Opening of the session and adoption of the agenda Report by the Director-General Report of the Programme, Budget and Administration Committee of the Executive Board
The Board will receive at the opening of its session the report of the eleventh meeting of the Programme, Budget and Administration Committee which is scheduled to be held on 14 and 15 January 2010.
4.
Technical and health matters 4.1 Pandemic influenza preparedness: sharing of influenza viruses and access to vaccines and other benefits
As requested in resolution WHA62.10, the Director-General reports on the process and proposals for facilitating finalization of the remaining elements of the Pandemic Influenza Preparedness Framework for the sharing of influenza viruses and access to vaccines and other benefits, including the Standard Material Transfer Agreement. An update will also be provided on the influenza (H1N1) 2009 pandemic.
4.2
Implementation of the International Health Regulations (2005)
The report summarizes information on activities to implement the International Health Regulations (2005) by States Parties and the WHO Secretariat.
4.3
Public health, innovation and intellectual property: Global strategy and plan of action
The report provides an account of progress in implementing the Global strategy and plan of action as required by resolutions WHA61.21 and WHA62.16. The Expert Working Group on research and development financing will meet in December 2009 to discuss current financing and coordination of research and development, as well as proposals for new and innovative sources of funding. Its report will be submitted separately.
4.4
Monitoring of the achievement of the health-related Millennium Development Goals
The report draws special attention to the situation in Africa and least developed countries. It highlights the need to consolidate gains achieved, take steps where progress is limited, and tackle weak health systems and emerging health threats.

4.5
International recruitment of health personnel: draft global code of practice
The report provides information on recent progress in the formulation of a WHO code of practice on the international recruitment of health personnel, reflecting direction provided on the initial draft by the Executive Board at its 124th session and further consultations with Member States. The Board is invited to consider the revised draft code of practice.
4.6
Infant and young child nutrition: quadrennial progress report
This report responds to the request in resolution WHA61.20 to the Director-General, in collaboration with Member States, to prepare a review of the implementation of the Global Strategy for Infant and Young Child Feeding and the application of the International Code of Marketing of Breast-milk Substitutes. It also reviews the current status of child nutrition globally, and initiatives to improve it, including consideration of the links with HIV infection.
4.7
Birth defects
The report, which takes into account the views expressed by the Board at its 125th session in May 2009, reviews the magnitude and epidemiology of birth defects and outlines prevention and control strategies as well as recommendations for scaling up action in Member States. The document includes a draft resolution for consideration.
4.8
Food safety
The document outlines developments in this area, including the INFOSAN network of food safety authorities, the initiative to estimate the global burden of foodborne disease, the strategy on zoonoses, the increased need for normative action on food safety risk assessments and food standards, the implications of climate change for food safety, and the interaction between food safety and food security.
4.9
Prevention and control of noncommunicable diseases: implementation of the global strategy
The Health Assembly in resolution WHA61.14 requested a review of progress in implementing the action plan for the Global Strategy for the Prevention and Control of Noncommunicable Diseases. The report provides an account of that progress. The annex to the report presents recommended actions on marketing of foods and nonalcoholic beverages to children (as requested in resolution WHA60.23).
4.10 Strategies to reduce the harmful use of alcohol The draft global strategy to reduce harmful use of alcohol is submitted for consideration. The draft was prepared on the basis of available evidence and the outcomes of consultations with Member States and stakeholders, and in collaboration with Member States, as requested in resolution WHA61.4.
4.11 Tuberculosis control • Progress and long-term planning • Prevention and control of multidrug-resistant tuberculosis and extensively drugresistant tuberculosis The combined report includes an account of (1) progress in implementating the Global Plan to Stop TB 2006–2015 as well as progress towards reaching Millennium Development Goal indicators related to tuberculosis (in

response to resolution WHA60.19) and (2) progress in prevention and control of multidrug-resistant and extensively drug-resistant tuberculosis (in response to resolution WHA62.15).
4.12 Viral hepatitis The report describes the development of a coordinated approach to viral hepatitis prevention and control. The Board is invited to take note of the report and provide further strategic guidance.
4.13 Leishmaniasis control The document summarizes recently collected information on cutaneous and visceral leishmaniasis treatment, and gives regional epidemiological updates. It describes current and planned activities and the expected output of the Expert Committee that will meet in 2010.
4.14 Global eradication of measles The report provides analyses of programmatic challenges and requirements for achieving regional measles elimination in each WHO region, based on the benchmarks set in the Region of the Americas, where measles elimination has been sustained since 2002. It presents information on the feasibility of a global measles eradication goal and offers conclusions on the milestones and intermediate targets to be achieved by each Member State by 2015.
4.15 Smallpox eradication: destruction of variola virus stocks This report summarizes the discussions and conclusions of the annual meeting of the Advisory Committee on Variola Virus Research, which reviews the programme of essential research for public health readiness for an outbreak of smallpox.
4.16 Availability, safety and quality of blood products The report responds to the Board’s request at its 125th session for further detail. It describes the role of blood products in health care. Most developing countries have not yet implemented adequate systems to ensure the availability, safety and quality of blood and blood products, and still face serious blood shortages and risks of infection transmitted through transfusion. WHO’s actions to date are presented together with proposed activities, focusing on promoting a reliable blood supply, national legislative and regulatory frameworks, haemovigilance and international collaboration. The Board is invited to consider a draft resolution contained in the report.
4.17 Strategic Approach to International Chemicals Management The report outlines the importance of sound management of chemicals, including hazardous waste, for the protection of human health and describes further opportunities for action. An update is provided on implementation of the Strategic Approach to International Chemicals Management from a health-sector perspective, including a summary of health-related outcomes of the International Conference on Chemicals Management (Geneva, May 2009).
4.18 Guidance on the WHO review of psychoactive substances for international control: proposed revision In May 2009 the Board postponed detailed review of the subject to its 126th session and requested a further consultative process among Member States on the proposed revision of the guidelines. The document presents the outcome of that consultation, the rationale for preparing the revision, and the revised guidance itself, including areas in which the Board had requested further clarification.

5.
Programme and budget matters 5.1 Eleventh General Programme of Work, 2006–2015
In resolution WHA59.4 the Health Assembly requested the Director-General to report on the continued relevance and use of the Eleventh General Programme of Work. The Programme has been used as the basis for strategic planning, monitoring and evaluation of WHO’s work since 2006. The document responds to the Health Assembly’s request.

Financial matters 6.1 Scale of assessments
A new scale of assessments is due to be adopted by the United Nations General Assembly in late December 2009. The new scale, adapted for differences in membership between the United Nations and WHO, will be presented to the Board, to consider recommending the adoption of the new scale by the Sixty-third World Health Assembly, with effect from 2011.

Amendments to the Financial Regulations and Financial Rules [if any]
Management matters 7.1 Safety and security of staff and premises and the Capital Master Plan
Following consideration of this item at the Sixty-second World Health Assembly, this report reviews issues relating to the funding of safety and security of staff including related projects in the Capital Master Plan.
7.2
Appointment of members of the Independent Expert Oversight Advisory Committee
In resolution EB125.R1, the Board requested the Director-General to propose candidates for membership of the new committee. This report accordingly presents candidates for appointment by the Board.
7.3
Method of work of the governing bodies
The report outlines proposed measures to increase the efficiency of the governing body procedures, as requested by the Board at its 125th session.

During its session the Board will receive the report of the Standing Committee on Nongovernmental Organizations, which contains, inter alia, the Committee’s recommendations on requests from organizations for admission into official relations with WHO, and the review of collaboration between WHO and one third of the organizations in official relations during the period 2007–2009.

• Foundations and awards The Board will review the reports of the selection panels of the prizes to be awarded in 2010 by the Ihsan Dogramaci Family Health Foundation, the Sasakawa Memorial Health Foundation, and the United Arab Emirates Health Foundation, and including the Dr Lee Jong-wook Memorial Prize for Public Health. The Board is invited to approve the report of the Dr A.T. Shousha Foundation Committee.

The document contains the Regional Committee’s proposal to the Board for appointment of the Regional Director.

The Board requested the Director-General to keep it informed of progress in the appointment of the Head of the Office of Internal Oversight Services. The document provides an update.

The document reports on the latest developments concerning human resources at WHO and provides statistics on the staffing situation as at 30 September 2009.

Matters for information 9.1 Reports of advisory bodies • Advisory Committee on Health Research
The fifty-first session of the Advisory Committee on Health Research noted the endorsement of the WHO strategy on research for health by the Board at its 124th session and commended other activities related to ethics review, guidelines development, and evidence to policy linkages.
• Expert committees and study groups In compliance with Regulation 4.23 of the Regulations for Expert Advisory Panels and Committees, the Director-General submits to the Board for its consideration her report on meetings of expert committees and

study groups, including a summary of the recommendations contained in the reports of expert committees and her observations on their significance for public health policies and implications for the Organization’s programmes.

Closure of the session
Note: At their consultation with the Director-General on 27 August 2009, convened in accordance with Rule 8 of the Rules of Procedure of the Executive Board, the Officers of the Board made the following recommendations: 1. The draft provisional agenda transmitted to Member States for comment on 5 June 2009. While it was agreed that the draft provisional agenda as contained in EB126/1(draft) should remain the same, some minor adjustments were made to three of the titles of the items under agenda item 4. The titles will now read as follows:
• 4.1 “Pandemic influenza preparedness: sharing of influenza viruses and access to vaccines and other benefits”;
• 4.14 “Global elimination of measles” (for technical reasons this has subsequently been amended to “Global eradication of measles”);
• 4.16 “Availability, safety and quality of blood products”. 2. Items proposed by Member States in accordance with Rule 8 of the Rules of Procedure of the Executive Board.
