Joint Statement on the adoption of the agenda OSCE Permanent Council 24 October 2026

1. Thank you, Mr Chair.

2. I am delivering this statement on behalf of Canada, Norway and my own country, the United Kingdom.

3. At the opening of last week’s meeting, you recalled your circular note, CIO.GAL/36/26, and your expectation that our discussions should be conducted in a constructive, respectful and substantive manner.

4. We agree. Diplomacy requires us to express disagreement while maintaining civility and respect for those with whom we disagree. Our language should remain measured and diplomatic.

5. We therefore condemn the Russian Federation’s decision to table a deliberately provocative and offensive item for today’s meeting.

6. We will not engage with the substance of an item founded on false propaganda and intended to degrade discussion in this Council. We underline, however, that the deliberate misuse of terminology associated with Nazism is particularly irresponsible. It distorts historical truth, trivialises the crimes of Nazism and disrespects its victims.

7. We call on all participating States to uphold the standards of conduct you have set for this Council.

8. Thank you, Mr Chair.
