KOMENTET E KRYETARIT TË PREZENCËS PËR MEDIAN LIDHUR ME ÇËSHTJEN E KOMISIONIT QENDROR TË ZGJEDHJEVE
Në këto kushte kur KQZ-ja ka mbetur me 4 anëtarë, cila është zgjidhja e ofruar prej jush, ose cilën shikoni si zgjidhjen më të mirë: zëvendësimin e anëtarëve, vazhdimin në këtë mënyrë apo riformatimin?
Ambasadori wollfarth: “Çështja e KQZ-së duhet të jetë në krye të axhendës. Sekretari i Përgjithshëm i OSBE-së theksoi ditët e fundit se nevojitet dialog dhe ndërveprim mes partive politike për të bërë të pamundurën për rritjen e besueshmërisë dhe ligjshmërisë së KQZ-së. Kjo nevojitet për zgjedhje të mbara dhe për një proces të mbarë zgjedhor. Gjithashtu, kjo është një thirrje e fortë për të dyja kampet politike që të bëjnë, në mënyrë konstruktive, atë që nevojitet për të siguruar një proces të mirë të përgatitjes së zgjedhjeve, me përfshirjen e të gjitha kampeve.
Tani është shumë e rëndësishme që qeveria, pra shumica, të bëjë përpara për të krijuar një atmosferë që lejon për hapa të mëtejshëm, ashtu sikurse është e rëndësishme që opozita të paraqesë pjesë konstruktive të këtij dialogu, për të plotësuar anëtarësinë e KQZ-së. Ky ndërveprim është shumë i nevojshëm.
Zgjedhjet janë caktuar për më 23 qershor. Që të jenë zgjedhje të suksesshme për vendin, ato duhet të respektojnë rregullat demokratike dhe pjesë e tyre është, qartësisht, një KQZ plotësisht funksionale dhe plotësisht e legjitimuar. Pra, më lejoni të ritheksoj: duhet të punohet për të rritur besueshmërinë dhe ligjshmërinë e KQZ-së. Ajo mund të funksionojë siç është tani, por duhet bërë më shumë dhe për këtë nevojitet ndërveprimi pozitiv i partive politike”.

Q: Now that the Central Election is left with four members, which is the solution offered by you or what do you see as the best solution: to replace the members, to continue like this or to reformat the CEC?
Ambassador Wollfarth: “This question on the CEC should be on top agenda. The Secretary General of the OSCE has recently highlighted that dialogue and interaction between the political parties is needed in order to add and do the utmost in building for more credibility and legitimacy of the CEC. This is needed for a smooth election and election preparation process. It is also a strong address to both political camps in doing constructively what is needed to ensure a good election preparation process involving all camps.
It is now very important for the government side, which means for the majority side, to reach out to create an atmosphere which allows steps ahead, as it is important for the opposition side to come up with constructive parts of that dialogue in order to fill up the full membership of the CEC. This interaction is much needed.
The elections are set for 23 June. In order to be successful elections for the country they have to follow democratic rules and part of that, clearly, is a fully functioning and fully legitimized CEC. So let me restate: credibility and legitimacy of the CEC should be worked on. It can function as it is right now, but more needs to be done and this needs positive interaction from political parties.”
