The Bank distributed a press kit hrhich was part of aninformation dossier for the donors sumnarizing wtrat has been done on theProgranmre and what_will be required for the rJtu.". The Counnitt.ee was notified that the acting Chief of the Economic Development linit had recentty been in Rome rnaking contact wiEh relevant technical sEaff and obtaining information on projects being undertaken in the prograrme area. Count.ry teams would provide additional information following wtrictr gaps would be identified and further stePs taken to fill them' The meetinl plannea for mid-October in Ouagadougou would bring together the Participating Countries and Sponsoring Agencies and this would greatly assist in the staring and accumulatiln of stilI more information. Meantime, maPs were being seit out to the countries and Agencies for them to PIot t,hereon the projects underwaY in the OCP area. 7. The prograEroe prepared towards having an uP-to-date overview of the socioeconornic developr"rrt in the ocP area by mid 1985 was proceeding satisfacEorily. ThL Sponsoring Agencies indicated their intention to provide to EDU the support necessary foi two teams of three exPerts each, one for theJafrefian "our,iii"" and one ior the coastal belts Eo assist the national teams in data analysis and in the conduct of development workshops. The exact nature of thl support would be ident.ified at the Ouagadougou meeting' Finally, a synthesis report would be prepared for presentation to JPC'6' 8. The Bank and UNDP informed the Committee that its representative in Ouagadougou would be its focal point on socioeconomic development matters and ,orld liaise with the Progranroe on that issue' 9. Ttre Conmittee exPressed the hope that, in view of the amount' of information sti11 to be accumulated, something concrete would be available on ""t"arf. as this could have a considerable impact on frrnding. there r^'as a need for the Comitteers involvement in this exercise to be clearly identified. The Countries themselves were wtrolly committed as exemplified at ".."."t meeting in northern Ghana. With the sociologistrs post in EDU now vacant a revised c.v. should be drawn up to ensure Ehat the right type of PersonwasrecruitedtomeettheneedsoftheUnitatthisEiroe. 10. Ttre Landsat studies were suffering a three Eo four month deray but the input from that should sEill be ready on time for the rePort. FAO vouched full supporE for these studies to eniure their satisfactory completion on time.Theywouldcover126,000sqkmsintheWhiteandRedVoltaRiver basins in the central core area. It was suggested that, in this respect, USAit mighr be inrerested in carrying out another Earth Satellite t::1, tt" years after the last. consideration mighE also be given Eo encouraging UsAID to carry ouE a U""l-fi"" study in the exiension areas and to plan a regular five-year follow-up over the entire Programme area' 11. Recognizing that development of the oncho-controlled areas was gradually being ilt"g."a.a irrto .raiional planning, it was becoming difficult to separate activitiEs directly influenc.a Uy the Programme from more general projects having a wider influence, e'8' feeder roads' forestry' general infrastructure, etc. Consequently, ih. Co*oittee considered it desirable to invite other relevant Agencies to lt " meeting in ouagadougou as part of the infornation gathering Process' ocP/csLl20 Page 5 D REVIEhI OF DOCI]MENTS FOR JPC.5 12. Ihe Cormittee reviewed the reports being submitted to the JPC.5 and made the following comments. (a) Socioeconomic development reports 13. These rePorts go directly from Ehe countries concerned to the JPC and the CSA considered their presentation to future sessions. With the synthesis PaPer being presented to JPC.6, individual national reports hrere seen asinappropriate for that meeting. Itrereafter, the sequence of presentation, influenced by the new schedule of JPC meetings, would be only once every trro years. If the Lon5Term Strategy lilere approved this could mean six countries one year and five the next. The Cornnrittee agreed to address this matter aE a later session. (b) Plan of Action and Budger 1984 L4. The Co ittee considered this to be the best of its type yet producedby the Programe in thet its presentation was sound, it conveyed a management decision to cut costs and it wes in line with anticipated expenditure for1984. During its review, the Conrmittee tried to anticipate questions that might be raised in JPC.5. 15. Further details were provided on the exceptional nature of the nationalparticipation in the exploratory studies in the Western extension area. (c) Propoeal for mechanisn to meet contingencies 16. Although the document prepared was in line with past considerations, the Comittee agreed that it would be inappropriate to present such a paper to the next JPC as it could be counterproductive at this stage. tlhile recognizing that this paper was in response to a specific request at JPC.4, the Cormittee considered it to be superfluous in view of the provision in the Fund Agreement to meet any over-expenditure. (a) Biennial Budgerring L7. The comittee considered that there shourd be no formal paper onbiennial budgetting, buE JPC.5 should be informed at the close of the budget presentation of the intention to introduce the concept at JPC.6, when the budget for 1986 and 1987 would be conbined. ( e) Devolution 18. The Cormittee advised that, should questions be raised in respect to the Inter Country Facility, the JPC should be informed that detailed consideration of its formulation would only be given in 1985 following approval of the Long-Term Strat.egy. (f) Onchocerciasis Chemotherapy proiect (OCT) 19. The Cornmittee was informed that, as recomnended in the original proposal, a TDR Scientific and Technical Review Couunittee wwould appraise the OCT at the end of October. It agreed that this reporr be submitted formally to the JPC.5 as an addendum to the present report. I 20. The Comnittee agreed to submit comnents to the CSA secretary on the draft reflection. p"p"i circulated and to wait until after the donorsr meeting in Paris before finalizing it. 2L. The Comnittee was informed that the JPC.5 would now be held in the Centre Cultural Oumarou Ganda, Niamey insEead of the Pa1ais de CongrEs' information circular was ready for despatch and it was aimed to have all documents reproduced ready for sending to Participants before the end of OcEob er. H OTHER MATTERS I ARRANGEMENTS FOR NEXT SESSION 22. The Corunittee was informed that the DonorsrMeeting to be held in the Bank office, Paris, on22td and 23rd October 1984 would be opened by the vice President for West Africa, Mr Wilfried Tha1witz. InviEations with details had been telexed Eo each donor and agency. 23. With some indicaEion of the level of funding that could be anticipated for the third phase it would be necessary for the Programne to be able to identify component by component oPPortunities for cost reductions. On the basis of tnis and the resPonses of donors a funding strategy could be developed. 25. The Comnittee requested that in future, documents for consideration by the csA have a relevant CSA number for easy identification.
