Introduction The Bill and Melinda Gates Foundation (BMGF) recently approved a supplement grant entitled "Shrinking the map of Lymphatic Filariasis and other Neglected Tropical Diseases (NTDs) in the WHO African Region", which is to be implemented by the World Health Organization Regional Office for Africa (AFRO) in collaboration with the Task Force for Global Health (TFGH). The Ministers of Health of the African region at the WHO regional Committee in Sept 2013, adopted ambitious goals for eliminating Lymphatic Filariasis, blinding trachoma and other targeted NTDs by 2020.|t is therefore important to accelerate and complete the mapping process using new tools and LF platforms to fill broader information gaps by the end of 2015. With an overall aim of accelerating the progress in eliminating NTDs, this project aims to accelerate and complete the mapping of LF and other PC-NTDs in coordination with other on-going mapping initiatives. The major objectives are to: a. Conduct detailed mapping of Loa, LF, and Oncho overlaps to allow programmatic decision making b. Roll out new diagnostic tools and algorithms for preventive chemotherapy NTDs, mapping, exploiting new available platforms and leveraging on-going mapping of other PC-NTDs, especially schistosomiasis (SCH), soil-transmitted helminthiasis (STH) and Trachoma c. Deploy an accelerated algorithm to establish NTD baseline to track program progress d. Generate and harmonize data capture and management tools from various sources, and improve access of national NTD programs and other stakeholders to high quality data e. lmprove access to program data for translating knowledge to inform NTD program decision making The project summary and results framework is shown in Annex I and the detailed project proposal is in Annex ll. Within the framework of the Regional Strategic Plan for Neglected tropical Diseases, which was adopted by the Ministers of Health of the African region at the WHO regional Committee in Sept 2013, the AFRO/NTD programme and APOC will work collaboratively toward achieving the 2020 NTD goals. ln addition, the mapping of loasis, which is important for the scale-up of preventive chemotherapy for lymphatic Filariasis and onchocerciasis (being a major cause of severe adverse events following treatment with ivermectin) is a component of this project. lt is therefore imperative for AFRO/NTD and APOC to work collaboratively on this project. WHO/AFRO has signed a Memorandum of Understanding with TFGH, as this project is a supplement to the TFGH grant from the BMGF, titled "Filling the Gaps - Operational Research to Ensure the Success of NTD Control and Elimination Programs". This working arrangements document summarized the implementation roadmap and the responsibilities of AFRO, APOC and TFGH. Page I of 12 t< II. Project Implementation Roadmap and Work Streams The objectives of this mapping project are as follows: . To shrink the map and timeline for interventions to eliminate LF and other NTDs o To shrink the timeline for decisions which improve program performance and impact The major objectives, work stream and deliverables are outlined below IIa. Shrinking the Map of LF and Other NTDs The project objectives of this component of the project are as follows: l. Develop comprehensive NTD mapping plans and budgets in the remaining 15 countriesl in the Africa Region ll. Conduct coordinated mapping of LF (15 countries2, 1618 districts), SCH (27 countries, 2,071 districts) and STH (30 countries ,2,167 districts) lll. Conduct confirmation mapping and validation surveys of LF (Rwanda, Burundi, Gambia), SCH (Comoros, Mauritius) and STH (Comoros) lV. Roll out new method for mapping of Loa loa, in collaboration with APOC, to inform program decision making, including micro-mapping where appropriate in 11 countries3, including: Loa assessment, Loa confirmation and Loa micro mapping in countries co-endemic with LF and/or Oncho ln order to conduct the mapping activities efficiently, the following work streams have been developed to target the countries: Loa, LF and Onchocerciasis overlaps The work streams and deliverables are shown in the Project lmplementation Roadmap (Annex lll). Shrinking the Timeline for Decisions and Actions ln other to shrink the timeline for decisions that improve program performance and impact, this component of the project will validate, quality assure and harmonize mapping and other NTD intervention databases, develop and disseminate high-quality, high resolution maps, and rollout the platform for real-time access to access and use of data by national programs and other stakeholders. The project will promote and support access to all mapping and related NTD data by all relevant stakeholders. The major areas of focus for this component of the project are: a) Harmonized Databases - datasets for all NTD mapping and interventions available b) High Resolution Maps of NTDs - high-quality disease maps and profiles disseminated c) Real-time program dashboards - roll-out of real-time information platform for national NTD programs and other stakeholders, and updated national NTD Action Plans IIC. Project Coordination WHO AFRO NTD Programme, under the guidance of the Director, Disease Prevention and Control cluster, is responsible for the day-to-day management of this project, and will coordinate with the Task Force, CDC and APOC in implementing this project. The coordination mechanisms will include regular teleconferences and meetings of the Mopping Project Oversight ond Advisory Group, which will be established. Online collaboration platforms will also be established. The AFRO Regional Programme Review Group will provide technical oversight of the project, review and approve the NTD mapping results.
