SEVENTY-THIRD WORLD HEALTH ASSEMBLY A73/23 Rev.1 Agenda item 19 2 October 2020 Appointment of representatives to the WHO Staff Pension Committee Report by the Director-General 1. In conformity with the Regulations of the United Nations Joint Staff Pension Fund, and in accordance with resolution WHA2.49, WHO has a Staff Pension Committee composed of nine members (and nine alternate members). One third of the members are appointed by the Health Assembly, one third by the Director-General, and one third are elected by the participants of the Fund. The term of office is three years and, in order to maintain continuity, arrangements have been made to renew only one third of the membership appointed by the Health Assembly at a time. The principle of having the six WHO regions represented on the WHO Staff Pension Committee has been respected by previous Health Assemblies. 2. The following representatives of the Health Assembly were appointed by: • the Seventieth World Health Assembly from 2017:1 (a) for two years, until the closure of the Seventy-second World Health Assembly in May 2019: Name Delegation Member or alternate member Dr Naoko Yamamoto Japan2 Member Dr Gerardo Lubin Burgos Bernal Colombia Member 1 Decision WHA70(15) (2017). 2 As noted in document A71/38, in 2018 Dr Naoko Yamamoto was no longer able to serve on the Committee. The term of office of Dr Alan Ludowyke, appointed as a member by the Seventy-first World Health Assembly, was due to expire at the closure of the Seventy-third World Health Assembly in May 2020. In addition, Dr Assad Hafeez of the delegation of Pakistan, appointed as a member by the Seventy-first World Health Assembly, and Dr Chieko Ikeda of the delegation of Japan and Dr Christoph Hauschild of the delegation of Germany appointed as alternate members by the Seventy-first World Health Assembly will no longer be able to serve on the Committee. 4. The May 2020 session of the Seventy-third World Health Assembly was a virtual de minimis meeting, with the intention to defer consideration of most items of the Health Assembly agenda to a written silence procedure or a resumed meeting later in the year. In light of the deferral of the agenda item on the appointment of the representatives to the WHO Staff Pension Committee, the WHO Staff Pension Committee amended its Rules of Procedure so that “The members and alternate members of the Committee shall hold office for a mandate of three years or until the nomination, appointment or election of their successors”. The mandate of Dr Alan Ludowyke of the delegation of Sri Lanka as a member, due to expire in May 2020, was therefore extended on this basis by the WHO Staff Pension Committee at its hundred and eighth session held in May 2020 until this agenda item is considered at the resumed session of the Health Assembly. The extension of Dr Ludowyke’s mandate by the Committee was also necessary to allow the Committee to continue to function after May 2020. ACTION BY THE HEALTH ASSEMBLY 5. The Health Assembly may wish to renew the mandate of Dr Alan Ludowyke of the delegation of Sri Lanka as a member and appoint him for a three-year term until the closure of the Seventy-sixth World Health Assembly in May 2023. 6. The Health Assembly may wish to appoint Dr Arthur Williams of the delegation of Sierra Leone, the most senior alternate, as a member of the WHO Staff Pension Committee for the remainder of his term of office until the closure of the Seventy-fifth World Health Assembly in May 2022. 7. The Health Assembly may wish to appoint Ms Yanjmaa Binderiya of the delegation of Mongolia as an alternate member of the WHO Staff Pension Committee for the remainder of the term of office of Dr Chieko Ikeda until the closure of the Seventy-fourth World Health Assembly in May 2021. 8. The Health Assembly may wish to appoint Dr Kai Zaehle of the delegation of Germany as an alternate member of the WHO Staff Pension Committee for the remainder of the term of office of Dr Christoph Hauschild until the closure of the Seventy-fourth World Health Assembly in May 2021. 9. The Health Assembly may also wish to appoint Dr Ahmed Shadoul of the delegation of Sudan as an alternate member of the WHO Staff Pension Committee for a three-year term until the closure of the Seventy-sixth World Health Assembly in May 2023. = = =
