In addition to the vacancies for membership of governing bodies and other bodies contained in document EUR/RC72/13, the WHO Regional Committee for Europe is requested to consider nominations submitted for the Standing Committee on Health Emergency Prevention, Preparedness and Response (SCHEPPR). 2. This new committee of the Executive Board (EB) was established in accordance with Rule 18 of the Rules of Procedure of the Executive Board, through decision EB151(2). Next to the approval of the SCHEPPR’s terms of reference, the EB also decided that each WHO region should nominate its members, two from each region, after which the EB would formally appoint the members through a written silence procedure, ideally before the end of October 2022. 3. In a letter dated 5 July 2022, the Director-General invited members of the EB to submit nominations for membership by 22 July 2022 for consideration by the regional committees at their sessions in 2022. The list of nominations approved by each regional committee should then be submitted to the Director-General no later than 4 November 2022. 4. In response to this letter, three EB members from the WHO European Region submitted their nominations for membership of the SCHEPPR, which were transmitted to the WHO Regional Office for Europe (see Table 1, updated). Composition and role 5. Pursuant to the agreed terms of reference, the SCHEPPR shall be composed of 14 members, two from each region, selected from among EB members, as well as the Chair and a Vice-Chair of the EB, ex officio, in line with the principles set out in Rule 18 of the Rules of Procedure of the Executive Board, reflecting a balanced representation of developed and developing countries. 6. SCHEPPR members shall serve for two years. Similar to the practice applied for the Programme, Budget and Administration Committee (PBAC),1 if a member should be appointed whose term as EB member would expire before the end of their two-year term as SCHEPPR member, another EB member should be appointed to replace this member for a new two-year term. 7. The function of the SCHEPPR is to provide guidance to the EB and advice to the Director-General in the event of a public health emergency of international concern, based on information provided by the Director-General as well as information and needs expressed by the Member State in whose territory an event arises. More generally, the SCHEPPR should review and provide guidance and, as appropriate, make recommendations to the EB regarding the strengthening and oversight of the WHO Health Emergencies Programme and regarding effective health emergency prevention, preparedness and response. 8. The SCHEPPR shall meet at least twice annually and, any time a public health emergency of international concern is determined pursuant to the International Health Regulations (2005), ideally within 24 hours. The meetings shall be open to all Member States, and observers may be invited by the Chair and the Vice-Chair in consultation with the Director-General. 9. In accordance with decision EB150(6), the SCHEPPR is established until the closure of the Seventy- eighth World Health Assembly in May 2025. The Director-General is requested to report on its functioning and impact and to submit the results and proposed recommendations based thereon for the consideration of the EB at its 156th session in January 2025. 1 See decision EB146(5). In response to the Director-General’s call to submit nominations for membership by 22 July 2022, the following nominations were received to fill the two positions allocated to the European Region (Table 1): Table 1. The nomination letters from the candidate Member States and other information provided are contained in Annex 1.2 Nomination process 12. It is for each region to determine the procedure and criteria for selecting and nominating candidates for the SCHEPPR in accordance with the region’s own rules and practices. 13. Membership of the Standing Committee of the Regional Committee for Europe (SCRC) and of other bodies for which all Member States from the European Region can be nominated is determined in accordance with Rule 14.2 and Rule 14.3 of the Rules of Procedure of the Regional Committee for Europe. 14. In line with the standard practice3 that is currently applied, in the absence of any specific rules, for the membership of subcommittees (e.g. PBAC) or elective officer posts within global governing bodies (e.g. the World Health Assembly) that are attributed to the European Region, the WHO Regional Director for Europe in March 2022 individually consulted with the SCRC and the European EB members on upcoming vacancies that had to be filled: Chair of the EB until the Seventy-sixth World Health Assembly and one new PBAC member. 15. On 20 May 2022, the Chairperson of the Twenty-ninth SCRC informed the members of the SCRC of the outcome of these extensive consultations: • It was commonly agreed that the EB member for Slovenia (Dr Kerstin Vesna Petrič) would be proposed as EB Chairperson, for election at the 151st session of the EB on 30 May 2022. • The EB members for Slovakia (Professor Jozef Šuvada) and for the Republic of Moldova (Dr Ala Nemerenco) were proposed as future new members of the PBAC, starting their offices for a two-year term at, respectively, the 37th meeting (January 2023) and the 39th meeting (January 2024) of the PBAC. • Members were also informed that the EB members for Denmark (Dr Søren Brostrøm) and for France (Professor Jérôme Salomon) had expressed their interest to be considered as candidates for membership of the SCHEPPR, once established, following the adoption of decision EB151(2). 2 The curricula vitae and letters of intent are presented as submitted by the candidates without any amendment or editing of the content by the Secretariat. 3 This practice draws on Rule 10.2 of the Rules of Procedure of the Regional Committee for Europe, which entrusts the SCRC with the task of nominating candidates for elective posts as officers of the Regional Committee. The WHO Regional Director for Europe, taking into account any interest expressed by specific candidates and based on an historical overview to ensure both equitable regional representation and inclusivity, suggests possible candidates for consideration by the SCRC. EUR/RC72/13 Add.2 page 5 16. Both Denmark and France confirmed their interest in reply to the call for nominations by the Director-General. 17. In addition, a third nomination was received from the EB member for the Russian Federation (Dr Mikhail Murashko). Despite this nomination having been received after the deadline of 22 July 2022, as specified in the letter from the Director-General, the nomination was transmitted to the Regional Office for consideration by the Regional Committee. 18. As specified in the Director-General’s letter, the nominations that are approved by the Regional Committee will be transmitted to the members of the EB for consideration under a written silence procedure. If, under this written silence procedure, any EB member would object against one or more of the nominations received by the set deadline, or if the number of nominations received is not equal to the number of vacant seats, the matter will be referred to the EB at its 152nd session in January 2023. In either case, no meeting of the SCHEPPR will be held pending a decision. 19. The Regional Committee is invited to consider the proposed nominations in light of the above elements. I have the honour to submit herewith my candidature to the Standing Committee on behalf of France. I am convinced that the Standing Committee will strengthen the participation of all Member States in WHO’s work, both for preparedness to health emergencies and in case of a public health emergency of international concern, at the three levels of WHO: headquarters, regions and countries, by ensuring that information is actively shared between all regions and all Member States of WHO. The establishment of this Standing Committee is one of the main reforms reflecting the lessons learned during the pandemic. I hope to contribute to making the best use of the potential of the Standing Committee, through which WHO’s role in the international system of health security will be enhanced. Yours truly, EUR/RC72/13 Add.2 page 8 Russian Federation CURRICULUM VITAE Mikhail MURASHKO Minister of Health of the Russian Federation Born on 9 January 1967 in Sverdlovsk, he graduated from a city school with an in-depth study of physics, mathematics and chemistry. From 1986 to 1988 he served in the Internal Troops of the USSR Ministry of Internal Affairs. In 1992, he graduated from the Ural State Medical University, after which until 1996 he worked as an intern doctor and obstetrician-gynecologist at the Republican Hospital of the Komi Republic in Syktyvkar. In 1996, he was successively appointed deputy chief doctor for consultative and diagnostic work, and then chief doctor of the Komi Republican Perinatal Center. He defended his thesis on the topic “Features of the course and outcomes of childbirth in women with certain types of urogenital infection”. From 1996 to 1999, he served as the chief physician of the Republican Medical Association. From 2000 to 2006 he worked as the chief physician of the Republican Perinatal Center. In 2006, he moved to the civil service, taking the post of Minister of Health of the Komi Republic. In parallel with this, in 2011 and 2012 he headed the Department of Obstetrics and Gynecology of the Republican Branch of the Kirov State Medical University of the Ministry of Health and Social Development of Russia, located in Syktyvkar. In 2012, he was appointed Deputy Head of the Federal Service for Supervision of Healthcare (Roszdravnadzor). Since 2013, he was temporarily acting head of the department, and on July 14, 2015 he officially headed Roszdravnadzor. Under his leadership, Roszdravnadzor created a modern service for state control of the quality of medicines, one of the advanced systems for monitoring the circulation of medical devices and monitoring the quality and safety of medical care for the population. The Federal Service for Supervision of Healthcare has reached a high international level, its employees lead expert structures of international organizations, such as the World Health Organization and the Council of Europe. On 21st of January 2020 he was appointed by presidential decree signed by President Vladimir Putin to the Minister of Health of the Russian Federation in Mikhail Mishustin's Cabinet. = = =
