1. Se presenta a continuación una descripción preliminar de las características del personal de la Organización al 30 de septiembre de 2007, que abarca lo siguiente: la situación general de la dotación de personal por lugar de destino principal y grado; la distribución del personal según el sexo; la representación geográfica; el perfil de edad, la antigüedad en el servicio y el movimiento de personal; y la distribución de la fuerza laboral por grupos ocupacionales principales. El noveno informe anual sobre los recursos humanos, con los datos completos sobre la dotación de personal al 31 de diciembre de 2007, se presentará a la 61ª Asamblea Mundial de la Salud.

CARACTERÍSTICAS DEL PERSONAL Categorías de los nombramientos 2. Al 30 de septiembre de 2007 la OMS tenía un total de 4992 funcionarios con nombramientos de plazo fijo de uno a cinco años o con nombramientos continuos (denominados todos ellos en adelante «nombramientos de largo plazo»).1 De éstos, 1834 (36,7%) pertenecían a la categoría profesional, 2799 (56,1%) a la de servicios generales y 359 (7,2%) a la de funcionarios nacionales del cuadro orgánico (véase el cuadro 1).2 El número de funcionarios con nombramientos de largo plazo ha aumentado en 549 (12,4%) en comparación con la cifra presentada en el informe anual relativo a la situación al 30 de septiembre de 2006.3 3. El Consejo Ejecutivo adoptó en su 120ª reunión la decisión EB120(1), referente a la confirmación por la Asamblea General de las Naciones Unidas del marco general recomendado por la Comisión de Administración Pública Internacional. Tras eso, y con efecto a partir del 1 de julio de 2007, la OMS introdujo nuevos acuerdos contractuales que contemplaban tres tipos de nombramiento de personal, a saber, nombramientos continuos, nombramientos de plazo fijo y nombramientos temporales. En consecuencia, con efecto a partir del 1 de julio de 2007, los funcionarios de carrera y los funcionarios con un mínimo de cinco años de servicio activo ininterrumpido en nombramientos de plazo fijo y una trayectoria certificada de actuación profesional satisfactoria pasaron a disfrutar de un nombramiento continuo. 1 2

4. Además de los titulares de nombramientos de largo plazo, había 2795 temporeros (incluidos los consultores). Esa cifra representa el 35,9% del personal total y confirma la tendencia a la disminución observada desde 2004 (véase el cuadro 2).

Distribución por sexos 5. El porcentaje de mujeres en las categorías profesional y superior ha aumentado desde el último informe anual, relativo a la situación al 30 de septiembre de 2006, pues ha pasado del 36,4% al 37,1%) (véase la figura). 6. El cuadro 3 muestra la distribución del personal con nombramientos de largo plazo por ubicación orgánica, grado y sexo. Se observa que, de los 1834 funcionarios de la categoría profesional con nombramientos de largo plazo, 1154 (62,9%) son hombres y 680 (37,1%) son mujeres. Este informe muestra que, tal como se observó en el último informe anual al 30 de septiembre de 2006, el número de mujeres es superior al de hombres en los grados P.2 y P.3. Desde ese informe anual, la representación de las mujeres en los grados P.4 y superior ha seguido mejorando. La proporción de mujeres en el grado P.4 es actualmente del 42,7%, mientras que en el grado P.5 es del 31,9%. En el grado P.6/D.1 la proporción ha aumentado del 19,3% a un 20,3%, mientras que en el grado D.2 ha disminuido del 28,6% al 27,1%. También ha disminuido la proporción de mujeres en puestos sin clasificar, que ha pasado del 28,6% al 26,1%.

Representación geográfica 7. De los 1591 funcionarios que ocupaban puestos contabilizados a efectos de la distribución geográfica, 813 eran ciudadanos de países en desarrollo (51,1%). De un total de 183 nombramientos, el 41,5% correspondían a países en desarrollo. 8. A septiembre de 2007, 105 países estaban dentro de sus márgenes convenientes de variación (cinco de ellos habían alcanzado el límite superior de su margen de representación); 45 países (incluidos dos Miembros Asociados) no estaban representados, 10 estaban subrepresentados y 35 estaban sobrerrepresentados (véase el cuadro 4). El cuadro 5 detalla el estado de representación de los países, por regiones (los datos no comprenden los funcionarios que ocupan puestos financiados por el país al que pertenecen). Desde el último informe anual, referente a la situación al 30 de septiembre de 2006, se han registrado los siguientes cambios: •

dos países que no estaban representados (Swazilandia y Timor-Leste) se encuentran ahora dentro del margen conveniente de representación; dos países que estaban subrepresentados (Alemania y Viet Nam) se encuentran ahora dentro de su margen de representación; cuatro países que estaban sobrerrepresentados (Egipto, Myanmar, Suecia y Túnez) se encuentran ahora dentro de su margen de representación; cinco países que se encontraban dentro de su margen de representación (Bahamas, Bahrein, Jamahiriya Árabe Libia, Luxemburgo y República Democrática Popular Lao) carecen ahora de representación; tres países que estaban antes dentro de su margen de representación (Austria, México y Singapur) están ahora subrepresentados;

cuatro países que estaban dentro de su margen de representación (Benin, Malasia, Nueva Zelandia y Sudáfrica) están ahora sobrerrepresentados.

9. El cuadro 6 presenta información sobre la distribución del personal de las categorías profesional y superior por lugar de destino y región de nacionalidad.

Edad, grado, antigüedad en el servicio y movimiento de personal 10. Más de la mitad del personal de la categoría profesional (51,0%) tiene 50 años de edad o más. En la categoría de servicios generales, el personal de 50 años o más sigue constituyendo el grupo de edad mayoritario (35,6%), mientras que entre los funcionarios nacionales del cuadro orgánico el grupo de edad mayoritario es el de 40 a 49 años (41,5%) (véanse los cuadros 7 y 8). 11. El grupo más numeroso de personal (que representa un 48,1% de la fuerza laboral) tiene menos de cinco años de servicio. La antigüedad promedio en el servicio es de más de siete años en el caso del personal profesional y de 11 años entre el personal de servicios generales (véase el cuadro 9). 12. El cuadro 10 presenta datos sobre los nombramientos de personal (incluidos quienes han asumido sus funciones hasta el 30 de septiembre de 2007). En el caso de la categoría profesional, muestra que 65 funcionarios (35,5%) habían sido contratados del exterior, 105 nombramientos (57,4%) correspondían a conversiones de contratos temporales existentes, y 13 funcionarios (7,1%) habían sido trasladados de otros organismos. En la categoría profesional, el 36,6% de los nuevos nombramientos fueron de mujeres (frente a un 41,0% al 30 de septiembre de 2006). 13. Según las actuales previsiones, casi un 15,5% de los funcionarios se jubilarán en los próximos cinco años, y más del 35,8% en los próximos 10 años (véase el cuadro 11).

Grupos ocupacionales 14. Más de la mitad de los puestos de personal de la categoría profesional corresponde a la categoría «especialistas en odontología, nutrición, medicina, enfermería y veterinaria». Dentro de este grupo, el 91,0% son «especialistas en medicina» y el 1,0% «especialistas en enfermería». El siguiente grupo ocupacional más numeroso es el de los «especialistas en administración», que representan el 28,1%. En este grupo, el 18,8% de los puestos corresponden a «administradores de la cooperación técnica», el 13,4% a «especialistas en sistemas de informática», y el 12,5% a «especialistas en gestión financiera» (véase el cuadro 12).

Les rogamos tomen nota de las siguientes modificaciones: 1. El párrafo 8 debería decir lo siguiente: 8. A septiembre de 2007, 105 países estaban dentro de sus márgenes convenientes de variación (cinco de ellos habían alcanzado el límite superior de su margen de representación); 42 países (incluidos dos Miembros Asociados) no estaban representados, 9 estaban subrepresentados y 39 estaban sobrerrepresentados (véase el cuadro 4). El cuadro 5 detalla el estado de representación de los países, por regiones (los datos no comprenden los funcionarios que ocupan puestos financiados por el país al que pertenecen). Desde el último informe anual, referente a la situación al 30 de septiembre de 2006, se han registrado los siguientes cambios: •
