CONSECUÇÃO DAS METAS DE DESENVOLVIMENTO DO MILÉNIO RELATIVAS À SAÚDE: ANÁLISE DA SITUAÇÃO E PERSPECTIVAS NA REGIÃO AFRICANA
Tendo analisado o documento intitulado “Consecução das Metas de Desenvolvimento do Milénio Relativas à Saúde: Análise da Situação e Perspectivas na Região Africana”; Lembrando os compromissos assumidos na Declaração do Milénio das Nações Unidas, aprovada pela Assembleia Geral das Nações Unidas, em Setembro de 2000, e o roteiro do Secretário-Geral das Nações Unidas para a sua implementação; Tendo presente a Resolução WHA58.30 sobre “Acelerar a consecução das metas internacionalmente acordadas relacionadas com a saúde, incluindo as contidas na Declaração do Milénio”; Lembrando as resoluções pertinentes do Comité Regional e estratégias mundiais e regionais aprovadas, como o Roteiro para a saúde materna e dos recém-nascidos; a promoção da saúde; a saúde ambiental; a pobreza e saúde; a Iniciativa 3 by 5; a iniciativa fazer recuar o paludismo; a DOTS; e outras; Lembrando as resoluções da Assembleia Mundial da Saúde, WHA 56.21 sobre a saúde das crianças e dos adolescentes; WHA 57.12 sobre saúde reprodutiva; WHA 57.14 sobre HIV/SIDA; e WHA 57.19 sobre migração internacional dos profissionais de saúde, todas elas intimamente relacionadas com a consecução das MDM; Notando que, apesar de alguns sucessos, os progressos têm sido lentos e que se torna necessária uma acção urgente, sobretudo para o reforço dos sistemas de saúde; Tendo presente os determinantes sócio-económicos da saúde e a necessidade de usar uma abordagem ao desenvolvimento da saúde que respeite os direitos humanos e a igualdade entre os géneros, a fim de alcançar as MDM até 2015; O Comité Regional: 1. EXORTA os Estados-Membros a: a) elaborar e implementar “roteiros” nacionais para a consecução das MDM, no contexto dos quadros de planeamento do desenvolvimento já existentes e liderados pelos países; b) reforçar os seus sistemas de saúde para intensificar rapidamente a implementação das intervenções prioritárias em saúde, que visem reduzir a mortalidade e morbilidade infantil e materna, devidas ao HIV/SIDA, tuberculose e paludismo; c) reforçar a colaboração e as parcerias entre os sectores relevantes, incluindo os ministérios das finanças, e com as instituições financeiras e de desenvolvimento bilaterais e multilaterais internacionais, para o investimento no sector da saúde;
d) garantir uma forte administração-geral e liderança para intensificação das estratégias e intervenções preventivas e curativas eficazes, pondo em relevo os cuidados primários de saúde e uma abordagem multidisciplinar e intersectorial, na prestação de cuidados de saúde; e) reforçar os sistemas de vigilância e controlo das doenças novas e reemergentes e de outros problemas de saúde que possam afectar o impacto dos esforços feitos para a consecução das MDM; f) combater urgentemente os factores que provocam a migração de recursos humanos em saúde para fora da Região Africana; g) cumprir o seu compromisso de consagrarem, pelo menos, 15% dos seus orçamentos de Estado anuais ao sector da saúde; h) abordar assuntos de saúde e desenvolvimento nas suas discussões com os parceiros de desenvolvimento. 2. SOLICITA ao Director Regional que: a) dê apoio aos países, para que estes possam realizar avaliações das necessidades para determinar o nível de reforço dos sistemas de saúde e os investimentos necessários para atingir as MDM relativas à saúde, no contexto dos planos estratégicos nacionais; b) advogue para que mais recursos sejam afectados e disponibilizados para a saúde; c) estabeleça diálogo, a nível técnico e político, com as instituições financeiras internacionais, sobre o impacto das suas políticas na pobreza e na saúde; d) apoie a formação, recrutamento e retenção nos países dos profissionais de saúde apropriados; e) preste apoio técnico aos países para a intensificação das intervenções destinadas a reduzir o HIV/SIDA, a tuberculose e o paludismo, assim como a mortalidade materna e infantil; f) apoie os países no uso de quadros apropriados de monitorização e avaliação, a fim de acompanhar os progressos em curso para a consecução das MDM; g) apresente à Quinquagésima-sétima sessão do Comité Regional e, posteriormente, de dois em dois anos, um relatório sobre os progressos feitos na obtenção dos resultados especificados. REGIONAL COMMITTEE FOR AFRICA AFR/RC55/R2 25 August 2005 Fifty-fifth session Maputo, Mozambique, 22–26 August 2005 ORIGINAL: ENGLISH ACHIEVING THE HEALTH MILLENNIUM DEVELOPMENT GOALS: SITUATION ANALYSIS AND PERSPECTIVES IN THE AFRICAN REGION (document AFR/RC55/9) The Regional Committee, Having examined the document entitled “Achieving the health Millennium Development Goals: Situation analysis and perspectives in the African Region”; Recalling the commitments made in the United Nations Millennium Declaration adopted by the United Nations General Assembly in September 2000 and the United Nations Secretary-General’s road map towards its implementation; Mindful of Resolution WHA58.30 Accelerating the achievement of the internationally agreed health-related development goals, including those contained in the Millennium Declaration; Recalling relevant Regional Committee resolutions and approved global and regional strategies such as the Road map for maternal and newborn health; health promotion; health and environment; poverty and health; The 3 by 5 Initiative; roll back malaria; DOTS; and others; Recalling World Health Assembly resolutions WHA56.21 on child and adolescent health; WHA57.12 on reproductive health; WHA57.14 on HIV/AIDS; and WHA57.19 on international migration of health personnel, which are all closely related to the attainment of the MDGs; Noting that progress has been slow in spite of some achievements, and that urgent action is needed, especially in addressing health systems strengthening; Mindful of the socioeconomic determinants of health and the need to apply human-rights and gender-based approaches to health in development in order to achieve the MDGs by 2015; Affirming that poverty cannot co-exist with good health; 1. URGES Member States: (a) to develop and implement national “road maps” for the achievement of the MDGs in the context of existing nationally-led development planning frameworks; (b) to strengthen their health systems in order to rapidly scale up implementation of priority health interventions aimed at reducing child mortality (Goal 4), maternal mortality (Goal 5) and morbidity and mortality due to HIV/AIDS, tuberculosis, malaria, and other priority diseases (Goal 6); AFR/RC55/R2 Page 2 (c) to strengthen collaboration and partnership among relevant sectors, including ministries of finance, and with international bilateral and multilateral financial and development institutions, on investments in the health sector; (d) to ensure strong stewardship and leadership for scaling up effective strategies and interventions in preventive and curative services, emphasizing primary health care and a multidisciplinary and intersectoral approach in providing health care; (e) to strengthen systems for surveillance and control of new and re-emerging diseases and other health conditions that could erode the impact of efforts to achieve the MDGs; (f) to urgently address the training, recruitment and retention of appropriate health professionals in countries; (g) to fulfil their commitment to allocate at least 15% of annual national budgets to the health sector as agreed in the Abuja Declaration of 2001; (h) to address issues of health and development in their discussions with development partners; 2. REQUESTS the Regional Director: (a) to support countries to conduct needs assessments to gauge the level of health systems strengthening and the investments required to achieve the health MDGs in the context of national strategic plans; (b) to advocate for more resources to be allocated and disbursed to health; (c) to engage in technical and policy dialogue with international financial institutions on the impact of their policies on poverty and health; (d) to support the training, recruitment and retention of appropriate health professionals in countries; (e) to provide technical support to countries in the scaling up of interventions to reduce child mortality (Goal 4), maternal mortality (Goal 5), and morbidity and mortality due to HIV/AIDS, tuberculosis, malaria, and other priority diseases (Goal 6); (f) to support countries in the use of appropriate monitoring and evaluation frameworks in order to keep track of progress in achieving the health MDGs; (g) to report to the fifty-seventh Regional Committee, and thereafter every other year, on progress made in the attainment of the specified outcomes.
