Doc./7 17 June 2005 53678 ORIGINAL: ENGLISH Framework for alcohol policy in the WHO European Region The Regional Committee, Reaffirming that the harmful u e of alcohol i one of the major public health concem , with the highe t level of con umption and harm in the WHO European Region; Recalling its re olution EUR/RC42/R8, by which it approved the fir t and second pha e of the European Alcohol Action Plan, and the European Chaner on Alcohol adopted at the European Conference on Health, Society and Alcohol in Paris in December 1995; Recalling its resolutions EUR/RC49/R8, by which it approved the third pha e of the European Alcohol Action Plan, and EUR/RC5 I/R4 by which it endorsed the Declaration on Young People and Alcohol adopted at the WHO Ministerial Conference on Young People and Alcohol in Stockholm in February 2001; Recalling World Health A sembly re olution WHA58.26 on public health problem eau ed by harmful u e of alcohol; Recognizing that the harm done by alcohol is a pan-European problem with serious consequences for public health and social welfare that calls for increa ed international cooperation and the participation of ail Member States in a cost-effective, appropriate and comprehensive response; WORLD HEAL TH ORGANIZATION • REGIONAL OFFICE FO R EUROPE Scherfigsvej 8, DK-2100 Copenhagen 0, Denmarl<. Doc ./7 page 2 oting the rise in public and political awarene of and upport for effective measure 10 combat alcohol-related hann; Recognizing the importance of en uring that a multidi ciplinary and multi ectoral approach i a goveming idea of the implementla.tion of the Framework for alcohol policy in the WHO European R gion; Mindful that public health concern regarding alcohol need to be adequately addre sed in the formulation of economic and trade policy at national and international level Acknowledging the leading role of WHO in promoting international collaboration for the implem ntation of effective and evidence-based alcohol policie ; 1. ENDORSES the Framework for alcohol policy in the WHO European Region outlined indocument EUR/RC55/l J as a framework for trategic guidance and policy option for Member States in the European Region, taking into account exi ting political commitments as well as new dt ,·l'lopments, challenges and opportunitie for national and international action; 2. URGES Member States:(a) to u e the Framework to formulate or re-formulate national alcohol policie and nationalalcohol action plans;(b) to strengthen international collaboration in the face of increasing level of common andt.ran boundary challenges and threats in this area;(c) to promote a multisectoral and evidence-ba ed approach which recognize the role of thecommunity and civil society in the action needed to prevent or reduce alcohol-relatedharm;(d) to promote alcohol-free policies in an increasing number of setting and circum tance ,such a the workplace, in traffic, young people's environments and during pregnancy;3. URGES international, intergovemmental and nongovemmental organizations, a well as self-help organizations, to support the Framework and to work jointly with Member States and with the Regional Office to maximize the impact of the Framework's efforts to reduce the negative health and social con equences of alcohol consumption; N ss s s s s s e s s C s s s s s s s s s s s s s s s s s 4. REQUESTS the Regional Director: EUR/RC55/Conf.Doc.n page 3 (a) to rnobilize resource in order 10 en ure adequate health promotion, di ea prev ntion,disea e management and surveillance activities in the Reg ion in I ine with the aim of theFramework;(b) to cooperate with and a i t Member State and organization in their efforts to prevent orreduce the harm resulting from alcohol con umption and thereby the level of alcohol­related problem in the Region;(c) to mobilize other international organizations in order to pur ue the aims of theFramework for alcohol policy in the Region;(d) to continue, revise and update the European lcohol Information System to reflect thenew Framework for alcohol policy in the Region and to include a legal databa e in the(e) to organize the production and publication of a review of the tatu of and progreachieved in addres ing alcohol-related problems and policie in the Region, to bepre ented to the Regional Committee every third year.:syste m; s s s A s s s -,e e s
