This Resettlement Action Plan (RAP) is prepared according to the Laws and Regulations of PRC, and local area as well as the Guidelines of the World Bank (Operational Directive for Involuntary Resettlement OD 4.30). The purpose of this document is to set out an Action plan for the Resettlement and Rehabilitation of the Project Affected Persons (PAPs) to ensure that they will benefit from the project and their standards of living will improve or at least be restored after the project impact. Acquisition of land and other assets for the project will adversely affect the livelihood of persons who live, work or earn their living on the land that will be acquired for the project. PAPs are defined as those persons whose income or livelihoods will be adversely affected by land acquisition for the project. PAPs include the following categories: a) persons who have a title, right, interest, in structures (houses, enterprises, shelters, or public buildings), land (including residential, agricultural, and grazing land)or any other asset acquired or possessed, in full or in part, permanently or temporarily; b) persons who use the structures, land or assets described above; or persons whose business, occupation, work, place of residence or habitat adversely affected; or c) persons whose standard of living is adversely affected as a consequence of land acquisition. A definition of PAPs is given below: Definition of the PAPs: "Affected Persons" means persons who on account of the execution of the project had or would have their: a) standard of living adversely affected; or b) right, title or interest in any house, land (including premises, agricultural and grazing land) or any other fixed or movable asset acquired or possessed, temporarily or permanently; or c) business, occupation. work or place of residence or habitat adversely affected, and "affected Person" means individually all those who qualify as "Affected persons." PAPs may be individuals or legal persons such as a company, a public institution. Definition of PAPs is not limited to their legal registration or permission to live or conduct business in the affected location, or their title to property Thus, it includes: a) all those affected by the project regardless of their legal rights or absence thereof to the assets being taken; and b) persons without residential permit to live in a certain area. Therefore all such persons who are affected will need to considered and recorded as PAPs, regardless of their legal connection to assets land or location.  RAP of Yixing Pumped Storage Plant If there are more than one person, family or household using or holding a title to the same land or property that is acquired, they will be compensated and rehabilitated according to the loss they suffer, their rights, and the impact on their living standards. The definition of PAPs is linked directly to the adverse effect of the project, regardless of legal rights title or interest. All PAPs are entitled to the improvement or at least restoration of their standards of living, and compensation for the material losses they suffer. Compensation for assets will cover replacement cost. No deductions or discounts will be applied to the compensation amount for depreciation or other reasons. All PAPs deriving an economic benefit from the affected land and property are entitled to receive rehabilitation benefits in addition to the compensation for their assets lost. Those PAPs without title, authorization or legal permission to reside, conduct business, cultivate land or construct structures are eligible for rehabilitation of their livelihoods and compensation for their assets on an equal footing with those with formal legal title, authorization or permissions to the assets. The term RESETTLEMENT includes: a) the relocation of living quarters; b) finding acceptable new employment for those whose jobs are affected; c) restoration (or compensation) of affected productive resources such as land, workplaces, trees and infrastructure; d) restoration of other adverse effect on PAPs' living standards (quality of life) through land acquisition (such as the adverse effects of pollution); e) restoration of or compensation for affected private and public enterprises; f) restoration of adversely affected on cultural or common property. Rehabilitation means: the restoration of the PAPs' resource capacity to continue with productive activities or lifestyles at a level higher or at least equal to that before the project. The objective of this RAP is to provide a plan for the resettlement and rehabilitation of the PAPs so that their losses will be compensated and their standards of living will be improved or at least restored to the pre-project levels. To achieve these objectives the plan provides for rehabilitation measures so that the income earning potential of individuals are restored to sustain their livelihoods. Affected productive resources of businesses (enterprises including shops) and public property. Infrastructure and cultural property will also be improved or at least restored to their pre-project levels. 2  RAP of Yixing Pumped Storage Plant 1. PROJECT DESCRIPTION 1.1. Project Background In the recent two decades, the economy in the East China Region has been rapidly developed, and the living standards of the people are continuously improved; meanwhile, the contradictions between power supply and demand in the region become more acute. Recently, along with continuous increase of the power supply, the power consumption structure is also continuously adjusted, in which the power consumption percentage for living and the tertiary industry is obviously going up, average day load rate continuously decreased and the power consumption gap between the peak and the foot continuously increase in the grid. This situation affect the local industries and agricultural production and local people's living seriously; thus, the larger peak regulation capacity is more and more necessary for the Grid. Due to the limitation by the exploitable hydropower potential in Jiangsu province, the peak regulation capacity is at present taken by thermal plants. However, the thermal plants have a limited ability in peak regulation and can hardly meet the need of the grid operation, resulting in unfavorable influence on economic and safe operation of the grid. Construction of pumped storage power plant will play an important role in guaranteeing the safe and economic operation of the grid. Construction of the Yixing Pumped Storage Power Plant(YPSPP), as one of the good pumped storage projects, is imperative under the circumstance. 1.2. Project Components and Basic Conditions YPSPP is located in Tongguan mountain area, 7km southwest from Yixing City, Jiangsu Province. Composed of upper and lower reservoirs, water conveyance system, underground power house, switchyard and 500kV transmission line, etc. the YPSPP is a daily regulation pumped storage power station, with installed capacity of 1000MW(4X250MW). The annual power production of YPSPP will be 1.49 billion kw * h, and the annual pumping power cost will be 1.96 billion kw * h. The project components is described as below: A. Upper reservoir The upper reservoir is located in the gully near the top of the Tongguanshan Mountain top. It will take use of the top part of the gulch on the northeast slope of the main mountain peak after excavation and backfilling. The main dam of the reservoir will be an asphalt concrete face rockfill dam, and subsidiary dam will be a concrete gravity dam. The dam crest is at elevation 474.20m. The normal reservoir water level is at 471.50m, the dead water level at 428.60m. The total reservoir storage is 5.307 million cubic meters and the catchment area above the dam site is 0.21 square kilometers. B. Lower reservoir 3  RAP of Yixing Pumped Storage Plant The lower reservoir is located on the northeast foot of the Tongguanshan Mountain, only 1.5km away from the No.104 national highway. It will take use of the gully where the existing Huiwu Reservoir is located. The lower reservoir will be built by raising the dam height and newly building the rockfill dam with clay core and enlarging the existing reservoir. The lower reservoir will have its dam crest at El. 83.40m, the max. water level at El. 80.60m, normal water level at 78.90m, dead water level at El. 57.00m. The total reservoir storage will be 5.728 million cubic meters and the catchment area above the dam site 1.87 square kilometers. A simply built highway will link the upper and lower reservoirs, and connect No. 104 national highway. C. Water conveyance system The water conveyance system will be arranged in the mountain body between the upper and lower reservoirs. The system will be composed of inlet/outlets of the upper reservoir, upstream emergency gate shaft, power tunnel, tailwater tunnel, tailwater surge shaft and inlet/outlets of the lower reservoir, etc. D. Underground power house The underground caverns, for main and auxiliary powerhouses, main transformer hall, busbar tunnel, access tunnel to the powerhouse and outgoing line tunnel, etc., will be arranged in the middle portion of the water conveyance system, about 320m deep in the mountain. D. Switchyard and Transmission Line The switchyard on the ground will be arranged on the relatively flat mountain slope above the main transformer hall, at elevation of 310.00m. From the switchyard, the transmission line be laid to the north, and then turned left to the west through Nanmenshan, Shanhualin and pass over the upper reservoir of the "planning pumped storage plant 11", and then turn right through Jingshanwu, pass over the upper reservoir of the "planning pumped storage plant 11" again, to the west side of Zhuposhan, then turn north, pass over the Ninghang Expressway to Yini Substation which located in the Minglan Administrative Village, Xingjie Town. The total length will be 6.3km and 80% of them will be mountain area and 20% of them will be hillock. No house relocation will be occurred and the land requisition will revolve some forest land from Nanyueshi Branch of Yixing Forestry Farm, and some tea garden from Baihe AV and Mingnan AV of Xingjie Town. E. Water Supply System In order to meet the water demand for initial reservoir impoundment, water demand for project construction, water supply for daily operation of the power station and irrigation of 700 mu land of Meiyuan Village, a water replenishing works will be constructed. The water replenishing works will be composed of Stepl and Step 2 pumping stations, steel pipes and water pool for construction. The replenishing water will be sourced from the Huangtong River that extends to Tuanjiu. The Step 1 pumping station will be located on the east bank of the Huangtong River on south side Donghe Road. The Step 2 pumping station and the water poll for construction will be arranged in the lower reservoir area. The 4  RAP of Yixing Pumped Storage Plant water pipes will be roughly 3220m long, 500mm in inner diameter. 1.3. The Scope of Project Impact and Service The land acquisition and housing relocation of YPSPP will affect Yixing forestry, Yixing environment science park, Yixing Delelopment Zone, Guijing township, Shanjuan town, Xingjie Town, 173 microwave station and Yixing TV station, etc. in which only Meiyuan village, Shanmen village and Huangtong village of Yixing environment science park were involved in cultivated land acquisition. YPSPP will be a daily regulation pumped storage power station, with capacity of 1000MW. When being put into operation, the project will serve the Jiangsu power grid, and play an very important role in mitigating the conflict of power supply and demand of the grid, increasing the level of local industrial and agricultural production and people's living and promoting the social and economic development in Jiangsu Province. 1.4. Project & Resettlement Schedule The preparation period for YPSPP will last 1 year and three months. It was scheduled to begin the construction work in 2003, and the pre-construction period will last 3 months. At the end of first 5 years, the first unit will be put into operation, the other 3 units will be put into operation in the sixth year, thus, the time limit for YPSPP will be 6 years. According to the general construction schedule, at present, the resettlement planning works have been completed, and the RAP compiling work is carrying out. Meanwhile, the legal formalities for land acquisition and housing relocation and the preparation work for implementation of resettlement have begun. The resettlement works were scheduled completing prior to the main building construction, and thereafter the M&E works will be carried out based on the WB's request. 1.5. Measures for Reducing Project Impact 1.5.1. Reducing the Land Acquisition and Housing Demolishing Area Obviously, the project construction is relevant with the land acquisition, house demolishing, the resettlement, and will impact the living condition of the local inhabitant. In order to reduce the number of land acquisition and house demolishing, during the project pre-construction period, the design institute (ECIDI), compared and studied on the distribution of permanent project constructions, construction temporarily using land, and they decided to cancel the former clay using land, and lessen the original production and living area for construction, and the area will be changed into project construction temporarily using land, so as to avoid the residentials' living area, and take cultivated land as little as possible, especially the fertile farmland. According to the preliminarily optimized project land requisition scheme, the project occupied land reduced from the former 4271 mu to the present 3675 mu, especially the permanently requisitioned land reduced from the former 4064mu to 2612mu, with a high reducing rate of 35.73%. 5  RAP of Yixing Pumped Storage Plant 1.5.2. Reducing the Influences during the Construction In order to reduce the influence during the construction, follow measures will be adopted: 1) Enhance basic data acquisition procedures, analyses on local socio-economic status, and formulate practicable action plans with due consideration of actual situation, thus ensuring that the standards of living of the resettlers will not be decreased. 2) Strengthen internal and external independent monitoring activities, establish highly efficient and smooth channel for information feedback, reduce information processing period, thus ensuring that problems can be resolved timely. 3) During construction, use of local materials will be given priority as well as local transportation means and labor force, thus resettlers can obtain benefits from the project. 4) The project construction will be reasonably arranged during farm slack season rotate clearance, so as to decrease the project impact on local production. 1.6. Project Design and Review The station site selection, pre-feasibility study and feasibility study design of this project is carried out by Shanghai Investigation & Design Institute. Early in the project pre-feasibility study stage, the design unit have carried out detailed station site selection planning, and during July 1998 to Jan. 2000, the feasibility study design was carried out alongside the deep-going technical-economic study, and conducted alternative comparison in terms of the project impact on local social economy, land acquisition, housing relocation and resettlement, geological structure, hydrology and meteorology, topography and geomorphology, construction conditions, large equipment transportation, arrangement, maintenance after construction and project economic justification, etc. Finally, the project scheme was determined. During Jan. 6 - 9, 2000, the selected project scheme was approved by the review meeting hold by China Consultation Company for Hydropower plant and Jiangsu Provincial Electric Power Company. The report of the project affection on environment is carried out by ECIDI. After enoughly collecting local social economic datas and drawing samples by site survey, about the environment problems appeared during the project construction or after the project construction, ECIDI carried out possible measures or design scheme. At present, the project owner is actively preparing the report of the project affection on environment to the State Environment Protecting Bureau for approval. The resettlement planning of the YPSPP is originally organized and led by the Project Preparation Office and Yixing People's Government, Jiangsu Province. The Shanghai Investigation & Design Institute is responsible for the technical aspect of the planning. All the project impact inventory have been approved and signed by its' owner, and the resettlement plan including new house plot choosing, resettlement measures etc. were determined fully adopt the resettlers' opinion, 6  RAP of Yixing Pumped Storage Plant and approval by local government at all levels, during the project construction designing period, after deciding to get loan from the World Bank, Jiangsu Electricity Power Bureau again entrusted ECIDI and the project preparing to construction office, as well as Yixin City PRO checked and studied the RAP, based on this the RAP of the item was compiled according the World Bank. 1.7. Preparation for Resettlement Planning 1.7.1. Impact inventory survey Based on the scope of the reservoir inundated and land acquisition for project construction, in July, 1999, led by the Jiangsu Provincial Electric Power Company, the Project Preparation Office and the local government at all levels composed a impact inventory survey group. The group carried out a detailed survey in the project scope on the project impact inventory including affected population, demolished houses, acquisitioned land and affected special facilities. In April, 2000, the Shanghai Investigation & Design Institute accompanied by the Project Preparation Office, carried out a detailed impact inventory check survey, and the results of project impact were approved by the local government at all levels and through the reviewing meeting hold by Jiangsu Provincial Electric Power Company and Jiangsu Planning committee. In June, 201, Yixin Project Preparation Office, Yixin PRO, Yixin Woodland and Environment Scientific Protecting Institute as well as relevant cadres, workers from ECIDI carried out a detailed check on the former inventory data within the scope of the the revised project land using scheme. The relevant villages or villagers groups participated the scene checking work. 1.7.2. Social-economic Survey After the impact inventory survey, in order to analyze the project and prepare a feasible and practical RAP, an overall social-economic survey, organized by Jiangsu Provincial Electric Power Company, and taken by the Project Preparation Office and ECIDI (the consultation unit for RAP compiling) was carried out in Jane, 2000. The survey contents were mainly of the existing social and economic conditions and the extent of the possible impact induced by the project on the local social and economy. The survey was carried out by data statistics and site interview and used the methods of collecting local social and economic data and local sampling investigation together. The investigation is conducted in two parts: A. Getting to know basic conditions, social economic statuses and development plan of the areas influenced by land acquisition, house relocation. Collecting different data and materials from planning, statistics, prices departments of local government, including: GNP, national income, gross industrial and agricultural output value, state revenue, income standards of people's living, agricultural and sideline products, various price information needed, agricultural planting structure, farming area, per mu yield, farm land owning conditions and annual statistical reports, etc to analyze and sort out different indexes for the local social and economic conditions. B. Getting to know production and living conditions of the areas influenced by 7  RAP of Yixing Pumped Storage Plant land acquisition, house relocation: deciding various indexes of the effects of the project on local production and living standards of residents, and sample investigating the objects influenced by land acquisition and house relocation. 1.7.3. Resettlement Planning The resettlement planning of the project is organized by and under the leadership of the Preparatory Office of Yixing Pumped Storage Power Project and Yixing City people's government, with the assistance of Shanghai Investigation and Design Institute under the State Power Company. Based on the impact scope of the project and actually surveyed inundation inventory and combining the local conditions of the city, the plan, prepared following the principle of "resettlement implementation with production development", focuses on guaranteeing the basic substance for people's living and providing potentials for long-term development. The living standard of the resettler will reach or exceed that before resettlement by combining the inhabitant resettlement work with the local economic development. During preparation of the RAP, East China Investigation and Design Institute (ECIDI) under the State Power Company, the consulting unit for the resettlement of the project, also conducted deep-going investigation and analysis on the feasibility of the resettlement scheme together with the Preparatory Office of the project. 1.8. Preparation of M&E Works The Project Owner has consigned M&E of the Project to ECIDI. Under the technical direction of ECIDI, preparation of the RAP was organized by the Project Owner, Jiangsu Provincial Electric Power Company, with participation of the design unit, M&E unit and local government at various levels. And the impact scope of the project was determined on field site by the design unit, then local government at various levels was responsible for drawing up resettlement plans. Since May, 2000, the work has been completed including establishment of resettlement affairs offices, determination of project impact scope, compilation of the work outline of the RAP, social economic survey and inventory of project affected loss, relocation and resettlement, policies research, drawing-up of resettlement plans and compensation cost estimation, etc., by which the RAP hereof is compiled. 1.9. Adopting engineering, technological, economical measures to avoid and reduce land acquisition and house relocation; however, when land acquisition and house relocation is unavoidable, effective measures should be adopted to reduce impacts on production activities and living conditions of local residents due to land acquisition and house relocation. 2. In the preparation stage of the project, social economic investigation should be conducted and relative resettlement plans should be compiled. 3. Resettlement plan should be based on the affected property indexes and compensation standards to improve, and at least to restore the original living standard of resettlers. 4. Promoting developmental resettlement. Resettlement of rural part should be based on the land, and supported by advanced local second and third industries to seek more employment. 5. Encouraging resettlement and original residents in the resettlement area to take part in the resettlement plan. 6. Resettlement will be first settled in the original communities. 7. Resettlement and original residents in the resettlement area will benefit for the project. 9  RAP of Yixing Pumped Storage Plant 2. GENERAL DESCRIPTION OF NATURAL, SOCIAL AND ECONOMIC CONDITIONS IN PROJECT AFFECTED AREA 2.1. Natural Geographical Features Yixing City is in the West Lake Area of the Taihu Lake catchment area, facing the Taihu Lake on the east, linking Liyang on the west, connecting Wujin on the north with the Gehu Lake in between, and bordering Zhejiang and Anhui provinces on the south. The Yixing area is in the northern sub-tropic monsoon climate zone, with clear four season divisions. In the area, the climate is warm and humid, with plenty of rains, long frost-free season, heavy humidity, and sufficient sunshine. The perennial average temperature is 15.7
