This subject was selected by the Conunittee at its eleventh session. The working papers have been prepared and are presented in doclUllents WP/RC12/TD1, WP/RC12/TD2, WP/RC12/TD3, WP/RC12/TD4, WP/RC12/TD5 and WP/RC12/TD6. 1.
PROCEDURES
1.1 Pattern The procedural pattern for the Technical Discussions this year will differ from that employed during recent years in that all discussions will take place in plenary session and representatives will not break up into discussion groups. A progranune (document WP/RC12/TD7) giving details of each of the three sessions planned has been distributed. All sessions of the Technical Discussions will be held at the Queen Margaret College. Report and presentations - At the conclusion of each period of Technical Discussions rapporteurs will prepare and submit a brief written report of the deliberations of representatives for duplicating and distribution to those participating in the Technical Discussions. This report may include any reconunendations that representatives would like to have considered during the general session of the Technical Discussions or brought to the attention of the Regional COffiQittee. 1.2 First Session This seSSion, lasting approximately three hours, will be divided into four parts. /panel •••
· .. - WP/RC12/TD8 page 2 Panel presentation - After the Chairman of the Technical Discussions has opened the session and clarified the procedures and techni~ues to be used during the discussions, the meeting will be turned over to a panel of three persons who, with the Chairman as moderator, will highlight, amplify and discuss amongst themselves the subject matter of the topic) "The significance and importance of dental disease with special reference to the problems of the Western Pacific Region". Qpen discussion - Following the panel presentation, the Technical Discussion members will be invited to direct ~uestionsJ comments and observations to the panel members and generally to assess and evaluate the problems that have been posed. 1.3 Second Session This session will be conducted in a similar manner to the first session and will continue for approximately three hours with a fifteen-minute coffee break. The topic will be J "The principles in the organization and administration of a dental health service and the use of trained personnel including dental auxiliaries". Although chronologically out of order the field session held the previous day at the Hutt City fluoridation plant will be regarded as material belonging to this session. 1.4 Third Session This final session will be conducted as a GENERAL session. The panels employed in the first and second sessions may be used to co-ordinate and summarize the preceding presentations and discussions after~hich the meeting will engage in a general consideration of the theme "Dental Health" as a whole with a view to consolidating the ideas presented and to reaching agreement on the drafting o~ recommendations. Evaluation of the Technical Discussions will be the next part of the session. Representatives will be asked to fill out an individual ~uestionnaire. A recommendation on the proposed topic for the next year's Technical Discussions will be prepared at this time. 2. TECHNIQUES
2.1
Open Discussions
In an effort to make full use of the talent, experience and collective wisdom available all discussions will take place in plenary session and a free exchange of ideas and information will be encouraged. 2.2 Co-ordination Committee

WP/RC12/TD8 page 3 will consist of the Chaiman of the Technical Discussions, one or more panel participants, the rapporteurs and members of the Secretariat. Meetings of this conn:1ittee "Till be called shortly before the Technical Discussions begin. This committee will also be asked to meet after the Technical Discussions are over to consider the results of the evaluation questionnaire and consider suggestions for improving subsequent Technical Discussions. The time and place of these meetings will be announced. 2.3 Languages
The working languages of the Technical Discussions are the same as those of the Regional Co~nittee Meeting, i.e. English and French. 2.4 ?
Evaluation
A part of the last general session 1.ill be devoted to the evaluation of the Technical Discussions. The pUl~ose of this evaluation will be to appraise the effectiveness of the discussions, as well as the techniques used, and to gather suggestions for inproving the discussions in the future.
2.5 Recording and Final Report The proceedings of all sessions will be prepared as a final report of the Technical Discussions. The report on the Technical Discussions will be presented by the Chairuan of the Technical Discussions to the Regional Cor;rr:li ttee and will fonl an annex of the Committee report.
