Registration and credentials Delegations whose credentials have not been submitted to the Convention Secretariat before the opening of the session, either through the online registration system or as originals, should register and deposit them at the registration desk. Please note that only those individuals whose names appear on a valid credential will be issued with a badge. Access to the conference centre and to the meeting rooms will be restricted to persons wearing badges. For security and identification purposes, all participants are requested to wear their meeting badges at all times, whether attending meetings or social functions. Participants will be able to collect their badges before the opening of the session at the registration desk located at the World Trade Centre Congress Centre, entrance 4, first floor. Owing to security arrangements, in particular for the opening ceremony on the first day of the session, participants are advised to collect their badges on the afternoon of Sunday, 12 October 2014. Shuttles will be available between the hotels and the venue on Sunday as well as during the working days of the session. The registration desk will be open as follows: − on Sunday, 12 October, 14:00−18:00 − from Monday, 13 October, to Friday, 17 October, 08:00−18:00 − on Saturday, 18 October, 08:00 till the closure of the session. Date and place The sixth session of the Conference of the Parties (COP) to the WHO Framework Convention on Tobacco Control (WHO FCTC) will be held at the World Trade Centre Moscow (WTC) (Krasnopresnenskaya nab., 12, 123610 Moscow, Russian Federation, Tel. +7 495 258 1212, www.wtcmoscow.ru/eng). The first plenary meeting will open at 10:00 on Monday, 13 October 2014, at the WTC Congress Centre, entrance 4, second floor, Congress Hall, and the session is expected to close no later than 13:00 on Saturday, 18 October, 2014.

Meetings of the Bureau The Bureau of the COP will meet on Sunday, 12 October, at 13:00 and will meet thereafter daily from Monday, 13 October, to Friday, 17 October (time to be confirmed).
Informal regional meetings The regional groups for the African Region, the Region of the Americas, the South-East Asia Region, the European Region, the Eastern Mediterranean Region and the Western Pacific Region will hold informal meetings: – on Monday, 13 October, 08:15−09:30 (delegates are requested to register and collect their badges if possible on Sunday, 12 October 2014)

Lunchtime seminars The following is the provisional list of the topics of lunchtime seminars that will take place from 13:30 to 14:45 each day (two seminars in parallel on most days), and that will be open to representatives of participants and accredited observers. Announcements Reception hosted by the Minister of Healthcare of the Russian Federation
A welcome reception, kindly hosted by the Minister of Healthcare of the Russian Federation, will be held on Monday, 13 October, at 19:00 in the European Banquet Hall, 2, Kievsky Railway Station square, Moscow. Representatives of Parties and accredited observers are invited to attend. Shuttles will be provided to and from the reception venue. Initial speaker’s list for the general debate
Delegations wishing to have their name placed on the list of speakers for the general debate under agenda item 3 are invited to notify the Secretariat as soon as possible by email to copfctc@who.int. Delegations may opt for group or regional statements, in lieu of individual statements. Interventions

The documents for the session can be downloaded from http://www.who.int/fctc. A limited number of paper copies will be available at the documentation desk in the conference centre. In an attempt to reduce printing costs and the carbon foot print of the session, delegates are kindly requested to bring with them documents previously printed. The only distribution of documents considered official is the distribution of documents through the documentation desk of the Convention Secretariat. The Convention Secretariat regrets that it cannot dispatch documents home on behalf of participants at the conclusion of the session. Payment of per diem
Delegates entitled to payment of a per diem in connection with their participation in COP6 (one delegate from each low- and lower-middle-income country), and whose travel has been arranged by the Secretariat, should contact the per diem desk, which will be open on the afternoon of Sunday, 12 October. Room booking
Requests for rooms for the use of delegations should be addressed to the enquiry desk (located on the first floor, entrance 4 of the conference centre), where a form may be completed. List of participants
A provisional list of participants (document FCTC/COP/6/DIV/1) will be distributed at the opening of the session. This list will be issued on the basis of the credentials received by the Convention Secretariat up to 12:00 on Sunday, 12 October. A revised list will later be posted on the WHO FCTC website (www.who.int/fctc). In the event of any official change in delegation membership, delegations are kindly requested to notify the Convention Secretariat in writing during the session by using the official form available at the registration desk and handed in there or sent by email to: copfctc@who.int. The form should be signed by the chief delegate.
