Assessments for 2004-2005 Report by the Director-General
1. By decision WHA55(9) the Fifty-fifth World Health Assembly requested the Executive Board to review the scale of assessments for 2004-2005 at its 111th session and to report to the Fifty-sixth World Health Assembly. 2. Article 56 of the Constitution provides that the Health Assembly “shall review and approve the budget estimates and shall apportion the expenses among the Members in accordance with a scale to be fixed by the Health Assembly”. 3. The principles and criteria applied in calculating the WHO scale of assessments were established in the following resolutions. Specifically: in resolution WHA8.5 the Health Assembly decided that: … in establishing the scale of assessment to be used … the Health Assembly shall further adjust the WHO scale to take into account the latest available United Nations scale of assessment; recognizing that application of that scale should take account of (a) the difference in membership; and (b) the establishment of minima and maxima, including the provision that no country shall be required to pay more per capita than the per capita contribution of the highest contributor … in resolution WHA24.12 the Health Assembly considered that: … the latest available United Nations scale should be used as a basis of determining the scale of assessment to be used by WHO, taking account of: (a) (b) the difference in membership; and the establishment of minima and maxima …

resolution WHA26.21 states that the Health Assembly … Believing that the scale of assessment in WHO should follow as closely as possible that of the United Nations … 2. DECIDES:
(1) that, as a matter of principle, the maximum contribution of any one Member State in the WHO scale of assessment shall not exceed 25% of the total; … 3. DECIDES, further, that the minimum assessment in the WHO scale shall conform to that established in future scales of assessment of the United Nations … lastly, the Health Assembly, in resolution WHA30.5, … Noting resolution 3228 (XXIX) adopted by the United Nations General Assembly at its twenty-ninth session; DECIDES to abolish the per capita ceiling principle in the formulation and establishment of rates of assessment, commencing with the WHO scale of assessment for 1978. 4. The general practice of the United Nations General Assembly has been to adopt, every three years, a scale of assessments applicable to the entire subsequent three-year period. However, for the period 2001-2003, the General Assembly adopted a different scale of assessment for each year. As indicated in paragraph 3 above, the principle established previously by the Health Assembly is that the latest available United Nations scale of assessments should be used as a basis for determining the WHO scale of assessments, duly adjusted for differences in membership between the United Nations and WHO. 5. The scale of assessments for the period 2001-2003 adopted by the United Nations General Assembly1 was based on the following criteria, inter alia: • a miminum assessment rate of 0.001%; • a maximum assessment rate for the least developed countries of 0.01%; • a maximum assessment rate of 22%. Subsequently, two specialized agencies, FAO and ILO, which, like WHO, base their scales of contribution on that of the United Nations, adopted these criteria as a basis for their scale of contribution.

6. In May 2001, the Fifty-fourth World Health Assembly, in resolution WHA54.17, decided on amounts, rather than percentages, for assessed contributions for the financial period 2002-2003. The sum of the assessed contributions adopted for 2002 and 2003 was lower than that needed to cover the regular budget approved for the biennium 2002-2003 (US$ 842 654 000). The difference, resulting from the relief for 82 Member States whose contribution would have increased over their assessment for 2000-2001, had the United Nations scale been strictly followed, would be financed from Miscellaneous Income. The table below summarizes the situation. 7. In adopting amounts instead of percentages to establish assessed contributions, the Health Assembly has departed from its previously established practice. It would appear desirable, indeed reasonable, to revert to the practice of having a scale of assessments expressed in percentage terms. 8. The Annex provides a comparison between the United Nations scales of assessment and that of WHO for 2001. It also shows the United Nations scale for 2002 and related percentages for 2002-2003, together with the United Nations scale for 2003 and the proposed WHO scale of assessments for 2004-2005. It can be seen that the United Nations scale for 2003 differs slightly from that applicable in 2002. 9. It should be noted that the United Nations General Assembly is considering recommendations of its Committee on Contributions to lower on an ad hoc basis the assessments of Afghanistan and Argentina for 2003. Any amendment to the scale applicable for 2003, which may be adopted by the General Assembly before January 2003, will be submitted to the Executive Board as an addendum to this document. Furthermore, the Democratic Republic of Timor-Leste became a Member of WHO after the Health Assembly decided the assessed contributions for the biennium 2002-2003. In accordance with Financial Regulation 6.12, the Health Assembly will determine the rate of contribution due for the financial period 2002-2003, which amount, when received, shall be credited to Miscellaneous Income. A rate of assessment for that country will be included in the scale for 2004-2005. 10. In view of the above, it is suggested that the WHO scale of assessments for the financial period 2004-2005 should be calculated on the basis of the latest available United Nations scale of assessments, namely, the one applicable for 2003, including any amendment as indicated in paragraph 9 above. 11. The Director-General hereby submits the scale of assessments for 2004-2005, computed in accordance with the principles established in resolutions WHA8.5, WHA24.12, WHA26.21 and WHA30.5 and in view of United Nations General Assembly resolution 55/5 (quoted in paragraph 5 above). In the proposed scale, the contribution of no country is assessed at a higher level than would have been the situation had the United Nations scale of assessments for 2003 (adjusted for differences in membership) been applied in WHO for 2003. 3

12. Financial Regulation 6.1 provides that, in the first year of the financial period, the Health Assembly may decide to amend the scale of assessments to be applied to the second year of the financial period. Should there be subsequent changes to the United Nations scale of assessments for 2005, the Director-General will report to the Executive Board at its 113th session.

The Executive Board is invited to note the report and to consider the following draft resolution: The Executive Board, Having considered the Director-General’s report on assessments for 2004-2005,1 RECOMMENDS to the Fifty-sixth World Health Assembly the adoption of the following resolution: The Fifty-sixth World Health Assembly, Having considered the report of the Director-General on assessments for 2004-2005 and the recommendations of the Executive Board, DECIDES that the scales of assessments for the years 2004 and 2005 shall be as set out below.
