Opening of the session Dr Andrei Usatii opened the Sixty-sixth World Health Assembly and welcomed, on behalf of the Health Assembly and the World Health Organization, the special guests: Mr Kassym-Jomart Tokayev, Director-General of the United Nations (UN) Office in Geneva, and representative of the Secretary-General of the United Nations, H.E. Federal Councillor Alain Berset, Head of the Department of Home Affairs of the Swiss Confederation, and officials of the Republic, Canton, City and University of Geneva, and of agencies of the UN system, as well as representatives of the Executive Board. The President called on Mr Kassym-Jomart Tokayev, representing the SecretaryGeneral of the United Nations, who addressed the Assembly. The President then gave the floor to H.E. Federal Councillor Alain Berset, Head of the Department of Home Affairs of the Swiss Confederation.

Election of the President of the Sixty-sixth World Health Assembly
In accordance with Rule 24 of the Rules of Procedure, as revised through WHA resolution WHA61.11 the President invited the Health Assembly to consider the list of names of delegates proposed for the nominations of President and five VicePresidents of the Sixty-sixth World Health Assembly. In accordance with Rule 78 of the Rules of Procedure, the Health Assembly approved the nomination of Dr Shigeru Omi (Japan) and elected him as President of the Sixtysixth World Health Assembly by acclamation. The President announced that Members who wished to make suggestions regarding the annual election of Members entitled to designate a person to serve on the Executive Board should do so not later than 16:00 on Tuesday, 21 May 2013 in room A656. These should be submitted to the Assistant to the Secretary of the Health Assembly. –
General discussion
The President resumed consideration of item 3 with special attention to the theme “How to ensure the place of health in the next generation of global development goals”. The President invited the first two speakers to the rostrum: the delegate of United States of America (who spoke on behalf of the Member States of the Region of the Americas) and the delegate of Angola (who spoke on behalf of Member States of the African Region). These speakers were followed by the delegates of Ireland (as Presidency of the European Union), Sudan (who spoke on behalf of the Arab Ministers Council), China, Thailand (who spoke on behalf of the Association of Southeast Asian Nations (ASEAN)), Brazil, Nigeria, United Kingdom of Great Britain and Northern Ireland, Islamic Republic of Iran, Germany, Russian Federation, Indonesia, Canada, Singapore, United Republic of Tanzania, Pakistan, Australia, Mexico, India, Sri Lanka (who spoke on behalf of the Group of Fifteen), Peru (who spoke on behalf of UNASUR), and South Africa. At the invitation of the Chairman, the Co-Chair of the Informal Consultation with Member States and UN Organizations on the development of a global action plan for NCDs, provided an update on the outcomes of the discussions which took place in March 2013. The floor was then opened for discussion. The Chairman proposed that a drafting group be set up to discuss the draft resolution contained in document A66/A/Conf./1 and any needed refinements to the Global Action Plan as the basis for the work of the drafting group, scheduled to begin its work at 19:00, Tuesday, 21 May.

Aligning for better results: IHP+ technical briefing There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish The year 2013 marks a pivotal moment for the global health community. Millions more people are living healthy, productive lives, yet major health inequities persist across and within countries, and poor health remains a major driver of poverty. To achieve the goal of improved health outcomes through universal health coverage, countries and development partners need to find better ways of collaborating to ensure that available resources are used more effectively and fairly. In December 2012, IHP+ country signatories identified critical areas where change is needed to progress on the health-related Millennium Development Goals. In this technical briefing, countries and international partners will discuss the current situation and outline the way forward.

Accelerating achievement of health-related Millennium Development Goals: The Global Fund New Funding Model, implications for country level cooperation and WHO’s Support There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish Defeating HIV/AIDS, tuberculosis and malaria is critical for achieving the health-related Millennium Development Goals (MDGs) and sustaining the post-MDG era gains. WHO has been working closely with the Global Fund (GF) and partners to transform the GF funding model from a project-oriented, round-based and proposal-driven application process, to a more predictable funding system that conforms to national strategic plans, aligns with countries’ planning cycles, engages in iterative dialogue with countries, enhances wider health gains, and fosters sustainability of national programmes. This technical briefing will inform Member States of the GF New Funding Model (NFM) and will discuss priorities for future engagement and action.

Preparing for the UN High-level Meeting on Disability and Development: the health sector’s contribution There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish It is estimated that 15% of the world population, or 1 billion people, experience disability and the prevalence is growing largely due to population ageing and the increase in noncommunicable diseases. This technical briefing will provide an overview of the current situation for people with disability in terms of their greater unmet health-care needs and poorer levels of health when compared to the general population. It will summarize the role of the health sector in implementing the recommendations of the WHO-World Bank World report on disability. The briefing will be an important opportunity for Member States to provide input to the September 2013 UN High-level Meeting on Disability and Development from the health sector perspective.

Universal Health Coverage: what is it and how can progress be measured? There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish Since the two WHA resolutions on universal health coverage (WHA58.33 of 2005 and WHA64.9 of 2011) many countries have sought to modify their health systems to provide universal coverage. An increasing number of governments have sought WHO technical and policy support in this endeavour. In February 2013, WHO and the World Bank jointly hosted a ministerial-level meeting on universal health coverage which included participation from ministries of health, ministries of finance, development partners, and civil society. A clear statement was requested regarding what universal health coverage is, what it is not, the actions countries can take to move closer to universal health coverage, and information on how countries can monitor their own progress. The technical briefing will include a report of the ministerial-level meeting, followed by a discussion of the framework for universal health coverage, and suggestions on how progress can be monitored.
