1. Discussion ns have take en place in recent years s between th he Secretaria at of the World W Health h Organ nization and d the Commi ission of the e African Un nion on enha ancing coope eration betw ween the two o partie es, taking in nto account the existing g cooperativ ve agreemen nt of 24 Se eptember 1969, and the e coope erative arran ngement of 11 May 19 982 between n the World Health Org ganization and a the then n Organ nization of African Un nity. Throug gh the adopt tion of the Constitutive e Act of 11 1 July 2000 0 (hereinafter “the Constitutive e Act”) by th he Assembly y of Heads of o State, the functions of the former r Organ nization of African Un nity have b been absorbe ed by the African A Uni ion. The World W Health h Organ nization and d the Comm mission of the African n Union hav ve agreed t to replace the t previous s agree ements with a new framework for co ooperation in the light of o the functi ions and stru ucture of the e Afric can Union. 2. ctives of the African U Union relev vant for cooperation w with the World W Health h The objec Organ nization are: to achieve greater g unity and solidari ity between the t African c countries and d the peoples s of Af frica; and to promote co ooperation in n all fields of human activity to raise e the living standards of f Afric can peoples. 3. titutive Act p provides that t the Executive Council s shall coordin nate and take e Article 13 of the Const decisions on poli icies in area as of commo on interest to t Member States on, in nter alia, en nvironmental l protection; human nitarian actio on and disast ter response and relief; education; e cu ulture; health h and human n resou urces develo opment; and social secu urity, including the form mulation of mother and d child care e polici ies, as well as a policies re elating to the disabled and d handicappe ed. 4. Discussion ns between the t two orga anizations have h resulted d in the dra awing up of f a proposed d agree ement betwee en the Comm mission of th he African Un nion and the World Heal lth Organization in order r to be etter define and strength hen cooperat tion. The te ext of the pr roposed agre reement is attached a (see e Anne ex). For the pur 5. rposes of de efining relati ons and guid delines for cooperation, c the proposed agreement t follow ws the gene eral lines of such contra acts between n other interg governmenta al organizati ions and the e Worl ld Health Org ganization. 6. The membership of the e African Un nion includes s countries fr rom two regi ions of the World W Health h Organ nization: the e African Reg gion and the Eastern Med diterranean Region. R For t this reason, in i all matters s

concerning the implementation of the t proposed d agreement, the World Health Org ganization sh hall be represented by its headq quarters or by y its compete ent regional offices. The p 7. proposed agr reement is consequently submitted to o the Health Assembly u under the ter rms of Article 70 o of the Consti itution of the e World Hea alth Organization. In acc cordance with th Article X of the proposed a agreement, it i will enter r into force e on the da ate of signa ature by the e duly autho orized representati ives of the tw wo parties, subject to the eir respective e constitution nal principle es and the relevant rules and re egulations.
