The :EconoJdc and Social Council, Taking into account the recom..endations of its ~ocial Commi.:>sion on the programme of concerted action in the social field, Having considered the report by the Secretary-General on e.. progranm~ of concerted practical action in the social field of the United Nations and the specialized agencies (E/CN.5/291) prepared in the light of: criteria for, and priorities in the social field established by Council resolution 324 (XI) and 451 A (XIV); the findings of the Prcl:iininar, RclJort on th c ~,lorld Social Situation (E/CN.5/267/Rev.l ; the vie>·m of govornmen s and pol1cies established by the United Hations and the specialized agencies: 1. Informs the General .i.ssa.lbly that, in accordance Hith General •• ssEnbly resolution 535 (VI), it has exauinod the social activities undertaken by the United Nations and the speciaJ ized ac;encies; 2. Calls attention to the fact that progress alreaqy has been IJade thro'Ughilational, bilateral and international action in dealing \vith the age-old probla-:1s of ignorance, poverty <...nd disease, but that in spite of all efforts, the need as pictured in the report Oil the norld social situ.:~tion iG so t::reat that resources availRble are still inadequ~te; 3. Notes ·i iith satisfaction th::t t the secrdn.ry-Generel' s roport contains sugg~stions directed to increasinG the practical effectiveness of the social prograr.1r1e Hhich the Council cor,u;tonds -~o the careful consideration of the organizations oonrorned; 4. .rtp;rces ;,~i th the views expressed '-y the Secretary-Gell:: ral and the Directors-General of the G}lecializod agencies concerned that in tho programn1e of activities nov1 being undertaken as part of 3. broader plan for the pra.10tion of social progress and the raising of standards of living maong th~ pooplo, there. is need for reorientation, further concentrntion of effort, \iider geographical coverage, :iMproveMent of r.1etho ds and techniques, additional resources and for achieving full govornnental and popular co-operation;

5. Considers that special attention should bo devoted to the exploration for broader sources indispensable for international financing of social and 0conouic developr.tent; 6. Considers that inttJrnational action in the social
