ADOPTS the following amendments t o its Ftules of Frocedure2:
Rule 25
Inrmediately following this rule, i n se r t a new r u l e a s follows:
Rule 25 ( b i s l
"After the Chairman has announced the beginning of voting, no Representative s h a l l in te r rup t the voting except on a point of order i n connexion with t he actual conduct of voting".
Rule 27
I m d i a t e l y following this rule, i n se r t a new ru l e a s follows:
Rule 27 (b i s )
"A decision by t he Sub-Committee whether o r not t o vote by secre t ba l l o t m y only be taken by a show of hands, i f the Sub- Cornnittee has decided t o vote on a par t icular question by secre t ba l lo t no other mode of voting may be requested or decided upon".
Rule 32
Immediately following t h i s rule, i n s e r t a new ru l e a s follows:
Rule 32 ( b i s l
"No representative may address the Sub-Committee without having previously obtained the permission of the Chairman. The Chairman s h a l l c a l l upon speakers i n t he order i n W c h they signify t h e i r desire t o speak. m e Chairman may c a l l a speaker t o order i f his remarks a re not relevant t o the subject under discussion".
Rule 34
New text:
"In addition t o exercising the powers which a r e conferred upon h i m elsewhere by these Rules, the Chairman s h a l l declare the opening and closing of each meeting of t he Sub-Committee, shall d i r ec t the discussions, ensure observance of these Flules, accord the right t o speak, put questions t o the vote and announce decisions. He s h a l l r u l e on points of order, and, subject t o these Rules, s h a l l control the proceedings a t any meeting and s h a l l maintain order thereat.

Rule %
Following U s rule inser t a new rule as follows:
Rule 36 (Us)
"Subject t o Rule 36, any notion calling for a decision on the competence of the Sub-Cotmrlttee to adopt a proposal suhi t ted to it shall be put t o the vote before a vote is taken on the proposal i n question".
Rule 42
In the f i f t h l ine af ter "put to the vote", insert the following:
"Where, however, tha adoption of one amendment necessarily implies the rejection of another amndment, the l a t t e r amendment shall not be put to the vote".
