The draft protocol was drawn up by the Secretary-General in accordance with a desire expressed by several States Parties to the Convention of 6 April 1950. In accordance with article 17 (1), the Convention was to cease to have effect on 23 January 1957. However, the Convention was extended as a result of the adoption of the Protocols of 16 January 1957 and 15 January 1967, and remained in force until 24 January 1972.
