GLOBAL PROGRAMME ON AIDS: MEMBERSIDP OF THE MANAGEMENT COMMITTEE
The Management Committee of the Global Progranune on AIDS (GPA) is an advisory body to the Director-General of WHO on the Global Progranune on AIDS. This Conunittee is composed of two representatives from each of WHO's six regions. donor governments to the Programme and six intergovernmental agencies. At present. the Member States from the Western Pacific Region whose representatives serve on the GPA Management Committee are Fiji and the Republic of Korea. The term of office of the latter will expire in December 1993. The Regional Conunittee is therefore requested to select a Member State for a three-year term to replace the Republic of Korea. This three-year period will conunence on 1 January 1994.

INTRODUCTION
In 1986, the Division of Communicable Diseases created a subprogramme to deal with the control programme on AIDS. Special Programme on AIDS. On I February 1987, this subprogramme was established as the Three months later, the Fortieth World Health Assembly, in its
resolution WHA40.26, endorsed the global strategy for the prevention and control of AIDS. Subsequently, in January 1988, the Executive Board endorsed the proposal of the Director-General to rename the programme the Global Programme on AIDS (GPA). Funding for GPA activities is mainly from extrabudgetary sources. Recognizing the need to coordinate the efforts of participating countries, the Director-General formed a Committee of Participating Parties, which served as an advisory body in reviewing the plans, activities, budgets and other aspects of GPA. Soon the activities and budget expanded and the number of collaborating countries increased proportionately, requiring the restructuring of the Committee. In April 1988, the Director-General's proposal to rename the Committee the GPA Management Committee was endorsed by the Committee of Participating Parties at its fifth meeting.

THE FUNCTIONS OF THE GPA MANAGEMENT COMMITTEE
The GPA Management Committee acts as an advisory body to the Director-General of WHO on matters relating to the policy, strategy, financing, management, monitoring and evaluation of the Global Programme on AIDS. The following are its functions: (I)

Analyse and guide the GPA programme of activities and related budget. Advise the Director-General on the arrangements envisaged for financing and managing

Review the financial statements of GPA. Review periodic reports evaluating the progress of GPA towards the achievement of its
objectives and submit its findings and recommendations to the Director-General.

Consider and guide the proposed long-term plans of action for GPA and their financial
implications. (6) Recommend ways of improving, as appropriate, coordination between the activities of
GPA and of other relevant programmes and organizations. (7)
Consider any other matter relating to GPA referred to the Committee by the
Director-General of WHO, the Director of GPA or any member of the Committee.

3. COMPOSITION OF THE GPA MANAGEMENT COMMITTEE
The GPA Management Committee consists of the following: The governments of those countries which contributed undesignated funding in support
of GPA'S general budget in the previous fiscal year.

Two government representatives from each of WHO's SIX regions, selected by the
respective regional committees for three-year terms from among those Member States with which GP A is collaborating. (3)
The six major intergovernmental organizations contributing to the implementation of
WHO's global AIDS strategy, namely UNDP, UNESCO, UNFPA, UNICEF, the World Bank and the Commission of the European Communities. (4) The Chairman of the Advisory Council on HIV and AIDS (formerly the Global
Commission on AIDS).I Representatives of governments and organizations of the United Nations system, Will, on request, be granted observer status. observers. scope of GPA's work and WHO's policies and strategies wilh regard to HIV and AIDS and. within this coote,,(, makes recommendations on approaches to emerging policy issues. It is composed 'of 20 eminent biomedical and social scientists, primary health care specialists. legal and economic experts, and technical and aid management experts. They are appointed by the Director-General to serve in their personal capacity for a period of three years.

SELECTION OF MEMBER STATES TO REPRESENT THE WESTERN PACIFIC REGION
The current members of the GPA Management Committee from the Western Pacific Region are the Republic of Korea and Fiji, whose three-year terms expire in December 1993 and December 1994, respectively. The Regional Committee is therefore requested to decide on the Member State to be represented on the GPA Management Committee for the three-year period commencing 1 January 1994, in replacement of the Republic of Korea.
