It discusses the validity of usir.g the objectlve of Max- imising national income per head as the criterion for measuring the econoinic benefits of such a project, and the way in which f aily plan- ning projects lead to a rise in income per head. It then proposes a method of calculating benefit-cost measures, which are illustrated by a Jamaican example.
