Overview of Reform Implementation Draft decision proposed by Mexico, Panama, Paraguay and United States of America The Executive Board, Recalling WHO relevant documents and agreements on WHO Reform, Having considered the report of the Secretariat on the Overview of Reform Implementation, (PP1) Recognizing that the pillar of WHO governance reform is essential to bringing the transformational reform process to the desired outcome that the governing bodies have been working on for more than four years; (PP2) Recognizing also that a comprehensive, integrated and holistic approach is critical in the WHO Reform agenda;

(PP3) Recognizing further that significant progress has been made in areas of the WHO Reform such as priority setting, planning and budgeting, while the governance pillar should benefit from the same progress through dedicated Member State and Secretariat engagement; Having considered also the recent IEOAC report that states that slow progress on Governance Reform could impede the overall WHO reform agenda, decided the following, (OP) 1. TO ESTABLISH an inclusive Member State consultative process on governance reform, to complete its work by the Sixty-ninth World Health Assembly, providing recommendations through the Executive Board, with the mandate to address: (1) The working methods of the Governing Bodies, including the proposals brought from the Secretariat to the 136th Executive Board, and agenda-setting issues, including the functioning of the Executive Board Bureau; (2) The ways to improve the coherence, alignment, and accountability of the governance of all three levels of the organization; (OP) 2. That the Member State consultative process should include two face-to-face meetings open to all Member States, as well as the creation of an expert working group which will be made up of representatives from each region, facilitated by the regional groups, and will further develop detailed recommendations on the both sub-elements above concerning the mandate of this consultative process;

(OP) 3. That the first of these two face-to-face meetings open to all Member States will take place prior to the Sixty-eighth World Health Assembly and provide concrete guidance to the expert working group on priorities for their work; (OP) 4. That the second face-to-face meeting will take place by November 2015;

(OP) 5. That the expert working group will provide recommendations to the second face-to-face Member States meeting for its consideration and final recommendation to the 138th meeting of the Executive Board; (OP) 6. To urge Member States to provide their inputs and proposals relevant to the mandate of this consultative process through the online platform four weeks prior to the opening of the first face-to-face meeting; (OP) 7. To request the Director-General,

(1) To prepare detailed background documents for the first face-to face meeting based on previous efforts toward governance reform, including past findings on specific issues, and to provide any recommendations to Member States on how to accelerate governance reform of WHO; (2) To establish an online platform to share Member States and Secretariat inputs and proposals prior to the first face-to-face meeting and to maintain it throughout this inclusive Member States consultative process; (3) To include as an input to the second Member State consultation the interim assessment as called for in the EBSS 3 outcome resolution; (OP) 8. To include an item on the provisional agenda of the 138th Executive Board on governance reform, with a view to considering final recommendations from this inclusive Member States consultative process, preparatory to adoption by the Sixty-ninth World Health Assembly.
