Yangtze River and Hanshui River converge at Wuhan, where the city is divided into three townships. Wuhan is the capital of Hubei Province. She is also the provincial center of economy, politics and culture. The city has a population of 8.3million, including an urban population of 3.65 million. In her total area of 8,467 square kilometres, the urban area accounts for 240 square kilometres. In the year 2001, the GNP of Wuhan reached 13.48 billion RMB. Wuhan is historically referred to as "Thoroughfare to Nine Provinces". Nowadays, because of her geographical advantages, Wuhan is an important hub of traffic and communications in China. Main cities in China, such as Beijing, Tianjin, Shanghai, Guangzhou, Hong Kong, Chongqing, Chengdu, are located in regions within 1,200 km around Wuhan. The city is where Jingguang, Wuda, Handan and Jingjiu railways meet at. No.107, No.318, No.316 and No.106 national highways together with Jingzhu and Hurong Expressways also run through Wuhan. The city possesses a convenient water transport, linking rivers directly to the sea. Her comprehensive capacity of domestic water transportation ranks first China. By now, the airport of Wuhan has opened 72 airlines, which stretch to 43 domestic cities and international cities in countries like Thailand, Japan and Korea. Wuhan, highlighted by her solid industrial foundation, is an important national industrial base. Her traditional bases of iron and steel industry, machinery, textile, chemical engineering and medicine industry have been playing a significant role while the emergent industrial bases of photo fiber and optic fiber cable, laser, microelectronic, automobile and bioengineering have ranked to the fore in China. Wuhan is also an important commercial center, hub of post and telecommunications and base of scientific research and education, as allows Wuhan to have various advantages and spectacular potential. The Wuhan city development planning involves the following items; For the urban construction and development of Wuhan, strategy of sustainable development World Bank Funded Wuhan Urban Transportation Project Resettlement Action Plan shall be performed, aiming to emphasize Wuhan's role as a regional centre. The construction shall lead Wuhan to be a highly civilized city that owns a strong economy, advanced capacity of research and education, a complete system of tertiary industry, a reasonable urban design, finely-built municipal infrastructure and a good ecological environment. Solid foundation is to be built for the purpose of developing Wuhan into an open and modernized intemational city. And Wuhan urban construction is aimed to the following items: The modernization is to be accelerated; The living standard of citizens is to be improved with high-quality living environment; A proper urban layout is to be performed to guarantee a coordinated growth in the city's development; The building of a functional system of facilities for trade, culture and recreation is to be conducted; A modernized network of urban transportation is to be accomplished to improve the capacity of both inner and inter city transport; The constructions of hazard resistant system and municipal infrastructure are to be completed; The green land ratio is to be increased while strict rules will be implemented in environmental protection; The ecosphere balance is to be achieved with the gradual effort on building Wuhan into a waterside characterized modern city. In hope of accomplishing the goals above, the city has applied for a loan from the World Bank to pursue the Wuhan Urban Transportation Project. 1.2 Basic Contents of the Project The World Bank funded Wuhan Urban Transportation Project involves sub-projects of municipal infrastructure, public transport, road maintenance, environmental protection, etc. The project duration is 5 years. The total investment is around 4.43738 billion RMB, including a loan of 0.2 billion USD approved by the World Bank, which has been listed as a three-year loan. 1.2.1 Road Infrastructure Project This project includes the four components on construction of the urban main road system, improving urban arterial roads, improving urban feeder roads and construction of pedestrian overpasses. This sub-project involves the building and widening of 27 urban roads totaling 91.8 km in length and the building of 12 viaducts, 5 pedestrian underpasses and 13 pedestrian overpasses. A series of measures will be implemented to improve the 28 km-long Interior Ring 2 World Bank Funded Wuhan Urban Transportation Project Resettlement Action Plan Road and the urban traffic condition. 3.97 billion RMB is to be invested on the sub-project, including 2.497 billion on road drainage project and 1.473 billion RMB on land acquisition and relocation. The ratio between project cost and resettlement cost is 1:0.59. See road infrastructure construction project details at Graph 1-1. 1.2.2 Traffic Control and Road Safety Project The project includes the following components: The implementation of public-transport-first policy through building a 31.5km long bus lane; Programs including: channelization of 74 junctions of main urban intersections, parking system improvement, 1000 parking timer, provisional stops, an interior parking lot of 8,000 square meters, area traffic control (ATC) system, road safety project; Establishment of ATC system and television observation system in central urban area; Purchase of 20 sets of accident analysis and clearing-out equipment; Establishment of 9 education bases for children and adult users and traffic facilities for pedestrians and bicycle users; The total investment on this sub-project is 304 million RMB, no relocation cost included. 1.2.3 Public Transport Improvement Project The project consists of: Establishment of the dispatch and information management system and 11 pivotal bus stations. Improvement on 17 intermediate terminals and supporting facilities. The total investment on the project is 262 million RMB, involving project cost 154 million and land acquisition and relocation cost 108 million RMB, ratio between which is 1:0.70. The cost of resettlement in this subproject is included in the total investment above mentioned. According to the arrangement of municipal government, the implementation of the resettlement will be token charge of by the Subproject Office of Public Transportation. All the compensation rates are the same with other subprojects, the survey data and resettlement plan are integrated into the RAP and Feasibility Research Report of Public Transportation Subproject respectively. 3 World Bank Funded Wuhan Urban Transportation Project Resettlement Action Plan 1.2.4 Road Maintenance Project The project consists of: Reform on authorities of municipal maintenance and improvement on municipal maintenance facilities through the purchase of 15 sets of road maintenance equipment; An increase in utilization ratio of the facilities. 12 road maintenance programs totaling 25.7 km in length; Establishing road, bridge, road drainage maintenance system; The total investment on this project is 291.09 million RMB, no land acquisition or relocation cost included. 4 World Bank Funded Wuhan Urban Transportation Project Resettlement Action Plan 1.2.5 Environmental Protection Project The project consists of: Environmentally-oriented reengineering of vehicles; Establishing an automatic monitoring system of gas drainage and traffic noise and an acoustic shielding system; The purchase of 66 sets of monitoring facilities; The project investment is 15.61 million RMB, no land acquisition and relocation cost involved. In accordance with the relevant analysis and research, certain achievements are expected to be done with the completion of the project, as indicated in the following points: Firstly, the Intermediate Ring Road is to be open to traffic, while the road condition of the Interior Ring Road will be improved. With the completion of the urban road network, the pressure on urban traffic will be significantly alleviated. Secondly, the public transport network is to be optimized. Thirdly, traffic problems are hopefully to be solved with the establishment of a modernized traffic control system. Fourthly, the level of road maintenance and management will be upgraded. Fifthly, the gas pollution and noise pollution are to be effectively controlled, which ensures the city a sustainable growth. It is concluded that the project be a green project and will be beneficial in the social, economic, and environmental aspects as a green project. 1.3 Sub-projects Involved in Resettlement As described above, the four components of Wuhan Urban Transportation Project which need to require land and relocate houses are shown below. The feature of Interior Ring Road improvement project is that the project items spread over the line of the Interior Ring Road, which is located in central areas of the city and restricted by urban planning. Thus, except for a few programs, the amount of housing demolition and relocation is small. The feature of building connective roads is that the programs are mainly between the Interior Ring Road and Intermediate Ring Road, adjoining the two ring roads. The relocation area is characterized as having a dense population and a large number of institutions and enterprises. The level of economic development varies between the new urban areas and old urban areas. Adverse impacts will be placed on the project affected urban households, private shops, villagers, institutions and enterprises. For detailed information, see Chapter 5 Project Impact Analysis. 10 World Bank Funded Wuhan Urban Transportation Project Resettlement Action Plan 2 RESETTLEMENT AND RESETTLEMENT ACTION PLAN 2.1 Targets of Resettlement 2.1.1 Definitions to resettlement and compensation Resettlement is the rehabilitation or replacement of the displaced persons' residential houses, business houses and employment, as is a sort of barter. Compensation is the cash compensation with replace costs provided for the relocation or rehabilitation of affected land, structure or other lost assets at the costs without depreciation charge. The level of income restoration should be no lower than the previous income level of displaced persons. Compensation here refers only to cash compensation, excluding compensations through barter. 2.1.2 Displaced Persons Project displaced persons refers to all the people who, on account of the execution of the Project, had or would have their (1) standard of living adversely affected ; or (2)right, title, interest in any house, land(including premises, agricultural and grazing land) or any other fixed or movable asset acquired or possessed temporarily or permanently; (3) access to productive assets adversely affected, temporarily or permanently; or (4)business, occupation, work or place of residence or habitat adversely affected; and "displaced person" means any of the displaced persons. 2.1.3 Vulnerable People Vulnerable people refer to the people that are most liable to adverse impacts among the displaced persons, it also include those whose living circumstances make them less able to adapt to the changes imposed on them by the project. 2.2 Aims of Resettlement * The RAP aims at reducing the impacts of land acquisition and relocation and minimizing the involuntary resettlement through adequate demonstration of the project and optimized project II World Bank Funded Wuhan Urban Transportation Project Resettlement Action Plan design. * Through equitable resettlement policies and effective restoration plans, the RAP aims at providing sufficient compensation for the losses of Displaced persons, ensuring improved living standards and income level following resettlement or at least restoring their former standards. * Minimizing the losses of affected institutions, enterprises and shops caused by land acquisition and relocation, carrying out proper resettlement of affected institutions, enterprises and shops, improving their profitability or at least rehabilitating to their previous standards. * Implementing preferential treatments to vulnerable people (the elderly living alone, widows, orphans, single-parent families, the disabled, indigenous families, etc), such as giving priority to their demand of housing and employment. * Encouraging Displaced persons' participation in the compilation of the RAP and their opinions will be taken into consideration in the process of resettlement. The resettlement will be under supervision of both internal and external monitoring agencies. * Helping the Displaced persons when they're moving out and in the transition period of resettlement. * Optimizing the planning of resettlement areas, constructing adequate living facilities and service facilities. 2.3 Procedures of Resettlement 2.3.1 Getting Familiar with the Project and Grasping Relevant Policies * Getting familiar with the specific contents of Wuhan Urban Construction Project. * Studying and grasping the World Bank policies on loan. * Learning from sibling cities' experiences on World Bank funded transportation construction project. 2.3.2 Establishing Organizations and Defining Responsibilities * Establishing World Bank Funded Wuhan Urban Transportation Project Resettlement Office (WUTPRO). 12 World Bank Funded Wuhan Urban Transportation Project Resettlement Action Plan * WUTPRO Established comprehensive department, plan and finance department, relocation department, and land acquisition department which are subordinate to WUTPRO to ensure a completed organizational network and definite interior labor division. * WUTPRO took charge of preparation of the resettlement which include socioeconomic survey, developing resettlement policies, collecting the house resource information and compiling the RAP. * WUTPRO will take charge of the organization and implementation of the resettlement, as well as public participation, construction and allocation of the resettlement houses, management and allocation of the resettlement funds. * R esettlement Offices at district level have been set up. Their responsibilities are to take charge of relocation, reviewing the area of the houses, draft the resettlement contracts and calculation of the cost under the guide of WUTPRO. 2.3.3 Carrying out Socioeconomic Survey * WUTPRO and the Involuntary Resettlement Center of Wuhan University cooperate in compiling the Socioeconomic Survey Plan and survey tables. * Department in charge of exploration provides the map of present road conditions and defines the scope of land acquisition and relocation. * Organizing a general survey on the Displaced persons within the relocation scope. * Computerizing and analyzing the data of the survey. 2.3.4 Compiling the ResettlementAction Plan * Making the resettlement policies of the project. * Classifying the project impacts in accordance with situations of the survey. * Making resettlement measures in accordance with the project impacts classification. * Working out the budget of the projects in compliance with the resettlement measures and process. * Considering public opinion and opinions of relevant departments on RAP, organizing discussions and revising the plan. * Printing the "Resettlement Action Plan" and reporting it to higher body. Providing cheap rent apartments for the most poverty-stricken families. (9)Affected Institutions and Enterprises * Negotiating on the position of the relocation area, storeys and area of the relocation building, business losses caused by closing down and removal, compensation for house attachments and costs of removal. * Negotiating with those who are required of a temporary removal on the temporary replacement measures, replacement and compensations in transitional period. * Negotiating with those who demand no resettlement on compensations and restoration measures.
