Решение Комиссии Таможенного союза от 7 апреля 2011 года №625 «Об обеспечении гармонизации правовых актов Таможенного союза в области применения санитарных, ветеринарных и фитосанитарных мер с международными стандартами» Decision of the Commission of the Customs Union No. 625 “On Ensuring the Harmonization of Regulations of the Customs Union in the Application of Sanitary, Veterinary and Phytosanitary Measures with International Standards” of 7 April 2011 The Commission of the Customs Union has decided: 1. Invalidated by the Decision of the Collegium of the Eurasian Economic Commission No. 11 of 7 March 2012. 2. To establish that upon submission of written requests of interested parties, including governments of foreign states on non-compliance of the documents of the Customs Union in the application of sanitary, veterinary and phytosanitary standards with decisions and recommendations of international organizations, including the World Health Organization, the Commission "Codex Alimentarius", Office International des Epizooties and relevant international and regional organizations operating under the International Convention for plant Protection (hereinafter: international standards), as well as on the initiative of the competent authorities of the Parties, such documents shall be subject to examination (hereinafter - examination) in accordance with the provisions referred to in paragraph 4 of this Decision, with possible participation in its implementation of these interested parties. 3. The documents of the Customs Union in the application of sanitary, veterinary and phytosanitary measures, which, as the results of inspection, are more restrictive than the international standards, in the absence of scientific justification for such restrictions or risk to the life or health of humans, animals or plants, shall be brought in line with international standards. In order to develop the draft Regulation on common order on the examination of regulations of the Customs Union in the application of sanitary, veterinary and phytosanitary measures (hereinafter: Regulations) in accordance with paragraph 2 of this Decision:
- Russian side to submit to the Secretariat of the Commission of the Customs Union a proposal on the draft Regulations until 10 May 2011; - Expert group on the subject "Technical Regulation, Application of Sanitary, Veterinary and Phytosanitary Measures" to develop the draft Regulations and submit it for consideration at the meeting of the Coordinating Committee for Technical Regulation, the Application of Sanitary, Veterinary Measures in the prescribed manner within one month from the date of submission of the proposals from the Russian side . Утверждены Решением Комиссии Таможенного союза от 7 апреля 2011 года № 625 ИЗМЕНЕНИЯ в Положение о Координационном комитете по техническому регулированию, применению санитарных, ветеринарных и фитосанитарных мер, утвержденное Решением Комиссии Таможенного союза от 18 июня 2010 года № 319 Внести в Положение о Координационном комитете по техническому регулированию, применению санитарных, ветеринарных и фитосанитарных мер (далее – Положение), следующие изменения: 1. После пункта 15 дополнить Положение пунктами следующего содержания: «16. Проекты решений и нормативных правовых актов Комиссии в области применения санитарных, ветеринарных и фитосанитарных мер (за исключением документов, затрагивающих меры, применяемые в чрезвычайных ситуациях), одобренные на заседании Комитета, размещаются на официальном сайте Комиссии в целях обеспечения возможности заинтересованным лицам, включая правительства иностранных государств, предоставлять в адрес Секретариата Комиссии предложения и замечания к проектам таких документов в течение периода, не менее 60 дней. 17. Секретариат Комиссии в течение пяти рабочих дней с даты получения предложений и замечаний, указанных в пункте 16 настоящего Положения, направляет их на рассмотрение Сторон. 18. Замечания, поступившие в адрес Секретариата Комиссии, рассматриваются на заседаниях рабочих групп по соответствующим направлениям. В случае, если на заседании рабочей группы по соответствующему направлению принимается решение о необходимости учета поступившего замечания (предложения) к проекту документа, то такой документ дорабатывается рабочей группой в установленном порядке. 18. Доработанные рабочей группой документы повторно вносятся для рассмотрения на заседание Комитета.». 2. Нумерацию остальных пунктов изменить соответствующим образом. __________________________
