Recursos humanos: informe anual Informe de la Secretaría
1. En este décimo informe anual se proporciona una panorámica general sobre las características de los recursos humanos de la OMS al 31 de diciembre de 2008. Se ofrece información pormenorizada acerca de lo siguiente: la situación de la dotación de personal por lugar de destino principal y grado; la distribución del personal según el sexo; la representación geográfica; el perfil de edad, la antigüedad en el servicio y el movimiento de personal; así como sobre la distribución de la fuerza de trabajo por grupos ocupacionales principales.
CARACTERÍSTICA DEL PERSONAL Categorías de los nombramientos 2. Al 31 de diciembre de 2008, la OMS tenía un total de 5821 funcionarios con nombramientos de plazo fijo de uno a cinco años o con nombramientos continuos (ambos denominados en adelante «nombramientos de largo plazo»).1 De éstos, 2090 (35,9%) pertenecían a la categoría profesional, 3225 (55,4%) a la de servicios generales y 506 (8,7%) a la de funcionarios nacionales del cuadro orgánico (véase el cuadro 1). El número de funcionarios con nombramientos de largo plazo aumentó en 568 (10,8%) en comparación con la cifra presentada en el informe anual relativo a la situación al 31 de diciembre de 2007. Por primera vez, en el informe anual se indica el número de funcionarios de la OMS asignados a programas especiales y acuerdos de colaboración (es decir, secretarías de alianzas albergadas por la OMS). 3. Además de los funcionarios con nombramientos de largo plazo, había 2378 temporeros. Esa cifra representa el 29% del número total de funcionarios (véase el cuadro 2).
Distribución por sexos 4. El porcentaje de mujeres en las categorías profesional y superior ha aumentado ligeramente desde el último informe anual: del 37,7% al 37,8% (véase la figura). Sobre la base de los datos procesados, el nombramiento de mujeres representa, en términos generales, el 45,4% del total de los nombramientos (véase el cuadro 10).

5. En el cuadro 3 se indica la distribución del personal con nombramientos de largo plazo por ubicación orgánica, grado y sexo. Se observa que de los 2090 funcionarios de las categorías profesional y superior con nombramientos de largo plazo, 1300 (62,2%) son hombres y 790 (37,8%) mujeres. El número de mujeres sigue siendo superior al de hombres en los grados P.1, P.2 y P.3. La proporción de mujeres se ha mantenido en el 31,5% en el grado P.5; sin embargo, ha disminuido del 43% al 41,1% en el grado P.4, y del 21,8% al 21,6% en el grado P.6/D.1. La proporción de mujeres ha descendido en el grado D.2 respecto del informe anual precedente, disminuyendo del 24% al 23,6%, pero ha aumentado del 25% al 28,6% entre los puestos sin clasificar.
Representación geográfica 6. Hasta diciembre de 2008, el número de países que estaban dentro de sus márgenes convenientes de representación ascendía a 98 (siete de ellos habían alcanzado el límite superior de su margen de representación); 42 países (incluidos dos Miembros Asociados) no estaban representados; siete estaban subrepresentados y 48 estaban sobrerrepresentados (véase el cuadro 4). En el cuadro 5 se facilita información detallada sobre el estado de representación de los países, por regiones (los datos no comprenden a los funcionarios que ocupan puestos financiados por el país al que pertenecen). Desde el último informe anual, referente a la estimación al 31 de diciembre de 2008, se han registrado los cambios siguientes: •
tres países (Comoras, Dominica y Suriname) que no estaban representados se encuentran ahora dentro de su margen conveniente de representación; un país (Singapur) que estaba subrepresentado ahora no está representado; dos países (Austria y México) que se encontraban dentro de su margen conveniente de representación ahora están subrepresentados; cuatro países (Finlandia, Myanmar, Sudáfrica y Túnez) que estaban sobrerrepresentados se encuentra ahora dentro de su margen conveniente de representación; cuatro países (Honduras, Islandia, Jamahiriya Árabe Libia y Lituania) que se encontraban dentro de su margen conveniente de representación, ahora no están representados; siete países (Burundi, Irán (República Islámica del), Pakistán, Perú, República Unida de Tanzanía, Suecia y Swazilandia) que se encontraban dentro de su margen conveniente de representación están ahora sobrerrepresentados.

7. En el cuadro 6 se facilita información sobre la distribución del personal de las categorías profesional y superior, por lugar de destino y región de nacionalidad.
Edad, grado, antigüedad en el servicio y movimiento de personal 8. La mitad del personal de las categorías profesional y superior (50,5%) tienen 50 o más años de edad. En la categoría de servicios generales, el personal de 50 o más años constituye el grupo de edad mayoritario (67,9%), mientras que entre los funcionarios nacionales del cuadro orgánico el grupo de edad mayoritario es el de las personas que tienen entre 40 y 49 años (37,9%) (véanse los cuadros 7 y 8). 9. Más de la mitad de los funcionarios (51,3% de la fuerza laboral) tiene menos de cinco años de servicio. La media aproximada de antigüedad en el servicio es de más de siete años en las categorías 2

profesional y superior, cinco años entre los funcionarios nacionales del cuadro orgánico, y de ocho años en la categoría de servicios generales (véase el cuadro 9). 10. En el cuadro 10 se presentan datos sobre los nombramientos de personal efectuados en 2008. En la categoría profesional se consignan 233 nuevos nombramientos, de los cuales 21 (9%) corresponden a nombramientos de personal trasladados de otros organismos, mientras que 113 (48,5%) representan conversiones de contratos temporales existentes. 11. Según las proyecciones actuales, casi un 15% de los funcionarios se jubilarán en los próximos cinco años, y más del 34% lo harán en los próximos 10 años (véase el cuadro 11).
Grupos ocupacionales 12. El 49,6% de los puestos ocupados por personal de las categorías profesional y superior pertenecen a la categoría «especialistas en odontología, nutrición, medicina, enfermería y veterinaria». Dentro de este grupo, los especialistas en medicina representan el 91,4% y los especialistas en enfermería el 0,9%. El siguiente grupo ocupacional más numeroso es el de los «especialistas en administración», que representan el 30,8%. En este grupo, el 16,6% son especialistas en sistemas de informática, el 15,7% funcionarios administrativos, el 12,8% son especialistas en gestión financiera y el 10,2% son especialistas en información pública (véase el cuadro 12).
