In preparation for the meeting of the first Technical Advisory Committee on Nuraing,1,2held in Manila on 10-17 December 1973, a survey was undertaken of the current nursing/midWifery situation in the Region through questionnaires submitted to 26 countries and territories. A total of 21 completed questionnaires were retumed by 22 November 1973, allowing for an analysis of selected aspects of the nursing/midWifery situation and the compilation of an initial report-" for consideration by the Comm1ttee. By early 1974 a total of 24 countries and territories. or
92 .i!!!: ~. of those approached for infonnation, had forwarded completed questionnaires. Each country/territory submitted one questionnaire, With Australia submitting one for each of the eight federated states and territories, giving a total of 31 completed forms. The questionnaire, 4 developed by a 1II0 nurse administrator .erving as a conSultant, identified ten maJor areas of interest in the survey (a copy of the questionnaire is given in Armex E). Nomenclature used for nursing and midwifery personnel
The information provided by 24 countries and territories l on the titles for the various categories of their nursing and midwifery personne12 are given in Table 1. Titles of the personnel in the categories of nurses and nurse-midwives indicate their qualifications through the designations "state Registered". "Registered" or "Trained" for the professional groups and "Trained" or "Enrolled" for the auxiliary groups. A number of countries and territories reported on the functionaries who provide health care services of a direct nature to patients/clients ~ are classified as medical auxiliaries. In Malaysia there are Hospital Assistants (1976). in the Trust Terri tory of the Pacific Islands a group of Health Assistants (202). in the Cook Islands a category of Medical Assistants (2). 'lhe Khmer Republic has Health Officers (158). Laos. the Medec1ns Assistants (146), and New Hebrides has Qualified Medical Assistants (12). In Papua New Guinea there are Health Extension Officers (overseas 38 and local lY.;) and Aid Post Orderlies (approximately 15(0). many in church health service. Tonga reported Medical Assistants (7). The personnel in nursing/midwifery categories in Niue include the Registered Nurse (Sister). Registered Nurse Midwife (Sister) and the auxiliary nurse-midwife designated as a Staff Nurse (Niue). The nursing aide functions under the title of "Aide".

The organization and management of nursing/midwifery at the central level (ministry or department), the intermediate level (state, province or region) and at the district or local level were analysed from data submitted for a total of 22 countries and territories. The information is given separately for the structure and functioning of nursing/midwifery at each of the three levels. a. !
Organization and management of nursing/ midwifery personnel and participation in planning at the central level

The structure and functioning of nursing/midwifery personnel and services are given in Table 2 for 20 countries and territories of the Region. In this group, a total of 18 countries/territories have a unit, section or a post in Which the nursing/midwifery affairs are administered at the central level of the national health services or through which consultations are given at this level. The infonnation in Table 2 indicates the variety of positions held by the immediate superior with regard to the nursing/midwifery posts, and the range in numbers and types of illlllediate professional subordinates. The posts held by nursing/midwifery staff in other units or sections at the central level are given in column 6 for the six national health services having posts of this type. In the majority of the countries/territories of the Region the nursing/midwifery personnel at the central level advise on nursing service and education progra.nmes. In Australia, Japan, the Philippines and the Republic of Korea the posts are ma1nly advisory although some involve specific administrative responsibilities for the control of standards, qualifications or for the educational progra.nmes. In the Philippines the Nursing Consultant to the Secretary of Health participates in formulation of policies and standards for nursing service and education and is responsible for research. In the Khmer Republic the Nurses Section has advisory fUnctions and the Midwives Section is in charge of the midwifery service wi thin the national health services.
The nursing/midwifery personnel participate in national health planning and/or in health manpower development planning in each of the countries and territories, the extent of their activities varying considerably throughout the Region according to the data in Table 3. In general, the nursing/midwifery personnel appear to participate extensively in planning for health manpower development through varied

Information on the organization and functioning of the nursing/ midwifery personnel at the intermediate level in the national health services was submitted for 20 state, provincial or regional divisions. Table 4 indicates the type of responsibility carried by the personnel, with administration of service and education listed for the majority in this group. '!he nursing/midwifery personnel at central level function together with the staff at the intermediate level in health planning in New Zealand, Fiji, MalaySia and Trust Territory of the Pacific Islands. At the intermediate level the nursing/midwifery personnel have wide responsibility for planning and controlling education and training programmes in most of the states and regions.

- 25 c. Organization and management of nursing/ midwifery personnel at the local level
Information on the organization and management of nursing/midwifery personnel at the local (peripheral) level was submitted for several countries. In Japan the prefectural and municipal governments (intermediate level) divide their administrative areas into several Health Centre districts which cover cities, towns and villages; and a Health Centre is established in each one of the districts. The Health Centre staff includes the Head Nurse who partiCipates in management of the public health centre and is responsible for supervision of public health nurses carrying out the health care plan in cities, towns and villages. In Australia, the state of Western Australia has made provision at the local level for planning and developing education and training programmes for the nursing/midwifery personnel. In the Philippines the provinces and municipalities/districts all come under the respective Regional Health Offices. Regional Training Centres are located in the offices, with nurses on the staff who take charge of the training of personnel at the local level. The organization in the Republic of Korea provides for a City or County Health Centre at the local level wi th a Director. In the Health Promotion Section of the Centre, there is a Chief Nurse with staff nurses in the fields of maternal and child health, family planning and tuberculosis control. The organization at the provincial (local) level in Viet-Nam includes nursing/midwifery personnel. The Provincial Hospital Head Nurse is responsible for all nursing personnel working in the wards, the Provincial Maternity Head Midwife is responsible for all midwifery personnel in the maternity, MCH and FP clinics and services in the Provincial Hospital. The Provincial Chief Midwife is in charge of all midwifery personnel working at district, village and hamlet level and the Provincial Public Health Chief Nurse supervises nursing and public health nursing services at this level. In Niue there are three nurse positions in the structure responsible for the organization and management of the nursing/midwifery personnel. The Medical Department is responsible for the long-term health manpower development plan which includes provision for Registered Nurses and Registered NursejMidwives (New Zealand qualifications), Staff Nurses and Nurse Aides. The Matron works with the Director of Health in determining needs, quality and quantity, and selecting candidates. Provisions are made in the plan for the education and training of the needed personnel.

National nurses I associations
The 22 countries, states and territories Cor which information was submitted on the membership of the nurses associations are given in Table 5 for 1972. In all instances the nurse/nurse-midwives categories were included in the membership, and in 12 countries/territories a category was provided for the nursing students with Japan having a "Contact Member" and Peninsular Malaysia an "Affiliate" in the student category. E:lght countries/territories indicated a category for auxiliary nurseS/auxiliary nurse-midwives. The total number of' members varied from 60 in Guam to 131 912 for the Association in Japan. '!he remaining larger associations in the group had from 1906 to 8000 members while the smaller associations had between 75 and 850 members. A total of 15 associations have established branches at state, provincial, regional or district levels, most having trom 1 to 20 branches. The association in Viet-Nam has 46, that of the Philippines 49 with additionaJ. branches in the U.S. A. and that ot New Zealand 72. The association in Japan has 48 branohes for each of three categories of membership: nurses, public health nurses and midw1 ves. Objectives of the associations relate to both hursing service or practioe and nursing education standards generally for the purpose of improving the service and the health of the people. The aims of several associations include the economic welfare of the nursing personnel among a variety of corollary objectives. '!he governing bodies of the nursing associations are nomlnated/eleoted by the members in all of the assooiations for which a report was submitted and the major function of the governing groups is the conduct of all aspects of association business. The standing committees function under a variety of titles indicating the major interest areas of nursing practice, nursing education, sooio-economic affairs, constitution, by-laws and finanoe. The associations have income from membership dues and in the majority of instanoes also from fund-raising activities, investments, rentals, pri vate donations or fees charged for their educational activities. The Japanese Nursing ASSOCiation has financial support from the Government. A journal is published in the national language or in English by 11 of the nursing associations, and in a combination of the national language and English by two associations. A total of six of' the Journals are published monthly, three every seoond month, two quarterly and two twice a year. A newsletter is published monthly in one additional oountry.

The content of laws relating to nursing/midwifery practice and training/education was reported for 27 countries, states and territories in the Region. The information in Table 7 indicates that all categories of basic nursing/midwifery personnel practising at present are included in 18 of the 27 laws governing nursing and midwifery affairs. '!he categories not included in the laws were the nursing aides, orderlies and similar types of personnel without formal, basio training.' The funotions or range of activities for the nursing/midwifery personnel were defined in 13 of the 27 laws. Registration provisions were included in 24 of the laws with 19 of this number also having licensing provisions. '!he nursing/midwifery boards or oouncils were named most of'ten as the lioensing and/or the registration body in the laws of 22 countries, states and territories for which information was submitted on these aspects of their law. Legal definitions of professional errors and penalties were included in 15 laws. Disciplinary prooedures which could be undertaken in malpractice cases were given in these laws, and in an additional eight, making a total of 23 laws. Provisions are included in each of the 23 laws for nursing and/or midwifery personnel to participate in carrying out . disciplinary procedures through nursing/midwifery boards, disciplinary boards or disciplinary committees. Provisions for the establishment and conduct of training and education programmes were made in 23 of the laws. Participation by nursing/midWifery personnel in drafting the laws relating to tra1ning and education programmes was indicated for 18 countries, states and territories. . '!he titles of the laws relating to nursing and to midwifery in the countries/territories, and the dates of their promulgation, are listed in Annex B.

Registration of nursing/midwifery personnel
The requ1re.mts and provisions for registration of the nursin&! midwifery personnel are given in Table 8 for 28 oountries and territories. The majority in the group indioated provisions for oompulsory registration of all basic categories of nursin&!midwifery personnel and multiple entries for personnel eligible for registration in more than one category, but only 12 oountries/territories have systematic annual re-registration. The types of information available in the registers of qualified nursing personnel were reported for 26 oountries and territories and are given in Table 9. The items inoluded in one-half or more than one-half of the registers are the dates of registration and re-registration, age, sex, marital status, geographio distribution, current ocoupation and death of 'registrants. v

The titles of the registering bodies or officers, and the dates on which registration of nursing personnel was established in the several countries and territories, are listed in Annex C. There were 22 countries and territories in the group for whioh information was submitted on the registration of qualified midwifery personnel. In one-half or more than half of the group the registers indicate dates of registration and re-registration, age, sex, _rital status of the registrants and death. The standing colllll1ttees, boards and councils concerned with nursing and midwifery affairs, and functioning at federal, state and provincial levels, were reported for 15 countries and territories. The major functions and responsibUities, and the number of nurse/midwite officers or members, are shown in Table 12. All boards, councils and committees are authorized by law or by regulations made under the law relating to nursing, III1dwifery or education. The COIIIIIissions which serve in the IQuner Rep,lbl1c in appointments, prolllOtions and in discipline affairs are responsible for nursing and midwifery as they are tor personnel in other depart.nta or divisions of Oovernmant. The Aocreditation Colllll1ssion on Student Education and Training in the PhUipp1nes is a voluntary COI&1ssion. :

VII. Specific long-term provisions for the development of nursing/midwifery personnel Programmes to prepare the professional and the auxiliary nursing/midwifery personnel for the health services were reported to some extent for each of the thirty-one countries and territories participating in the survey. The information submitted on the requirements and content of the· several types of programmes, on student enrolment and numbers of teachers on the staff, will be given under the follOWing headings: a. Authorities responsible for approving the establishment and conduct of training and education programmes for nursing/ midwifery personnel BaSic auxiliary nursing/midwifery training programmes Basic professional nursing education Basic professional midwifery education programmes Postbasic and postgraduate nursing/midwifery education Current problems in the education and training of the nursing/midwifery personnel.

Consideration is being given in a number of countries and territories to revision of the existing training and education programmes and the establishment of new curricula. The information given here relates mainly to the established courses as these are reported for the survey. a. Auti10rities responsible for approving the establishment and conduct of training and education programmes for nursing/midwifery personnel
The government units responsible for approving the establishment and conduct of programmes for the training and education of nursing/ midwifery personnel were reported for 29 of the 31 countries and territories. There were 15 in which the Ministry or Department concerned with health affairs has responsibility for approving the programmes and 13 in which the nursing/midwifery boards or councils have been given the authority. In four of the countries the Ministry of Education also approves some types of programmes. A number of otiler authorities have responsibility for some of the programmes including the Prefectural Government in one country and University Board of Regents in another country. Minimum standards for the content of curricula have been established by the authorities responsible for approving training and education programmes in 26 countries/territories.
- 56 b. Basic auxiliary nursing/midwifery training programmes
Basic auxiliary nursing and/or nursing/midwifery training was reported for 22 countries and territories. The information in Table 13 indicates the total number of these programmes. entrance requirements. length of time required for completion of study and student enrolment conditions. Trainina progrlUlllles for the preparation of auxiliary midwives (non-nurses) are conducted in Brunei, Peninsular Malqsia. the Republic of Viet-Nam and in Laos where the training was discontinued as a single-purpose course in 1972. Admission requirements range from 6 to 12 years of schooling. and the length of the programmes from 12 to 24 months. Training programmes to prepare single-purpose auxiliary personnel for mental or psychiatric nursing or as assistants in community health servioes were reported for Western Australia. Hong Kong, Philippines. Singapore, Gilbert and Ellioe Islands and the Republic of Viet-Nam. The duration of general education required for admission is from 9 to 11 years and the programmes vary in length from 3 months to 24 months. Enrolment ranged from 16 to 122 students in these training courses.
c •. Basic professional nursing education Basic professional education in nursing is designed for the preparation of professional nurses through diploma or degree programmes. Table 14 gives the information submitted on the total number of diploma programmes. general education requirements for admission. length of study together with students enrolled in 1971 - 1972 and completing the programmes. This information is given for the degree progr8llllles in Table 15. Data on the teaching staff inoluded the total number of nurseteachers in the diploma and degree programmes in 1972. These are shown in Table 16 for the full-time and part-time staff. The qualifications of nurse-teachers in the diploma level programmes are shown in Table 17 and for those in the degree programmes in Table 18. Teaching assistance is obtained for the basic nursing education from specialists in other disciplines. The areas of specialist assistance are shown in Table 19 for both the diploma and the degree programmes. II

The plans by which the formal theoretical content of the curriculum is presented in the majority of the schools and colleges in 21 countries and territories is indicated in Table 20 for diploma and degree programmes Clinioal and community nursing experience extends through the entire programme in the majority of insta nces. and the plans are implemented for the majority of the students without change. courses in the nursing curriculum generally are not taken with students in other disciplines except by the nursing students in the degree programmes. The broad content areas of the nursing curricula are similar for the programmes developed in the oountries and territories of the Region and also for the diploma and the degree programmes. Table 21 indicates the content areas of the majority of the curricula in 22 countries and territories. In providing further information on the content of the diploma programmes. eight countries/territories indicated that an average of 3.3% to 50% of field Gxperience time is spent on afternoon or evening duty. Twelve countries/territories allocated an average of O.~ to 50% of field time to night duty. the majority in the group scheduling an average of l~ to 5~ field time for this experienoe. The proportion of field experienoe time allocated to afternoon or evening duty and to night duty for students in degree programmes was indicated as 11.1% for each of these periods in one country. the proportion being 5~ for night duty in the only other country/territory to report on this item in the degree schedules. A salary or stipend is paid to all students in the majority of the diploma programmes of 17 countries/territories and in the degree programme of one country. Fees are paid by students in the diploma programmes in two countries and in the degree programmes of the four countries/territories reporting on fees in nursing education. Programmes for the preparation at the professional level of single-purpose nursing personnel are shown in Table 22 for the six countries/territories reporting curricula of this type.

The basic professional midwifery education programme prepares midwives who are qualified and authorized in their countries/territories to provide delivery services in normal obstetrics. The number of programmes conducted, ti1e general education requirements, length of study and student enrolment data are given in Table 23 for 17 countries and territories. The teaching staff in basic professional midwifery includes midwife teachers and specialists from other disciplines. The number of midwife teachers and their qualifications are given in Table 24. The provisions made for specialist teaching assistance from the sciences and other disciplines are also indicated for 14 countries and territories. The theoretical content of the curricula in the midwifery programmes is presented in the majority of the schools ti1rough the block system and/or study days with theory and field experience correlated throughout the programmes. The average total time in field experience varied greatly in the group reporting on this aspect of the curricula. The range in the amount of midwifery experience in hospitals was 33 to 70 weeks. Midwifery experience in the community was reported for the programmes in four countries/territories, its pl~ed duration for the stu ents being from 6 to 20 weeks. The average numbers of home deliveries for students in the three countries/territories reporting the provision of this type of experience were 5, 10 and 20.

It was reported that the proportion of total field experience time spent was 16.6% to 75% on afternoon or evening duty for the programmes in six countries/territories and 10% to 75% on night duty in the nine countries/territories reporting on this aspect of their progranmes. A salary or stipend is paid to the students in almost all midwifery education programmes. The schools in one country charge a fee •

The programmes considered as postbasic in this survey are those provided at the certificate, diploma or baccalaureate degree level for fully qualified nurses. Postgraduate programmes are those conducted at the Master's level or at a higher level in an educational institution. Information was submitted on the postbasic and postgraduate programmes in nursing and midwifery education for a total of 14 countries and territories. Table 25 summarizes the areas of study and levels at which these programmes are given at present. A variety of short clinical and community nursing courses as well as courses in nursing administration and education of a postbasic type are given for qualified nursing/midwifery personnel, and are considered as in-service education. These are specialized in most cases and include, among others, courses in operating theatre, intensive care nursing, paediatric, thoracic and tuberculosis nursing and infant welfare. In the countries/territories reporting. the language of instruction in the nursing/midwifery programmes is the same as in general education (national, foreign or national and foreign) except in the Republic of Korea where English is used at the degree level. f. Current problems in the training and education of nursing and midwifery personnel
An assessment of current problems in the area of nursing/midwifery education was requested and, in reply, information was submitted on the adequacy of training facilities, the relationships existing between the teaching institutions and the health care services and on the adequacy of the teachi.ng staff.
The appraisals submitted on the adequacy of training facilities indicated, in general, that the premises, the clinical and cOlllll1UIlity practice fields and teaching equipment were adequate for the needs of the programmes in the majority of the auxiliary and professional education programmes. The teaching materials were adapted to local conditions in most instances. The technical literature in the national language was not adequate for teaching needs although the literature published in a foreign language was adequate for programme needs.

- 89 In general, there is a need for improved cooperation and accessibility between the teaching institutions and the health care services in relation to the development of the auxiliary and the professional education programmes, according to the assessments made of this aspect of the nursing/midwifery situation. Almost every country/territory requires more teaching staff than are now available in the nursing/midwifery training institutions. The level of preparation of the staff for their teaching responsibilities is not satisfactory in· the majority of the programmes except in the case of the staff in postgraduate education. The quality of teaching is considered as satisfactory in some of the programmes, but not adequate in the auxiliary midwifery and basic degree programmes in professional nursing. Specific problems occurring in the conduct of training and education programmes are: Shortage of personnel in field teaching areas for community nursing; Lack of supervision and inadequacy of role models for students in professional nursing programmes; In the majority of schools and colleges, unduly large enrolments for the existing educational facilities and available teaching staff; Programmes that are too costly for students and parents; Repetitious nursing experiences with little or no educational value in student learning; Lack of freedom to try out innovations in the curricula; Need for careful assessment of experience available and overall coordination as new programmes develop in the general system of education. Competition for available experiences is developing and this is accentuated by changes in medical education with additional community experiences included in the programmes.
- 90 .. VIII. Partioipation of nursing/midwifery personnel in special educational and other programmes/activities
The partioipation of the nursing/midwifery personnel in offioially sponsored eduoational and other programme activities abroad is shown in Table 26. The largest numbers studied in basic nursing and midwifery progranmes. a total of 246 in 1972. There were 84 nurses/midwives studying at the advanoed levels, 74 in diploma programmes. five in programmes leading to the master's degree and five in doctoral progr8llllleS. The numbers partiCipating in study tours, seminars, conferences and workshops abroad varied somewhat tor each of the major t7P8S of activity with a total of 456 participating from the countries/territories of the Region. The agenoies sponsoring study abroad for the nursing/midwifery personnel included governments. the World Health Organization, the Colombo Plan. USAID and. among the private organizations. China Medical Board of New York. the Rookefeller Foundation and Churches. The countries and territories provided many types of short-term educational acti vi ties as indic ated in Table 27. They arranged courses. , seminars. oonferenoes. workshops and study days in which olinioal subjects, conmunity health. administration, teaching and other subjects were studied by large numbers of the nursing/midwifery staff. The major research undertaken during the previous five years by the nursing/midwifery personnel was reported tor twelve countries and territories. The list of projects. studies and surveys is given in Annex D for each of the countries and territories. The material published in the form of articles. manuals or books during the previous f1 ve years were reported for the nursing/midwifery personnel in ten oountries/territories and are listed in Annex E. Publications on a wide range of clinical and other subjects were reported for a total of ten countries and territories.

The numbers of the nursing/midwifery personnel reported for the health care systems are shown in Table 28 for both the professional and the auxiliary groups. The table gives a partial listing of the total manpower resources in the areas of nursing and midwifery, as the numbers of staff in hospital services under private auspices, in industrial health services and in other areas and particular categories were reported as not available for certain countries and territories. Table 29 gives information on the numbers of nurses, nurse-midwives and midwives engaged in work of an administrative/supervisory nature in health service institutions and programmes and the number with postbasic or postgraduate qualifications in administration and/or supervision. Approximately one-fourth of the personnel in western Australia and Singapore has advanced qualifications of this type. A larger proportion, one-half or almost one-half, of the staff in the Australian Capital Territory, in the Philippines and in the.Trust Territory of the Pacific Islands has additional preparation. Approximately one-seventh of the staff in Hong Kong holds postbasic or postgraduate qualifications in administration or supervision. The members of the staff in all except four of the countries/ territories obtained their advanced qualifications through study in postbasic diploma programmes. Two of the staff in Hong Kong studied at the Baccalaureate level and two at the Master's degree level. Some of the personnel in Malaysia studied at the postgraduate level in master's or in doctoral programmes although the number was not stated in the reply to the questionnaire. Three staff members in the Trust Territory of the Pacific Islands studied at the advanced level, two in baccalaureate programmes and one in a master's programme. Out of the total of 1111 persons with additional qualifications in the Philippines. 105 studied at the baccalaureate level. 26 in a master's programme and two in doctoral programme. The proportion of total population officially classified as living in rural areas and the proportion of available nursing/midwifery staff employed in rural areas are shown in Table 30. The percentage of staff functioning in rural areas exceeds the percentage of their IlOpulation 11 ving in those areas in Western Australia. Singapore, New Hebrides and the Republic of Viet-Nam. These proportions are reversed in the remaining ten countries/territories although most have large percentages of their total available staff serving rural population especially in the Philippines. the British Solomon Islands Protectorate, Cook Islands and in Gilbert and Ellice Islands.

- 103/104 Some information was submitted on the countries and territories wi th nursing/midwifery staff working in the isolated areas which are without resident doctors or trained medical auxiliaries, and this is reported in Table 31. There are 17 countries/territories with professional staff and 10 with auxiliary staff in remote areas. The majority assign expanded activities to their staff and provide corresponding special training. The majority also have provisions for their nursing/midwifery personnel to obtain needed assistance from medical or other qualified staff in emergencies.

General conditions of employment of nurSing/midwifery personnel
Information was submitted on the general conditions of employment existing for nursing/midwifery personnel in countries and territories of the Region, especially on the provisions for individual contracts, part-time employment, job inoentives, work schedules and the social security benefits. Overall conditions of employment and work, speoified in written contracts based on legislation, on Job descriptions or on both legislation and job descriptions, are laid down in 21 countries and/or territories. The estimated percentage of the professional and auxiliary nursing/midwifery staff on permanent appointments was reported for 17 countries and territories: it was 9\fI, to 10O;f: in ten oountries and ~ to lOO;f: in seven. Estimates were given for the percentages of temporary appointments in 14 oountries/territories. The range was from l~ to loO;f: in both the professional and auxiliary 0 ategories, eight countries/territories having at least sO;f: of their staff in . one or both categories on temporary appointments at present. Arrangements for part-time employment were reported for 15 countries/territories in respect of professional nursing and midwifery staff and for 12 in respect of part-time auxiliary staff. Restriotions (unspecified) relating to the employment of married women were reported for Guam, in the professional and the auxiliary nursing/midwifery categories, and for the Republic of Korea, in the professional and the auxiliary nursing categories. The job incentives provided for the nursing/midwifery personnel were reported for the majority of the oountries/territories participating in the survey. The incentives tend to be similar for the two major categories and are indicated in Table 32 for the professional group and in Table 33 for the auxiliary personnel.

The specialized provisions are indicated in Table 34 for each of the respondents. Social security benefits exist for the nursing/midwifery personnel 1n government service in different countries and territories: in 25 for full-time professionals, in 19 for full-time auxiliaries, in nine for part-time professionals end in eight for part-time auxiliaries. For staff in non-government employment, there are benefits in 16 for full-time professionals, in 11 for full-time auxiliaries, in six for part-time professionals and in five for part-time auxiliaries. Thirteen countries/territories provide benefits for nursing/ midwifery students in professional and auxiliary programmes.

The items included in the social security schemes of the majority of the countries/territories are medical and dental care, illness, occupational accident and illness, permanent disabIlity, maternity leave, and superannuation/pension plans. Thirteen of the schemes include survivors' benefits end nine family allowances. Information was submitted on conditions of employment for the nursing/midwifery personnel in Niue including the job incentives and social security benefits. One-third of the professional and all of the auxiliary personnel are on permanent appOintments. Salary scales are canparable to those of other workers with similar education and experience. There are cost-of-living adjustments, and compensatory leave or payment for overtime and for work during holidays and annual leave. Social security covers medical end dental care, illness, accidents, permanent disablli ty • maternity and superannuati on/pensions.
