Twelfth Meeting of the UN Task Force on the Prevention and Control of NCDs .............. 12 1 INFORMAL SUMMARY OF THE TWELFTH MEETING OBJECTIVES, PARTICIPATING AGENCIES AND REVIEW OF THE SUMMARY OF THE TENTH MEETING 1. The Twelfth Meeting of the United Nations Interagency Task Force on the Prevention and Control of Non-communicable Diseases was held at the United Nations, New York on 6-7 March 2019. The following members participated: FAO, IAEA, ILO, IOM, ITU, Secretariat of the WHO FCTC (Convention Secretariat), UNICEF, UNDP, UNESCO, UNWomen, UNHCR, UNOPS, UNFPA, UNSCN, UNU, WFP, WIPO, WHO and the World Bank. The list of participants is in Annex 1. 2. The main objective of the meeting was to agree on approaches for taking forward the 2019-2021 Task Force Strategy and review progress on the work streams of the Task Force. The agenda is in Annex 2. 3. Members reviewed the summary of the Eleventh Task Force Meeting (8-9 November 2018) and noted that progress had been made across almost all areas. 4. The Task Force received an update on global events and assignments since the Eleventh Meeting (see here for the Prezi Presentation). A. IMPLEMENTING TASK FORCE STRATEGY, 2019-2021 5. Task Force members welcomed the strategy and reviewed the four priority areas and the monitoring framework, in particular recognizing the work of the drafting group, including UNAIDS that also provided support for the costs of publication. Following the recommendation from the Eleventh Task Force Meeting, the Secretariat had received requests from a few members to support their work. The Secretariat encouraged other members to request support from the Secretariat. Members agreed that it would be helpful for the Secretariat to work with members to understand better current human and financial resources that agencies are currently deploying to support NCDs and the related SDGs. Members also requested the Secretariat to present the resources that WHO is making available for its work at all future meetings. Members also asked the Secretariat to participate in the ongoing discussion in WHO regarding countries that WHO will be prioritizing support under its Thirteenth General Programme of Work to encourage alignment between countries supported by WHO technical departments and the Task Force. Members also discussed the ever-increasing number of WHO strategies and technical packages that the Task Force needs to take account of, with a number of agencies concerned that they do not have the capacity to respond to all of them. Task Force members requested support from the Secretariat to prioritize action on where the Task Force adds most value to implementing the various WHO strategies and technical packages. Summary of the Twelfth Meeting of the UN Interagency Task Force on NCDs, 6-7 March 2019 2 6. Members welcomed progress on the catalytic fund strategy, noting the outcomes of the breakfast meeting hosted by the Government of Kenya in Geneva in December and the linkages between the catalytic fund and activities under Working Group 3 of the WHO Independent High-level Commission on NCDs. Task Force members also noted the recent WHO Executive Board decision 7/2019 requesting the WHO Director-General to continue work around voluntary innovative funding mechanisms, such as a multi--donor trust fund, building on ongoing relevant work. Members encouraged the agencies involved to continue to work with others to progress on this work. 7. The Secretariat provided a summary of the discussions of the 4-5 March 2019 meeting with selected private sector entities that had been co-chaired by the Governments of the United States and Kenya, and the World Economic Forum (three of the co-chairs of Working Group 3 of the Commission). Recommendations emerging from the meeting to be included in the Commission’s further deliberations were described: (i) the establishment of a platform/observatory for standards and best practice to support governments and their partners wishing to develop effective public private partnerships on the prevention and control of NCDs; (ii) the Task Force to take stock of the best PPPs for achieving SDG target 3.4 by end of 2019; (iii) the Task Force to support approximately six countries to develop innovative pilot PPPs to support countries to achieve SDG target 3.4 by the end of 2020; and (iv) the Task Force to continue to work with Member States and development partners in exploring the potential for a Catalytic Fund for NCDs and mental health. Task force members welcomed these recommendations as they respond to key areas of the 2018 ECOSOC resolution. 8. The task force received an update from the World Bank on their activities and members agreed that there may be opportunities to collaborate in the design of future World Bank projects. 9. Members welcomed progress in developing agency-specific briefs on the roles and responsibilities around NCDs and encouraged members that had not yet submitted their drafts to do so as soon as possible. Actions: A1. Task Force members to make greater use of Task Force Secretariat and other Task Force members to promote greater action on NCDs and mental health in their agency (All). A2. Members to articulate their agency budgets that are being used for NCDs and mental health (Task Force Secretariat, All). A3. Task Force to provide inputs into WHO’s ongoing work to finalise priority countries, in line with the Task Force strategy and the work of the Task Force work to date. Once priority countries are finalised, the Task Force should consider exploring the feasibility of developing a costed programme of action to ensure a comprehensive UN-wide response (Task Force Secretariat). A4. Building on discussions with development partners, including the private sector, look to establish a MDTF/Catalytic Fund (Task Force Secretariat, UNDP, UNFPA, UNICEF, World Bank, WHO). Continue to work with development partners to mobilise resources for the activities of joint programmes under the Task Force (Joint Programmes). A6. Explore the opportunities to develop a Task Force-led observatory for public-private partnerships in NCDs and health (Task Force Secretariat with support of other relevant agencies). A7. The Secretariat to continue to work with Members States to develop operational partnerships between the Task Force, governments and private sector entities (Task Force Secretariat and Joint Programmes). A8. Secretariat to map the different WHO technical packages and what it means for the Task Force, its streams of work and the activities of its members, with a paper for discussion at the 13th Meeting (Task Force Secretariat). A9. World Bank to identify (pipeline) countries that are developing projects/loans that include NCDs and mental health with a view to exploring feasibility of cooperation between UN agencies and the World Bank in providing technical support (World Bank). A10. Agency-specific briefs on the roles and responsibilities around NCDs to be completed (All). B. SHORT REPORTS FROM JOINT PROGRAMMES AND OTHER INITIATIVES 10. The Task Force received updates from the following joint programmes: (i) Be He@lthy Be Mobile; (ii) Cervical Cancer; (iii) NCD2030; (iv) Governance and catalyzing multisectoral action for NCDs; and (iv) SAFER – the global programme to reduce harmful use of alcohol. The Task Force also received updates from the Defeat-NCD Partnership and the FCTC 2030 project. SCN reiterated their request to join the WHO-IDLO regulatory and fiscal capacity building programme on diet and physical activity. 11. Updates were received from the following thematic working groups: (i) mental health; (ii) nutrition; (iii) NCDs and environment; (iv) tobacco control; (v) communications; and (vi) physical activity. Task Force members welcomed progress across all groups, noting the considerable work that is being done for the tobacco control and communication groups since the last meeting. 12. The draft work plan from the mental health group was welcomed but members of the thematic group requested a final discussion ahead of the plan being finalised. OHCHR highlighted the recently signed cooperation agreement that they had signed with WHO, which includes mental health. Members requested further clarity on the relationship between the Task Force thematic group and the UN Secretary-General’s group on mental health. ILO highlighted the importance of including mental health in the workplace, described their collaboration with WHO on the SOLVE training package for prevention of psychosocial risks and the promotion of health and well-being at work. ILO also said that it was important the Task Force considered broader labour issues as part of the NCD agenda. Members welcomed progress on SAFER and asked for further clarity on how partial and full implementation of the five interventions would be defined. Members welcomed progress on the cervical cancer programme, the global elimination initiative with the WHO Executive Board’s decision to develop a strategy for cervical cancer elimination. Members encouraged the elimination initiative to be well embedded into broader UHC, reproductive and maternal health agendas. 14. With regards to physical activity, a thematic working group was established in 2018 in recognition of the crosscutting agenda of the Global Action Plan on Physical Activity (GAPPA) 2018-2030. In earlier Task Force meetings, significant synergies were identified between the agendas of promoting physical activity, sport for all, and sustainable transport (walking and cycling) and their contribution to health, environment, social and economic development, and peace. Members noted the ongoing work being promoted by WHO to engage the private sector in GAPPA. Members discussed how their limited capacity is best used to support GAPPA. Ongoing bilateral collaborations underway include collaboration between UNESCO and WHO to establish and strengthen policy coherence and synergies between implementation and monitoring of GAPPA, the Kazan Action Plan on Physical Education, Sport and Physical Activity, and UN Action Plan on Sport for Development and Peace. 15. UNDP presented the results from two agencies that had provided responses to the procurement exercise. Other agencies were requested to submit their returns as soon as possible. Actions: B1. Discussion to be held between the joint WHO/IDLO programme on regulatory and fiscal capacity and FAO, UNSCN and UNDP to explore opportunities to broaden fundraising and technical collaboration (Task Force Secretariat). B2. All joint programmes and thematic groups to continue their work and report back to the 13th Task Force meeting (programme and group leads) (All). B3. Communications group to: (i) develop an assessment of existing risk communication/awareness raising materials; (ii) pull together Task Force achievements at country level; (iii) identify specific opportunities to promote the Task Force as an exemplar of UN reform; and (iv) provide inputs on the work of the Task Force and its members into the KAP (Communications Group). B4. Mental Health Thematic Group to refine its action plan following further inputs from its members and ensure the plan and its activities are connected with the UN Secretary-General’s commitment to mental health in his October 2018 Global Health Engagement Strategy (Mental Health Thematic Group). B5. A proposal to be developed on the most effective mechanism(s) for Members to most effectively and efficiently contribute to GAPPA (Task Force Secretariat to facilitate). B6. Update the list of participants to include names for all thematic groups as well as focal points (Task Force Secretariat). B7. The Environment Group to finalise its membership and consider broadening its ToRs to include climate and health and food systems (Environment Thematic Group). Explore relationship between the Task Force thematic group and the UN Secretary-General’s group on mental health (WHO mental health group and WHO Office at the United Nations). B9. Members requested to provide NCD procurement data to submit these to the Task Force Secretariat as soon as possible with a full analysis presented in the 13th Meeting (All). C. TOBACCO SEGMENT 16. Members provided an update of their activities on integrating the WHO FCTC into their broader SDG implementation plans and opportunities for greater collaboration. Members agreed that there was an opportunity to develop a joint programme on alternative livelihoods: WHO had recently received a request for support from four countries in Africa. It was agreed that this should be taken forward through the tobacco thematic working group and through an upcoming meeting in Geneva being convened by the Convention Secretariat, FAO and UNDP. Members were also updated on ongoing work to map existing research and advocacy publications papers around economically viable alternative livelihoods. 17. Plans were shared with members for: (i) a situation analysis to be led by UNEP and WHO on the protection of the environment under WHO FCTC Article 17 and 18;1 (ii) an action plan with agency-specific actions to promote implementation of SDG 3.a2 as an accelerator for SDG achievement; and (iii) the development of a working group to discuss the preparation of additional guidelines for implementing WHO FCTC Article 133 for film industry and social media. 18. The Convention Secretariat presented preliminary results of a survey on progress among Task Force members in implementing the model policy for agencies of the UN system on preventing tobacco industry interference4 and implementation of the UN smoke-free policy.5 Most UN agencies had not yet developed or implemented the model policy on preventing tobacco industry interference. With regards to the UN smoke-free policy, among those that had responded to the survey, most had implemented indoor smoke-free policies in line with the UN smoke-free policy. The Convention Secretariat encouraged members to go further and make their campus (outside) tobacco-free following WHO’s example (smoke- free also on outside premises since 2013). Members raised the issues as to whether electronic nicotine delivery systems (ENDS) and heated tobacco products (HTP) were included in the policy. It was clarified that the current UN policy does not cover ENDS or HTPs. Members to consider participating in the working group to develop guidelines for Article 13 (Convention Secretariat, All). C3. Develop a step-by-step guide on how to implement smoke-free policies (Convention Secretariat). C4. Members that had not yet submitted a response to the survey to do so, publish an analysis of the returns and identify agencies that would welcome support for implementing the smoke-free and/or tobacco interference policies (All). D. UNIATF AT THE COUNTRY LEVEL 19. Members progress on joint programming missions, noted progress but also raising concern that that follow up action would be considerably strengthened with catalytic funding for countries and Task Force members. Members also noted plans for programming missions to Nigeria, Bangladesh, Uganda and Rwanda during 2019, in particular welcoming plans for a joint NCD-TB-HIV mission in Nigeria. 20. Following a request at the Eleventh Task Force meeting members received an update on investment cases conducting to date. Members welcomed progress and plans for this work to be expanded to mental health and indoor air pollution. Actions: D1. Prepare for joint programming missions to Bangladesh, Uganda and Rwanda during 2019, with participation of UNOPS-hosted Defeat-NCD Partnership (Task Force Secretariat). D2. Use the upcoming Task Force Nigeria NCD-TB-HIV mission to start developing the way that the Task Force responds to the 2018 ECOSOC resolution that asks the Task Force to broaden is scope of work to include wider public health goals (Task Force Secretariat). E. ADVOCACY MATERIALS 21. Task force members welcomed the draft set of case studies on how agencies are scaling up to deliver support to countries on NCDs. Members also welcomed the briefing papers on the 2018 ECOSOC resolution and the 2018 Political Declaration and the implications for the UN system. Members encouraged finalisation and publication of these papers. The Secretariat also indicated that it was developing briefing papers around the work of the Task Force in relation to WHO’s Thirteenth General Programme of Work. Actions: E1. The Task Force welcomed the call for the 2019 awards. 6 The Secretariat asked members to disseminate the call and consider being part of the selection panel. Actions: F1. Task Force members to disseminate the call for nominations, provide expressions of interest for being part of the selection committee and make suggestions on events and occasions for distributing awards, including the feasibility of using the HLM on UHC in September 2019 (All). G. TOBACCO FREE PORTFOLIOS PROPOSAL FOR A SCULPTURE 23. Members received a presentation from Tobacco Free Portfolios on their plan for a tobacco free sculpture outside the UN’s headquarters in New York. Tobacco Free Portfolios encouraged the Task Force to endorse this proposal. Subsequently, Task Force members discussed the proposal and agreed that the Task Force should be supportive of this initiative. Actions: G1. Write to Tobacco Free Portfolios endorsing the plan for a tobacco free sculpture. Members are also encouraged to consider their own endorsement (Task Force Secretariat, All). H. FUTURE MEETINGS 24. It was agreed that the next meeting of the Task Force would be held for two full days on 22-23 October 2019 in Rome, hosted by WFP and FAO. (Note, although not discussed at this meeting, the Eleventh Meeting proposed that the February 2020 meeting be held in Geneva and that the World Bank would explore whether it could host the Autumn 2020 in Washington DC.)
