EXECUTIVE BOARD EB146/42 Add.1 146th session 16 December 2019 Provisional agenda item 24.1 Membership of the Independent Expert Oversight Advisory Committee Report by the Director-General 1. The accompanying document outlines the process followed by the WHO Secretariat for selection of two new members of the Independent Expert Oversight Advisory Committee.1 2. Following the multiple screening process and a final round of full-length telephone interviews by the senior management team, the Director-General identified two candidates to be proposed to the Executive Board. A summary curriculum vitae for each candidate is set out below for the Board’s consideration. In addition, the details of the strongest candidates who were not, ultimately, retained in the present selection process, were used to update the roster of candidates to be considered for future such vacancies. Ms Vanessa Huang Gender: Female Nationality: Malaysian Region: Western Pacific Education and experience Qualifications: BA (Cum Laude) with a double major in Physics and Economics/Mathematics, Mount Holyoke College, Massachusetts, United States of America; MSc, Engineering/Economic Systems, Stanford University, California, United States of America; MBA, The Wharton School, University of Pennsylvania, United States of America. Experience: General Partner in a Hong Kong-based venture capital firm investing in the health care sector in greater China. Career mainly in investment banking with a health care focus, including at: Goldman Sachs & Co., New York; Bank of America, Deutsche Bank AG, and JP Morgan Securities (Asia Pacific) Ltd., all in Hong Kong. On the Biotech Advisory Panel of the Hong Kong Stock Exchange; Founding Co-Chair of the Healthcare Committee of the Hong Kong Venture Capital and Private Equity Association. 1 Document EB146/42. EB146/42 Add.1 2 Mr Bert Keuppens Gender: Male Nationality: Belgian Region: European Education and experience Qualifications: Certified Public Accountant, Member of the American Institute of Certified Public Accountants; Certified Internal Auditor, Member of the Institute of Internal Auditors (IIA); MA, Macroeconomics, University of Ghent, Belgium; MBA, Catholic University of Louvain, Belgium; Executive MBA Programme, Harvard University, Boston, United States of America; Teaching experience as Professor, Vlaamse Ekonomische Hogeschool (Belgian Business School). Experience: Senior Manager, KPMG, Brussels and Curacao; 23 years with IMF, Washington, DC, United States of America, including as Deputy Director, Finance Department and Director, Internal Audit and Inspection; Former Director, Internal Oversight Service, UNESCO, Paris; Accreditation Officer of the Pandemic Emergency Facility of the World Bank, Washington, DC; as of 2020 Member of the WIPO Independent Oversight Advisory Committee, Geneva. ACTION BY THE EXECUTIVE BOARD 3. The Board is invited to take note of this report and to appoint the following two new members for a four-year non-renewable term starting on 1 May 2020: Ms Vanessa Huang (Malaysia) and Mr Bert Keuppens (Belgium). The two new members will replace the two outgoing members, Dr Jeya Wilson and Mr Leonardo P. Gomes Pereira. = = =
