MAXIM BUYAKEVICH, ACTING PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION, AT THE 1546th MEETING OF THE OSCE PERMANENT COUNCIL 18 December 2025 On the increasing military involvement of certain NATO and EU member States in further confrontation in and around Ukraine Mr. Chairperson, Only one thing can be said to sum up the OSCE’s performance on the Ukraine issue this year: it has been a dismal failure. This platform, which was created for dialogue and confidence-building, has been turned by a number of anti-Russian States into an instrument of propaganda and political theatre. The Organization has not been able to even come close to a meaningful search for a settlement. The countries of the anti-Russian alliance have made every effort to nullify any attempt at achieving a sustainable peace that takes into account the security interests of all parties. Instead of a quest for peace, all we see is endless fearmongering. Intimidating their own populations, making unsubstantiated accusations and chanting ritualistic mantras – there you have the entire “contribution” of these countries. There is no willingness to engage in real dialogue. There are no constructive proposals for a settlement. They have been reacting with hostility to any peace initiatives that take Russia’s interests into account, whether launched by the United States of America or by other parties, and they have been seeking to derail negotiations at all costs. Their goal is not to put an end to the suffering of civilians, but to prolong the conflict indefinitely so as to weaken Russia. Thanks to this group of countries, there is now no point in even discussing a hypothetical practical role for the OSCE in a Ukrainian settlement process. In the current international situation, we appreciate the pragmatic approach and commitment to dialogue demonstrated by the administration of US President Donald Trump. During recent Russian-US contacts, a fundamentally important mutual understanding was reaffirmed: achieving a sustainable settlement of the Ukrainian crisis is impossible without addressing its root causes. These causes, which the Russian President has spoken about repeatedly, are well known. At the same time, Europe stubbornly refuses to pursue the path of settlement. Like a bungling doctor, it offers only quick-fix painkillers – that is, it supplies weapons to the Kyiv regime, pushing Ukraine further down the road to self-annihilation. If Europe had really wanted to play an active part in a Ukrainian settlement, it would have had plenty of opportunities to do so. It ignored them all. Instead of facilitating Ukraine’s implementation of the Minsk agreements, France and Germany helped the Kyiv regime to stall for

That is why the statements made in this room about Europe’s place at the negotiating table and about territorial integrity are completely hypocritical: there was indeed once a time when the Minsk Package of Measures offered a way for the areas of Donbass not controlled by the Kyiv regime to be peacefully integrated into Ukraine. It was a path that neither Ukraine nor its Western sponsors turned out to have any use for. What the European Union’s so-called “diplomacy” actually looks like these days is well illustrated by the fact that Brussels, faced with the deepest political crisis of its own making, instead of seeking solutions, is sending its diplomats not instructions on how to resolve the situation, but recommendations about being photographed, specifically on how to avoid being caught on camera alongside Russian colleagues. This example makes it absolutely clear that the European Union has no interest at all in real diplomacy – the challenging and responsible work of seeking compromises. One gets the impression that, with regard to the Ukrainian crisis, Europe is revisiting all the darkest pages of its history, including colonialism, the slave trade and two world wars. And today, using Ukraine as a pretext, it has once again embarked on a dangerous path. In Brussels, London, Berlin and Paris, they are deliberately turning a blind eye to the resurgence of Nazi ideology and closing their eyes to the Kyiv regime’s crimes. Throughout the past year, Western countries have been busy at the OSCE covering up the war criminals that make up the Kyiv regime. By defending the regime on the diplomatic front, the West is directly condoning its war crimes against Russian civilians. This week’s figures provide stark and gory confirmation of that fact. During the week of 8 to 14 December, artillery, missile and drone attacks by Ukrainian Nazis claimed 83 civilian casualties: 69 people were injured, including four minors, and 14 people were killed. There were up to 560 strikes targeting civilian objects per day. In Cheboksary, a drone injured 14 people, including a child. Residents of a high-rise building were injured in Tver. In the Kherson region, a hospital was deliberately shelled: three medical workers were killed and two were injured. A female pensioner was hit and killed in Aleshki. In the Belgorod region, a five-year-old girl sustained shrapnel injuries. All possible weapons are being used: combat drones, missiles and artillery. At the same time as terrorizing the civilian population, the regime is waging war against God and conscience. Metropolitan Arseniy of the Ukrainian Orthodox Church was dragged into court in handcuffs as if he were a dangerous criminal. More generally, the Kyiv regime continues its cynical repressive policy against canonical Orthodoxy. The seizure of churches, the desecration of holy sites and politically motivated criminal cases against the clergy and parishioners of the Ukrainian Orthodox Church have become an everyday reality. Why do the relevant OSCE executive structures remain silent? Hushing up this situation is utterly unacceptable and obscene. We will not allow this issue to be swept under the carpet. Mr. Zelenskyy and his team are once again putting on a cynical show for the world. By promoting the idea of “elections”, they are in fact not offering democracy, but a trap. Their conditions are a classic travesty. By demanding a truce to enable the casting of ballots, they are counting on getting only one thing: an operational pause, which will be used not to allow the people to express its will, but for regrouping the Ukrainian armed forces and massively rearming them with Western weapons. Mr. Zelenskyy’s proposal is not a path to peace. It is a tactical ploy to continue the war at the expense of Ukrainians’ money and lives. It is time for the international community to stop believing this bluff and demand that the Kyiv regime take real steps towards dialogue, rather than striving for yet another breathing space in which to obtain NATO supplies. The European Union, which finds itself in a state of self-destructive hysteria, has crossed a new legal and moral line. The decision to freeze the sovereign assets of the Bank of Russia indefinitely and, even more
- 3 - PC.DEL/1348/25 18 December 2025 so, the plans to steal them under the guise of a “reparations loan” go far beyond sanctions. This is brazen brigandry at the State level, a flagrant violation of all norms of international law and the principle of sovereign immunity. The Brussels bureaucrats, led by Ursula von der Leyen, are trying to legalize theft. But, as the Belgian Prime Minister aptly observed, this is tantamount to stealing the furniture from a foreign embassy. It is telling that, even within the European Union, this robbery is meeting with resistance. Countries such as Hungary, Slovakia, Italy, Belgium, Bulgaria, Malta and Czechia rightly see this as a mortal danger to the entire global financial system and to their own economies. They realize the simple truth that if this precedent is set today, everyone will suffer. The Norwegian Parliament has also refused to support this thieving initiative. If Russian reserves can be stolen, then tomorrow the assets of any undesirable State can be confiscated under any spurious pretext. Confidence in the euro and in European financial institutions will be destroyed for decades to come. We warn with a full sense of responsibility that the cost of this decision will be catastrophically high for those making it. Russia will not let this unprecedented act of aggression go unanswered. The Bank of Russia has filed a lawsuit against the central securities depository Euroclear to recover the damages incurred. We will challenge any unlawful use of our assets in all national and international courts. Other retaliatory measures are also being prepared, which will be harsh, carefully tailored and inevitable. Russia will defend its property. The consequences of this reckless undertaking will impose a heavy burden on the EU countries alone and will undermine their global standing once and for all. And there will be consequences. Recent statements by NATO Secretary General Mark Rutte to the effect that Russia allegedly sees the Alliance as its “next target” clearly indicate that next year, too, NATO intends to continue its hybrid war against our country, to stir up military hysteria, to justify the insane militarization of Europe no matter what the cost, to force its peoples to acquiesce to increased military spending to the detriment of their well-being and to frustrate all attempts at a peaceful settlement of the Ukrainian crisis. In closing, we should like to emphasize that despite the full-scale support for the Kyiv regime from NATO countries, which are providing weapons, advisers and intelligence and sending mercenaries, the Russian army firmly holds the strategic initiative, is confidently advancing and inflicting significant losses on the Zelenskyy regime’s formations, including its elite Western-trained units. Over 300 population centres have been liberated. Russia is ready for dialogue and would rather have a diplomatic settlement that addresses the root causes of the conflict. If diplomacy is blocked by the West and the Kyiv regime, Russia will achieve the goals of its special military operation by military means, including the liberation of its historical lands and the creation of a buffer security zone. Эта площадка, созданная для диалога и построения доверия, превращена рядом антироссийски настроенных государств в инструмент пропаганды и политического театра. Организация не смогла даже близко приблизиться к предметному поиску путей урегулирования. Страны антироссийского альянса прилагали все усилия, чтобы свести на нет любые попытки добиться устойчивого мира, учитывающего интересы безопасности всех сторон. Вместо поиска путей к миру, мы наблюдаем лишь бесконечное нагнетание страха. Запугивание собственного населения, голословные обвинения, ритуальные заклинания – вот и весь «вклад» этих стран. Никакой готовности к реальному диалогу. Никаких конструктивных предложений по урегулированию. Любые мирные инициативы, будь то из Вашингтона или с других сторон, которые учитывают интересы России, они встречают в штыки, стремятся любой ценой сорвать переговоры. Их цель – не прекращение страданий мирных жителей, а бесконечное затягивание конфликта для ослабления России. Благодаря этой группе стран сейчас не приходится говорить даже о гипотетической практической роли ОБСЕ в украинском урегулировании. В сложившейся международной ситуации ценим прагматичный подход и стремление к диалогу, которое демонстрирует администрация Президента США Дональда Трампа. В ходе недавних российско -американских контактов было подтверждено принципиально важное взаимопонимание: устойчивое урегулирование украинского кризиса невозможно без устранения его коренных причин. Эти причины, о которых неоднократно говорил Президент России, хорошо известны. В это время Европа упорно отказывается от пути урегулирования. 2 киевскому режиму, обрекая Украину на дальнейшее самоуничтожение. Если бы Европа реально хотела быть активной участницей украинского урегулирования, то у неё для этого было много шансов. Она их все проигнорировала. Вместо содействия выполнению Киевом Минских соглашений Франция и Германия помогали киевскому режиму тянуть время и вооружаться. Поэтому звучавшие в этом зале заявления про место Европы за столом переговоров, про территориальную целостность – полностью лицемерны: минский “Комплекс мер” как раз предлагал в своё время путь к мирной интеграции неподконтрольных Киеву районов Донбасса в состав Украины. Этот путь оказался не нужен ни Киеву, ни его западным спонсорам. Что же на деле представляет собой сегодня так называемая «дипломатия» Евросоюза хорошо иллюстрирует тот факт, что Брюссель, столкнувшись с глубочайшим политическим кризисом, который сам же и создал, вместо поиска решений рассылает своим дипломатам не инструкции по урегулированию, а рекомендации по фотографированию — как «не попасться на камеру» рядом с российским коллегой. На таком примере абсолютно ясно, что настоящая дипломатия – сложная, требующая ответственности работа по поиску компромиссов – ЕС абсолютно не интересует. Создаётся впечатление, что в преломлении к украинскому кризису Европа вспомнила все самые чёрные страницы своей истории, включая колониализм, работорговлю, две мировые войны. И сегодня, используя Украину как предлог, она снова встала на опасный путь. В Брюсселе, Лондоне, Берлине, Париже нарочито сквозь пальцы смотрят на возрождение нацистской идеологии и закрывают глаза на преступления киевского режима. Весь прошедший год западные страны покрывали в ОБСЕ военных преступников киевского режима. Защищая его на дипломатическом фронте, Запад напрямую потворствует совершению им военных преступлений против мирного населения России. Итоги этой недели – тому наглядное и кровавое подтверждение. За неделю с 8 по 14 декабря от обстрелов украинских нацистов пострадали 83 мирных жителя: ранены 69 человек, в том числе 4 несовершеннолетних, погибли 14 человек. Интенсивность ударов по гражданским объектам достигла 560 в сутки. В Чебоксарах беспилотник ранил 14 человек, включая ребёнка. В Твери пострадали жители многоэтажки. В Херсонской области целенаправленно обстреляли больницу: три медработника погибли, двое ранены. В Алешках под огнём погибла пенсионерка. В Белгородской области осколочные ранения получила 5-летняя девочка. В ход идёт всё: ударные дроны, ракеты, артиллерия. Одновременно с террором против мирного населения режим ведёт войну с Богом и совестью. Как опасного преступника, в наручниках, в суд волокут митрополита Украинской Православной Церкви Арсения. В целом киевский режим продолжает циничную репрессивную политику против канонического православия. Захваты храмов, осквернение святынь, политически мотивированные уголовные дела против клира и прихожан УПЦ стали повседневной реальностью. Почему молчат профильные исполструктуры ОБСЕ? Замалчивание данной ситуации абсолютно неприемлемо и неприлично. «Спустить на тормозах» данный сюжет мы не дадим. Господин Зеленский и его команда вновь демонстрируют миру циничный спектакль. Выдвигая идею «выборов», они на самом деле предлагают не демократию, а ловушку. Их условия – это классическая профанация. Требуя перемирия для голосования, они рассчитывают получить лишь одну вещь: оперативную паузу, которая будет использована не для волеизъявления народа, а для перегруппировки и массированного перевооружения ВСУ западным оружием. Предложение Зеленского – это не путь к миру. Это тактическая уловка для продолжения войны на деньги и жизни украинцев. Мировому сообществу пора перестать верить в этот блеф и потребовать от
3 киевского режима реальных шагов к диалогу, а не к очередной передышке для натовских поставок. Европейский союз, находясь в состоянии саморазрушительной истерии, перешёл новую правовую и моральную черту. Решение о бессрочной заморозке суверенных активов Банка России, а тем более планы по их хищению под видом «репарационного кредита», — это уже даже не санкции. Это откровенный бандитизм на государственном уровне, грубейшее нарушение всех норм международного права и принципа суверенного иммунитета. Брюссельская бюрократия, возглавляемая Урсулой фон дер Ляйен, пытается легализовать воровство. Но, как метко заметил премьер-министр Бельгии, это равносильно краже мебели из иностранного посольства. Показательно, что даже внутри ЕС этот грабёж встречает сопротивление. Такие страны, как Венгрия, Словакия, Италия, Бельгия, Болгария, Мальта и Чехия, справедливо видят в этом смертельную опасность для всей мировой финансовой системы и для своих собственных экономик. Они понимают простую истину: установленный сегодня прецедент ударит по всем. Отказал в поддержке воровской инициативы и парламент Норвегии. Если можно украсть российские резервы, то завтра под любым надуманным предлогом могут конфисковать активы любого неугодного государства. Доверие к евро и к европейским финансовым институтам будет уничтожено на десятилетия вперёд. Мы предупреждаем со всей ответственностью: цена этого решения будет катастрофически высокой для самих авторов. Россия не оставит этот беспрецедентный акт агрессии без ответа. Банк России подал иск к депозитарию Euroclear о взыскании причинённых убытков. Мы будем оспаривать любое незаконное использование наших активов во всех национальных и международных судебных инстанциях. Готовятся и другие ответные меры, которые будут жёсткими, выверенными и неизбежными. Россия защитит своё имущество. А последствия этой авантюры лягут тяжким бременем исключительно на страны ЕС и окончательно подорвут их позиции в мире. Без последствий это не останется. Недавние заявления генерального секретаря НАТО М.Рютте, что Россия якобы видит в альянсе «следующую цель», ясно говорят, что альянс и в следующем году намерен продолжать гибридную войну против нашей страны, разжигать военную истерию, любой ценой оправдывать безумную милитаризацию Европы, заставить её народы молча соглашаться на рост военных расходов в ущерб своему благополучию и срывать все попытки мирного урегулирования украинского кризиса. В заключение подчеркнём, что несмотря на полномасштабную поддержку киевского режима со стороны стран НАТО, которые поставляют оружие, советников, разведанные и направляет наёмников, российская армия прочно удерживает стратегическую инициативу, уверенно продвигается вперёд и наносит значительные потери формированиям режима Зеленского, включая его элитные, натренированные на Западе части. Освобождены свыше 300 населённых пунктов. Россия готова к диалогу и предпочитает дипломатическое урегулирование, устраняющее коренные причины конфликта . Если дипломатия окажется заблокированной Западом и Киевом, Россия добьётся целей СВО военным путём, включая освобождение своих исторических земель и создание буферной зоны безопасности.
