Summary of the Eleventh Meeting of the UN Interagency Task Force on NCDs, 8-9 November 2018 1 INFORMAL SUMMARY OF THE ELEVENTH MEETING OBJECTIVES, PARTICIPATING AGENCIES AND REVIEW OF THE SUMMARY OF THE TENTH MEETING 1. The Eleventh Meeting of the United Nations Interagency Task Force on the Prevention and Control of Non-communicable Diseases was held at WIPO, Geneva on 8-9 November 2018. The following members participated: FAO, IARC, IAEA, IDLO, ILO, IOM, Secretariat of the WHO FCTC (Convention Secretariat), UNAIDS, UNICEF, UNDP, UNEP, UNESCO, OHCHR, UNHCR, UNODC, UNOPS, UNFPA, UNRWA, UNSCN, UNU, WFP, WIPO and WHO and the World Bank. The list of participants and agenda are in Annex 1 and 2, respectively. 2. The main objective of the meeting was to review progress on the work of the Task Force and progress on key strategic activities. 3. Members reviewed the summary of the Tenth Task Force Meeting (20-21 February 2018) and noted that progress had been made across most areas. In the light of discussions between the Secretariat and the WHO Legal Counsel on the appointment of Task Force advocacy and goodwill ambassadors, the Task Force agreed such appointments would be best handled at country level and that the Task Force Secretariat would take this forward with Task Force members as required. 4. The Task Force received an update on global events and assignments since the Tenth Meeting (see here for the Prezi Presentation). A. HOW MEMBERS OF THE TASK FORCE ARE SCALING UP THEIR ACTION ON THE NCD-RELATED SDGs 5. Members of the Task Force described their progress in including the prevention and control of NCDs into governing body discussions and how they are encouraging greater action at the regional and country level. The Task Force agreed that more work was required in both these areas, in particular to support implementation of Joint Mission recommendations. It was agreed that greater efforts were required to mobilize resources to see greater action from Task Force members at the country level. It was also emphasized that resource mobilization should be in line with the Terms of Reference of the Taskforce to safeguard public health from undue influence by real, perceived or potential conflicts of interest. Actions: A1. Task Force members to make greater use of Task Force Secretariat and other Task Force members to promote greater action on NCDs and mental health in their agency (All). A2. Update existing Task Force brochure and expand Task Force advocacy material: e.g. describing impact, exemplars of actions that individual Task Force members are taking forward on NCDs and mental health (Task Force Secretariat). Summary of the Eleventh Meeting of the UN Interagency Task Force on NCDs, 8-9 November 2018 2 B. STRATEGIC DIRECTION AND FINANCING FOR THE TASK FORCE 6. Members reviewed an update of the draft strategy that was presented at the Tenth Meeting in the context of ECOSOC resolution E/RES/2018/13 and the Third High-level Meeting Political Declaration. Members noted progress on the investment cases and asked for the work and its impact to be presented at the Twelfth Meeting. Members welcomed the ongoing work on the Catalytic Fund and the support of the WHO Independent NCD Commission. Task Force members welcomed the fact that a number of Member States had promoted the need for the Fund during the Third High-level Meeting on the Prevention and Control of NCDs. 7. Members also welcomed ongoing work to support the 2018 ECOSOC resolution that called upon the Task Force and its members to develop partnerships to achieve public health goals with Governments, non-governmental organizations, relevant private sector entities, academic institutions and philanthropic foundations to support the work of the Task Force at the global, regional and country levels within the mandate of the Task Force. Members highlighted the need to safeguard public health interests from undue influence by real, perceived or potential conflicts of interest. Actions: B1. Finalise by end of 2018 the 3-year Task Force Strategy 2019-2021, which should include a clear business/action plan, taking MoU partnership agreements, and the TOR of the Task Force into account (Task Force Secretariat, UNAIDS, UNDP, UNFPA, World Bank, WHO and WFP followed by agreement through email from Task Force members). B2. Continue to advocate to establishing the Catalytic Fund in collaboration with the WHO Independent High-level Commission on NCDs, Members States and other development partners (Task Force Secretariat, UNDP, UNICEF, World Bank, UNFPA, WHO). B3. Present a summary of the results and impact of investment cases at the 12th Task Force meeting (WHO UNDP NCD 2030 Joint Programme). B4. Develop a 1-page summary on the 2018 Political Declaration with implications for the UN system and ask the WHO Director-General to communicate this to others heads of other age request the WHO Director-General to officially send it to the Heads of other agencies, bodies or programmes in the UN system (Task Force Secretariat). C. SHORT REPORTS FROM JOINT PROGRAMMES AND OTHER INITIATIVES 8. The Task Force received updates from the following joint programmes: (i) Be He@lthy Be Mobile; (ii) Cervical Cancer; (iii) NCD2030; (iv) SAFER; and (v) NCDs and the law. The Task Force also received updates from the Defeat-NCD Partnership and the FCTC 2030 project. SCN asked to join the NCDs and law programme. Updates were received from the following thematic working groups: (i) mental health; (ii) nutrition; (iii) NCDs and environment; (iv) NCDs in humanitarian emergencies; (v) communications; and (vi) physical activity. The core members of the Thematic Group on Tobacco Control held a meeting prior to the Task Force meeting and agreed on the need to follow up with members on the status and policy documents on model policy though a full group meeting did not materialize: the group is committed to set up its activities and report back at the Twelfth Meeting. It was agreed that the Communications Group was not functioning effectively and that further work was required to strengthen its activities. 10. UNDP described its procurement activities in the health sector, presenting data from 2017 and projections for 2018, along with estimates from UNICEF, UNFPA, and UNOPS. Task force members agreed that there was substantial work going on in this area and that this needed to be considered as a future work stream for the Task Force. 11. Members of the Task Forces congratulated ILO for the resolution adopted by its Governing Body to discontinue the Private Public Partnership with tobacco industry on preventing child labor and use its own funding to continuing these activities in 2019 and it commitment to mobilize additional resources to support more countries. The Task Force noted that ILO is the first member of the Task Force to bring the ECOSOC-endorsed Model Policy to its Governing Body. Actions: C1. All joint programmes and thematic groups to continue their work and report back to the 12th Task Force meeting (programme and group leads). 12th Task Force meeting to identify if any of the groups are ready for sun setting (All). C2. Task Force members to review all thematic groups and joint programmes to identify those that would benefit from them joining (All). [Task Force Secretariat to ensure ToRs for all thematic groups are available on the Task Force webpages]. C3. NCD2030 to ensure it is supporting: (i) national multisectoral mechanism for engagement, policy coherence and mutual accountability; (ii) national multisectoral dialogue mechanisms; and (iii) national accountability mechanism (WHO-UNDP NCD 2030 Joint Programme). C4. NCD subgroup of Health and Environmental Climate Change Coalition (HECCC) to finalise its ToRs and start implementing its action plan (NCD subgroup of HECCC). C5. Communications group to review its Terms of Reference, activities, way of working, and membership under new WHO leadership (Communications Group). C6. Task Force members that have yet to provide updates on their progress and share the policy documents with the Secretariat on the Model Policy to prevent tobacco industry interference among UN agencies, smoke free UN premises, including complete ban on sales of tobacco products to do so asap. Furthermore, Members are also encouraged to develop their individual model policies in accordance with the ECOSOC decision. Task Force members to work on smoke free UN premises. Finalize NCD procurement assessment and hold discussion across the Task Force, and in particular UNOPS (Defeat NCDs Partnership) to ensure this work stream is aligned and systematic across the UN system (UNDP to lead with support from UNFPA, WHO, World Bank, WFP, UNODC, and UNOPS/Defeat NCDs). D. UNIATF AT THE COUNTRY LEVEL 12. Members reviewed progress on recent joint programming missions, highlighting that follow up action remains hampered by lack of catalytic funding for both countries and for Task Force members to provide the necessary technical and other follow up. 13. The first set of Task Force member-specific briefs that map priority actions against the WHO best buys and effective interventions were reviewed. It was agreed that the WHO best buys were an appropriate framework for agencies to define their commitments and value added and that work on this should continue. Actions: D1. Continue to develop a set of agency specific roles and responsibilities papers based on the WHA- endorsed ‘best buys’ and other effective and supporting interventions, considering also UNDAFs, and the 2011, 2014 and 2018 New York commitments (Task Force members with the support Task Force Secretariat, who will also provide a platform for sharing information). D2. Use the above to articulate the overall UN system response, taking into account the SDG 3 Action Plan (Task Force Secretariat). E. UNIATF AWARDS 14. The Task Force reviewed the process and outcomes of the 2018 awards and agreed that there should be a further round in 2019. It was agreed that the 2019 awards should take into account the experience and lessons learnt from the 2018 awards. Actions: E1. Develop a further round of awards in 2019 to build momentum, in the order of around 18-20 awards, taking into account lessons learnt from the 2018 awards, focusing on institutions and expanding to include non-State partners.
