4
Languages
The working languages of the Technical Discussions are the same as those of the Regional Committee Meeting, i.e., English and French.
2.5
Evaluation
A part of the last general session will be devoted to the evaluation of the Technical Discussions. The purpose of this evaluation will be to appraise the effectiveness of the discussions as well as the techniques used and to gather suggestions for improving the discussions in the future. "j!,..

Recording and Final Report
The proceedings of both general seSSions, together with the summary of the discussion group reports, will be prepared as a final report of the Technical Discussions. The report on the Technical Discussions will be presented by the Chairman of the Technical Discussions to the Regional Committee and will form an annex of the Committee report •
