IULIA ZHDANOVA, HEAD OF THE DELEGATION OF THE RUSSIAN FEDERATION TO THE VIENNA NEGOTIATIONS ON MILITARY SECURITY AND ARMS CONTROL, AT THE 1123rd PLENARY MEETING OF THE OSCE FORUM FOR SECURITY CO -OPERATION 10 December 2025 Agenda item: Closing session under the Finnish Chairmanship Mr. Chairperson, We congratulate you on the conclusion of your Chairmanship of the OSCE Forum for Security Co-operation (FSC). We note the statement delivered by the Deputy Director General of the Political Department of the Finnish Ministry for Foreign Affairs, Mikael Antell, who summed up the outcomes of the current session. Regrettably, his report turned out to be one-sided and, contrary to the Rules of Procedure of the OSCE, it reflected the perspective of a certain group, a mere splinter of our Organization, rather than that of all 57 participating States. We are obliged to observe that the Finnish Chairmanship did not succeed in acting as an impartial broker. The final meeting of 2025 provides an opportunity to analyse the state of affairs at the FSC and the evolution of the politico-military situation within the OSCE’s area of responsibility. Frankly, the situation gives little cause for optimism. A year ago, the Forum experienced the most acute procedural and political crisis in its entire history following an attempt by the Danish Chairmanship to undermine the OSCE’s core principle of consensus. Nothing along these lines had happened even during the Cold War. By January of this year, the FSC, which is the main platform for discussing military security and stability across the OSCE area, was in a shambles. Full-scale meetings were not taking place, and there was no interaction even on technical matters. Because of the West’s political ambitions, its conviction that it is ideologically superior, infallible and capable of inflicting on Russia a “strategic defeat on the battlefield”, the participating States risked forfeiting yet another mechanism for politico-military dialogue in Vienna. To overcome this impasse, the Republic of Belarus and the Russian Federation issued a joint statement on the need to strengthen the Forum as a unique politico-military platform operating on the basis of the consensus rule and the principle of the sovereign equality of States, with a view to enhancing security
- 2 - FSC.DEL/380/25 11 December 2025 and promoting co-operation. 1 We reaffirmed our readiness to engage in mutually respectful and professional dialogue on security issues at the FSC, and invited everyone concerned about the Forum’s future to align themselves with that constructive and depoliticized document. Our appeal remains on the table. Even though the procedural situation at the Forum has, by and large, been normalized over the past year, certain participating States have nevertheless continued to test the limits of what is permissible, attempting to steer the work of this OSCE body against the Russian Federation. We note with regret that the Finnish Chairmanship organized ideologically skewed events catering to the interests of Ukraine. During this round of negotiations, the Forum was for the first time used to advance the notion that a major armed conflict is inevitable and that, as the authorities in Helsinki would have it, “all segments of the population” must be prepared for it. In the run-up to the OSCE Ministerial Council meeting on 4 and 5 December of this year, Finland attempted to stage a “tribunal” here by convening, outside the FSC’s mandate, a thematic meeting on sexual violence during armed conflicts. The Russian delegation was compelled to state that there was no consensus on that agenda item. The Finnish Chairmanship’s decision to take into account the concerns of a participating State, in accordance with the Rules of Procedure, made it possible to avert a crisis. We expect subsequent Chairmanships to draw the necessary lessons from this situation. There can be no question of the Forum occupying itself with topics entirely unrelated to the implementation of its mandate, or of its work programme being directed against specific participating States. Mr. Chairperson, The situation at the OSCE is in many ways a consequence of broader European political and military developments. Amid the security crisis in Europe provoked by EU and NATO countries, there can be no trust whatsoever in the military sphere. Instead of pursuing professional dialogue at the FSC, these countries prefer to ratchet up tensions by disseminating hostile narratives about Russia and distorting the essence of fundamental OSCE documents on confidence- and security-building measures (CSBMs) and military security. Europe has now plunged head first into a frenzy of Russophobia, and its militarization is spiralling out of control. All the key OSCE agreements in the field of arms control and CSBMs have been dismantled. The West has rejected Russia’s proposals to improve the mechanisms for preventing dangerous military incidents and to relocate exercise areas farther inland, away from the State borders of NATO countries and Russia. Instead, the Alliance’s leadership, building up the myth of an allegedly unavoidable attack by Russia, exploits the “Russian threat” as a pretext for ramping up the military activity of NATO forces in close proximity to our borders. In 2026, NATO and its member States plan to conduct over 50 command and combat training events. The largest of these will be a series of exercises by the armed forces of NATO countries under the common title “DEFENDER-Europe”, aimed at rehearsing various scenarios for deploying land force groupings from 31 of the Alliance’s member States on its eastern flank. In March, the “Cold Response” exercise is set to take place in the northern regions of Finland, Norway and Sweden and in adjacent waters of the Norwegian Sea and the Barents Sea. It is envisaged that around 40,000 military personnel from 17 Alliance countries will be involved in this exercise to practise the deployment of a NATO joint force grouping for 1 FSC.DEL/4/25
- 3 - FSC.DEL/380/25 11 December 2025 high-intensity operations along the Alliance’s northern borders. Now, the recent remarks by the Chair of NATO’s Military Committee, Giuseppe Cavo Dragone, to the effect that “pre-emptive strikes” against Russia could be considered a “defensive action” draw a thick black line through the mythical notion about the Alliance’s allegedly peaceful and non-offensive nature. This course aimed at militarization will inevitably have negative repercussions for the countries of Europe, which are digging their own grave when it comes to their economies. The rating agency Fitch has analysed the likelihood of the European Union achieving strategic autonomy in defence and security. The Defence Readiness Roadmap drawn up by the European Commission will not bring about a breakthrough increase in EU military capabilities. In view of the more complex procedures required to obtain funds through the financing instrument for joint arms procurement called SAFE (Security Action for Europe), the enterprises belonging to the “United Europe” military-industrial complex will be forced to continue relying on commercial banks and the loan capital market. Given the higher borrowing costs, this will make it difficult to fast-track the expansion of military production in the European Union. As a result, the EU risks painting itself into a corner and becoming even more dependent on the United States of America as a supplier of defence products. Nonetheless, over in Brussels they continue stubbornly engaging in self-hypnosis about the need to prepare for war with Russia, the time frame for which is being constantly updated. They firmly say “no” to the imperative of eliminating the root causes of the security crisis on the continent, regardless of the consequences. Perhaps the time has finally come to pause and reflect? If this trend is not reversed, then here, within the OSCE, instead of a legacy of achievements in the field of military risk reduction, our successors will inherit only stacks of identical statements by NATO and EU countries filled with fruitless attempts to smear Russia. A meagre inheritance, indeed, from those who proclaim their moral and ideological superiority. We are convinced that the Forum has no future if NATO and EU countries continue to “stress-test” the consensus rule and to use this platform as their own property for a campaign to demonize Russia and other “disobedient” countries, and also to cover up for their protégés in Kyiv. It is high time that the FSC was cleared of propagandistic chaff and its work focused on genuinely important issues of politico-military security in the interests of all 57 OSCE participating States without exception. What is needed today are efforts to create favourable conditions for fulfilling the Forum’s mandate, which includes preventing illicit trafficking in small arms and light weapons (SALW) and ammunition, supporting the implementation of United Nations Security Council resolution 1540, implementing the Code of Conduct on Politico-Military Aspects of Security, and confidence- and security-building measures. The rotating Chairmanships must recognize that further dilution of the FSC agenda and further use of the Forum to settle political scores are a road to nowhere. The refusal, now for the fourth year in a row, to hold the politico-military events from the annual cycle and the freezing of Working Groups A and B have already triggered a loss of institutional memory in the OSCE’s politico-military dimension. It is time to finally bring the Forum back to the culture of mutually respectful dialogue that took shape over decades within the CSCE/OSCE. In that regard, we emphasize the special responsibility of the Chairmanship as a neutral moderator that, acting on behalf of the FSC (that is, on behalf of all
- 4 - FSC.DEL/380/25 11 December 2025 57 participating States without exception), is responsible for co-ordinating activities and holding consultations on the Forum’s current work, and likewise that of the members of the Troika with regard to strengthening the foundations of this autonomous OSCE decision-making body. In particular, we draw attention to the fact that speakers invited by the Chairmanship must meet the Forum’s high standards and not exacerbate the already deep differences among the participating States. We call upon the OSCE Secretariat’s Conflict Prevention Centre (CPC) to assist the Chairmanships more actively in carrying out their tasks on the basis of the principles of impartiality, openness and accountability. The CPC is expected to contribute to maintaining institutional memory regarding the FSC’s work and to engage accordingly with delegations. In closing, we should also like to acknowledge the efforts of Spain and Estonia, which likewise stood at the Forum’s helm in the year now drawing to a close. We expect the delegations of France, Georgia and the United Kingdom to work constructively in 2026, without anger or partiality (sine ira et studio) and in strict compliance with the Rules of Procedure. You will be holding in your hands a fragile diplomatic instrument that requires skilled tuning for the sake of fulfilling the aims and tasks embedded in the FSC’s politico-military “score”. To that end, it is important that Chairmanships temper national political ambitions and demonstrate diplomatic sagacity by resisting the temptation to play along with the attempts by a number of States and their associations to introduce the dissonance of confrontation into this platform. Заключительное заседание в 2025 г. предоставляет возможность проанализировать положение дел на ФСОБ и траекторию развития военно- политической ситуации в зоне ответственности ОБСЕ. 2 Дании подорвать стержневой для ОБСЕ принцип консенсуса. Такого не было даже в годы «холодной войны». К январю с.г. ФСОБ, который является основной площадкой для обсуждения вопросов обеспечения военной безопасности и стабильности на пространстве ОБСЕ, лежал в руинах. Полноценные заседания не проводились, отсутствовало взаимодействие даже по техническим вопросам. Из-за политических амбиций Запада, его убеждённости в своём идеологическом превосходстве, непогрешимости и способности нанести России «стратегическое поражение на поле боя» государства-участники могли утратить ещё один механизм военно-политического общения в Вене. В целях преодоления сложившейся патовой ситуации Республика Беларусь и Российская Федерация выступили с совместным заявлением о необходимости укрепления Форума как уникальной военно-политической площадки, действующей на основе правила консенсуса и принципа суверенного равенства государств, в интересах укрепления безопасности и развития сотрудничества 1 . Мы подтвердили готовность к взаимоуважительному и профессиональному диалогу по вопроса м безопасности на ФСОБ, предложив всем, кому небезразлична его судьба, присоединиться к этому конструктивному и деполитизированному документу. Наш призыв по-прежнему остаётся актуальным. Хотя за минувший год в процедурном плане положение дел на Форуме в целом удалось нормализовать, некоторые государства-участники всё же продолжали прощупывать пределы дозволенного, пытаясь выстроить работу органа ОБСЕ против Российской Федерации. С сожалением отмечаем, что Председательство Финляндии организовывало идеологически заряженные мероприятия, обсуживающие интересы Украины. В этом переговорном раунде Форум впервые использовался для продвижения тезиса о неизбежности крупного 1 FSC.DEL/4/25
3 вооружённого конфликта, к которому, в подаче Хельсинки, должны быть готовы «все слои населения». Накануне СМИД ОБСЕ (4-5 декабря с.г.) Финляндия попыталась устроить здесь «судилище», заключавшееся в организации не относящегося к компетенции ФСОБ тематического заседания по секснасилию в вооружённых конфликтах. Росделегация была вынуждена заявить об отсутствии консенсуса по этому пункту повестки дня. Учёт Председательством Финляндии озабоченностей государства-участника в соответствии с Правилами процедуры позволил избежать кризиса. Рассчитываем, что последующие Председательства извлекут из этой ситуации необходимые выводы. Не может быть и речи о том, чтобы Форум, вместо реализации своего мандата, занимался совершенно посторонними темами, а программа его работы была направлена в ущерб конкретным государствам-участникам. Господин Председатель, Положение дел на ФСОБ во многом является следствием общеевропейских военно-политических процессов. В условиях спровоцированного государствами ЕС/НАТО кризиса безопасности в Европе ни о каком доверии в военной области речи не идёт. Выстраиванию профессионального диалога на ФСОБ они предпочитают нагнетание напряжённости посредством информационных вбросов против России и искажения сути основополагающих документов ОБСЕ в сфере МДБ и военной безопасности. Сегодня Европа фактически полностью погрузилась в русофобский угар, а её милитаризация становится бесконтрольной. Разрушены все ключевые договорённости ОБСЕ в сфере контроля над вооружениями и мер укрепления доверия и безопасности. Западом отвергнуты предложения России по усовершенствованию механизмов предотвращения опасных военных инцидентов и отведению районов проведения учений вглубь от государственных границ стран НАТО и России. Напротив, руководство альянса, раздувая миф о якобы неизбежности нападения России, использует
4 «российскую угрозу» как предлог для наращивания военной активности сил блока в непосредственной близости от наших границ. В 2026 г. НАТО и её государства-члены планируют провести более 50 мероприятий оперативной и боевой подготовки. Наиболее крупной из них станет серия учений вооружённых сил стран НАТО под общим наименованием «Defender Europe», направленная на отработку вариантов применения сухопутных группировок войск 31 страны альянса на «восточном фланге». В марте в северных районах Норвегии, Финляндии, Швеции и в прилегающих акваториях Норвежского и Баренцева морей планируется учение «Cold Response», в котором предполагается задействовать около 40 тыс. военнослужащих из 17 государств блока для отработки применения группировки войск (сил) ОВС НАТО в операциях высокой интенсивности на северных рубежах альянса. При этом недавнее заявление председателя Военного комитета НАТО Дж. Каво Драгоне о том, что «упреждающие удары [против России] могут быть рассмотрены в качестве оборонительных действий» подводят жирную черту под мифологией о миролюбивом, ненаступательном характере альянса. Курс на милитаризацию неизбежно обернётся негативными последствиями для самих государств Европы, которые роют себе экономическую яму. Рейтинговое агентство «Fitch» проанализировало перспективы достижения ЕС стратегической автономии в области обороны и безопасности. Подготовленная Еврокомиссией «Дорожная карта оборонной готовности» не обеспечит качественного повышения военного потенциала ЕС. Предприятия ВПК «Единой Европы» в условиях усложнённых процедур получения средств по линии инструмента финансирования совместных госзакупок вооружений SAFE будут вынуждены и далее полагаться на коммерческие банки и рынок заёмного капитала. На фоне возросшей стоимости заимствований это затруднит наращивание производства продукции военного назначения в ЕС ускоренными темпами. Как следствие,
5 объединение рискует загнать себя в ловушку, становясь более зависимым от США как поставщика оборонной продукции. Но в Брюсселе продолжают упорно заниматься самогипнозом о необходимости подготовке к войне с Россией, для которой постоянно устанавливаются новые сроки. Там чётко говорят «нет» императиву ликвидации первопричин кризиса безопасности на континенте, какими бы последствиями это ни грозило. Быть может, наконец, настало время остановиться и задуматься? Если эту тенденцию не переломить, то здесь, в ОБСЕ, вместо багажа наработок в области уменьшения военной опасности нашим потомкам достанутся лишь кипы однотипных заявлений государств НАТО/ЕС с бесплодными попытками очернить Россию. Скудное наследство от тех, кто провозглашает своё моральное и идеологическое превосходство. Убеждены, что у Форума нет будущего, если страны НАТО/ЕС продолжат испытывать на прочность правило консенсуса и использовать эту площадку как свою собственность для кампании по демонизации России и других «непослушных», а также для выгораживания подопечных в Киеве. Пора, наконец, очистить ФСОБ от пропагандистской «шелухи» и сфокусировать его работу на по-настоящему важных вопросах военно- политической безопасности в интересах всех без исключения 57 государств – участников ОБСЕ. Сегодня востребованы усилия по созданию благоприятных условий по выполнению мандата Форума, включая предотвращение незаконного оборота ЛСО и боеприпасов, содействие осуществлению резолюции 1540 СБ ООН, выполнение Кодекса поведения, касающегося военно-политических аспектов безопасности (КП), а также меры укрепления доверия и безопасности (МДБ). Сменяющиеся Председательства должны осознавать: дальнейшее выхолащивание повестки дня ФСОБ и его использование для сведения политических счетов – путь в никуда. Отказ от проведения уже четвёртый год подряд военно-политических мероприятий годового цикла, а также
6 «заморозка» Рабочих групп «А» и «Б» уже спровоцировали утрату институциональной памяти на военно-политическом направлении ОБСЕ. Пора, наконец, вернуть Форум к формировавшейся в СБСЕ/ОБСЕ десятилетиями культуре взаимоуважительного общения. В связи с этим подчёркиваем особую ответственность Председательства как нейтрального модератора, отвечающего от имени ФСОБ (т.е. всех без исключения 57 государств-участников) за координацию действий и проведение консультаций по его текущей деятельности, и членов «Тройки» за укрепление основ этого автономного директивного органа ОБСЕ. В частности, обращаем внимание на то, что приглашаемые Председательством выступающие должны соответствовать высоким стандартам Форума и не обострять и без того глубокие противоречия в рядах государств-участников. Призываем Центр по предотвращению конфликтов (ЦПК) Секретариата Организации активнее содействовать Председательствам в осуществлении их задач на основе принципов беспристрастности, открытости и подотчётности. От ЦПК востребован вклад в поддержание институциональной памяти в части деятельности ФСОБ и соответствующая работа с делегациями. В завершение хотели бы также отметить усилия Испании и Эстонии, которые стояли у «штурвала» Форума в уходящем году. Рассчитываем, что в 2026 г. делегации Франции, Грузии и Великобритании будут работать в конструктивном духе, «без гнева и пристрастия» (sine ira et studio) при неукоснительном соблюдении Правил процедуры. В ваших руках – хрупкий дипломатический инструмент, которому требуется искусная настройка во имя выполнения целей и задач, заложенных в военно-политическую партитуру ФСОБ. Для этого Председательствам важно усмирять национальные политические амбиции, проявлять дипломатическую мудрость, воздерживаясь от соблазна подыгрывать попыткам ряда государств и их объединений вносить на площадку диссонанс конфронтации.
