Election of Chairman, Vice-Chairmen and Rapporteur Opening of the session and adoption of the agenda 1 Outcome of the Sixty-seventh World Health Assembly Report of the Programme, Budget and Administration Committee of the Executive Board
The Board will receive at the opening of its session the report of the twentieth meeting of the Programme, Budget and Administration Committee, which is scheduled to be held from 14 to 16 May 2014.

Technical and health matters 5.1 Strengthening emergency and essential surgical care and anaesthesia as a component of universal health coverage
At the request of Member States, on the basis that strengthening capacity to deliver basic surgical services at first referral facilities can contribute to reducing death and disability from both communicable and noncommunicable diseases and support progress towards universal health coverage, the Board is invited to consider the report and give further guidance.
5.2
Health and the environment – addressing the health impact of air pollution
At the request of Member States, recognizing that addressing the social, economic and environmental determinants of health is a leadership priority in the Twelfth General Programme of Work 2014–2019 and that air pollution is a major global health issue requiring urgent response by all countries, the Board is invited to consider the report and give further guidance.

Deletion of agenda item
The Executive Board decided: (1) to delete item 6.3 from its provisional agenda;
(2) to request the Director-General to hold informal consultations with Member States from all regions with a view to reaching consensus on the title and content of that item; (3) to include an item in the draft provisional agenda of the Executive Board at its 134th session, with no title and a footnote referring to the present decision, on the understanding that the final title and content of the item will reflect the outcome of the informal consultations by the Director-General. 6.
Management and financial matters 6.1 Evaluation: annual report
In line with decision EB131(1) and the evaluation policy adopted therein, the Office of Internal Oversight Services reports annually to the Executive Board through the Programme, Budget and Administration Committee. The report describes progress made in the implementation of the evaluation policy, the lessons learnt from evaluations, and the Organization-wide evaluation work plan for 2014–2015. The Board is requested to note the report.

Staffing matters 7.1 Statement by the representative of the WHO staff associations
This is a standing item.
7.2
Amendments to the Staff Regulations and Staff Rules
Amendments to the Staff Rules made by the Director-General are submitted for confirmation by the Board in accordance with Staff Regulation 12.2. The Board is requested to consider the revisions and a draft resolution.
8.
Matters for information: report on meetings of expert committees and study groups
In compliance with Regulation 4.23 of the Regulations for Expert Advisory Panels and Committees, the Director-General submits to the Board for its consideration her report on meetings of expert committees and study groups, including a summary of the recommendations contained in the reports of expert committees and her observations on their significance for public health policies and implications for the Organization’s programmes.

10. Note:
Closure of the session
In accordance with Rule 8 of the Rules of Procedure of the Executive Board, the Officers of the Board consulted with the Director-General regarding the draft provisional agenda that had been transmitted to Member States for comment on 21 February 2014, as well as two proposals for additional items that were received from Member States by the deadline of 17 March 2014. The two proposals were as follows: (1) “Strengthening emergency and essential surgical care and anaesthesia as a component of universal health coverage”; (2) “Health and the environment – addressing the health impact of air pollution”.
The Officers of the Board agreed to include the two new proposed items, with no further amendments to the draft provisional agenda.
