ALEKSANDR VOLGAREV, DEPUTY PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION, AT THE 1544th MEETING OF THE OSCE PERMANENT COUNCIL 27 November 2025 In response to the report by the Co-ordinator of OSCE Economic and Environmental Activities Mr. Chairperson, We welcome Ambassador Bakyt Dzhusupov, Co-ordinator of OSCE Economic and Environmental Activities, to the Permanent Council. We have carefully read the report on his activities during the reporting period and on his plans for work in the future and should like to make the following comments. We appreciate the Office’s contribution to the organization and holding of the 2025 OSCE Economic and Environmental Dimension Implementation Meeting and the thematic meetings of the Economic and Environmental Committee. We note a number of achievements – the publication of “A Practical Guide to Cross-Border Facilitation”, the organization of events on smart cities, joint work with the International Atomic Energy Agency to eliminate remaining uranium tailings, participation in the eighth Vienna Energy Security Dialogue, and educational programmes for women and young people. The ongoing work on issues of good governance and the fight against corruption and money laundering, strengthening trade and transport connectivity, simplifying customs and border procedures and promoting transport corridors in the interests of developing international economic co-operation, including the linking of integration processes on the Eurasian continent, is generally in line with Russia’s priorities in the second “basket”. We support the Office’s efforts to strengthen co-operation with relevant international organizations. That being said, we recall that the activities of the OSCE Economic and Environmental Co-ordinator should be informed by the participating States’ needs and avoid duplicating the work of other multilateral structures. This also applies to co-operation with other parts of the Organization, including field operations. It is important to take into account their specific characteristics and the need to act in order to increase the effectiveness of the OSCE, and to be results-oriented. We note the progress made in improving the transparency of the Office’s activities, preparing reports on the main outcomes of its work, and introducing the practice of publicly presenting the results of extrabudgetary projects. At the same time, we would appreciate receiving, during the thematic meetings of
- 2 - PC.DEL/1288/25/Corr.1 27 November 2025 the Economic and Environmental Committee, some brief information on the main events, contacts with international organizations, and participation in and presentations at international forums and conferences. This would allow us to ask clarifying questions, if necessary, and enhance the Office’s feedback to the participating States. We always look forward to your and your deputies’ proactive participation in Economic and Environmental Committee meetings. Mr. Co-ordinator, Unfortunately, this is where the positive assessments of the Office’s work come to an end. These days, the OSCE’s economic and environmental dimension is “poisoned” by the Ukraine issue and politicized, and its practical impact has deteriorated dramatically. Under the auspices of the Finnish Chairmanship-in-Office, an almost exclusively anti-Russian agenda is being pushed in the second “basket”. Although it did take place, the 2025 OSCE Economic and Environmental Dimension Implementation Meeting included a number of statements that had nothing to do with the agenda announced and were clearly aimed at denigrating our country. In 2025, for the second time in the history of the Organization (the first such instance occurred in 2023), it was not possible to reach consensus on the holding of the annual OSCE Economic and Environmental Forum. To our disappointment, the Co-ordinator of Economic and Environmental Activities took an active part in the Finnish Chairmanship’s ersatz event in Prague, which by no means constitutes a proper replacement for meetings of the Economic and Environmental Forum. Once again, in this context, we note the unconstructive position of the Czech authorities, who are using “visa leverage” to prevent States regarded as undesirable by the Brussels bloc from attending what was once a prestigious event – an event that has forfeited its right to be called an OSCE consensus-based forum. The Office’s activities continue to be manifestly skewed towards the priority implementation of extrabudgetary projects. Moreover, in a number of cases, this work is of a politicized nature and goes beyond the Co-ordinator’s mandate. For example, the project entitled “Assessment of environmental impacts of the war against Ukraine and options for remediation” is clearly not objective and is aimed at artificially creating the preconditions for accusing my country of ecocide. The main task set by the project’s Western sponsors is to “inflate” as much as possible and by any means the amount of alleged damage and thereby justify the theft of frozen Russian assets. There are also questions regarding the work being carried out by the Office within the framework of the OSCE Climate and Security Fund Repository Programme. We are witnessing persistent attempts to push through an agenda relating to the existence of a direct link between the climate and various aspects of security. Scientific data, at least for the foreseeable future, does not support such a link. The basic decision of the OSCE Ministerial Council meeting in Stockholm does not contain provisions to that effect either. However, instead of implementing the task set out in that document, namely to intensify co-operation among the OSCE participating States on tackling and minimizing the negative effects of climate change, an overtly confrontational agenda is being promoted. Under the pretext of assisting with digitalization and the creation of databases, we are also seeing attempts to introduce external climate monitoring and the collection of sensitive environmental information. This is obviously a far cry from what the host countries expect from the OSCE. We once again stress that, in their activities, the Co-ordinator and his Office should adhere strictly to the existing mandate and the agreed language adopted within the framework of the Organization’s commitments.

Illegal unilateral Western sanctions and the Finnish Chairmanship’s Russophobic agenda have to a large extent devalued the economic and environmental “basket”. It will be extremely difficult to restore the trust that has been lost and restart work on the basis of unifying principles. Thank you for your attention.

Внимательно ознакомились с его докладом о деятельности за отчетный период, планах работы на перспективу и хотели бы поделиться следующими комментариями. Ценим вклад Бюро в организацию и проведение Совещания 2025 года по обзору обязательств в экономико-экологическом измерении ОБСЕ, тематических заседаний Экономико-экологического комитета. Отмечаем ряд достижений – публикацию «Практического руководства по облегчению трансграничных перевозок», организацию мероприятий по «умным городам», совместную с МАГАТЭ работу по ликвидацию остающихся урановых «хвостохранилищ», участие в 8-м Венском диалоге по энергетической безопасности, образовательные программы для женщин и молодежи. 2 взаимосвязанности, упрощения таможенных и пограничных процедур, продвижения транспортных коридоров в интересах развития международного экономического сотрудничества, в том числе сопряжения интеграционных процессов на евразийском континенте. Поддерживаем усилия Бюро в целях укрепления взаимодействия с профильными международными организациями. При этом напоминаем, что деятельность Экономкоординатора ОБСЕ должна опираться на потребности государств-участников и избегать дублирования работы других многосторонних структур. Это также применимо к взаимодействию с другими подразделениями Организации, включая полевые присутствия. Важно учитывать их специфику и необходимость действий в интересах повышения эффективности ОБСЕ, ориентироваться на результат. Отмечаем наметившиеся подвижки в сферах повышения прозрачности деятельности Бюро, подготовки отчетов об основных итогах работы, внедрения практики публичного представления результатов реализации внебюджетных проектов. Вместе с тем были бы признательны за возможность получения в ходе тематических заседаний Экономико-экологического комитета краткой информации об основных мероприятиях, контактах с международными организациями, участии и выступлениях на международных форумах и конференциях. Это позволило бы, при необходимости, задавать уточняющие вопросы, усиливать обратную связь Бюро с государствами-участниками. Всегда ждем от Вас и Ваших заместителей проактивного участия в заседаниях Экономико-экологического комитета. Г-н Координатор, К сожалению, на этом позитивные оценки работы Бюро заканчиваются. Экономико-экологическое измерение ОБСЕ сегодня «отравлено» украинской проблематикой и политизировано, его практическая отдача резко деградировала. Под эгидой финского Действующего председательства во
3 второй «корзине» продвигается практически исключительно антироссийская повестка. Совещание 2025 года по обзору обязательств в экономико - экологическом измерении ОБСЕ, хотя и состоялось, включало ряд не относящихся к заявленной повестке дня выступлений, явно нацеленных на очернение нашей страны. В 2025 году во второй раз в истории Организации (первый такой случай произошел в 2023 г.) не удалось прийти к консенсусу относительно проведения ежегодного Экономико-экологического форума ОБСЕ. К нашему разочарованию, Координатор экономической и экологической деятельности принял активное участие в эрзац-мероприятии финского Действующего председательства в Праге, которое ни в коей мере не является полноценной заменой встреч Форума. В очередной раз в этом контексте отмечаем неконструктивную позицию властей Чешской Республики, использующих «визовой рычаг» для недопущения неугодных для коллективного Брюсселя государств на площадку некогда авторитетного мероприятия, утратившего право называться консенсусным Форумом ОБСЕ. Продолжается явный «перекос» в деятельности Бюро в пользу приоритетной реализации внебюджетных проектов. Кроме того, данная работа в ряде случаев носит политизированный характер и выходит за рамки мандата Координатора. Так, проект «Оценка экологических последствий войны против Украины и вариантов восстановления» очевидно не объективен и нацелен на искусственное формирование предпосылок для выдвижения обвинений в адрес моей страны в «экоциде». Основная задача, поставленная западными спонсорами проекта, любыми средствами максимально «раздуть» размер предполагаемого ущерба и тем самым обосновать воровство замороженных российских активов. Есть вопросы и к ведущейся по линии Бюро работе в рамках «репозитория по климату и безопасности». Наблюдаем настойчивые попытки протаскивания повестки о наличии прямой связи между климатом и
4 различными аспектами безопасности. Научные данные, по крайней мере в обозримой перспективе, наличие такой связи не подтверждают. Базовое решение СМИД ОБСЕ в Стокгольме также не содержит соответствующих положений. Но вместо реализации поставленной в этом документе задачи укреплять сотрудничества государств-участников ОБСЕ в преодолении и минимизации негативных последствий изменения климата продвигается откровенно конфронтационная повестка. Наблюдаем также попытки под предлогом оказания содействия в цифровизации и создании баз данных внедрения внешнего климатического мониторинга и сбора чувствительной экологической информации. Это, очевидно, далеко не то, что ожидают от ОБСЕ принимающие страны. Вновь подчеркиваем, что в своей деятельности Координатор и его Бюро должны строго придерживаться имеющегося мандата и согласованных формулировок, принятых в рамках Организации обязательств. ОБСЕ переживает кризисные времена. Незаконные односторонние санкции Запада и русофобская повестка финского Действующего председательства во многом обесценили экономико-экологическую корзину. Восстановить утраченное доверие и перезапустить работу на основе объединяющих начал будет крайне непросто. Благодарю за внимание
