Entrée en vigueur 14 September 2011, in accordance with article 14(1) which reads as follows: "1. This Convention shall enter into force six months following the date on which 10 States have expressed their consent to be bound by it.".

The Convention was adopted on 12 March 1999 at the United Nations/International Maritime Organization Diplomatic Conference on Arrest of Ships held in Geneva from 1 to 12 March 1999. In accordance with its article 12 (1), the Convention will be open for signature by any State at United Nations Headquarters in New York from 1 September 1999 to 31 August 2000.
