Statistics for Scattered Trees to be cut and Tombs to be removed .205 IV RAP for Anhui Expressway Objectives of the RAP and the Definition of Resettlement Terminology This Resettlement Action Plan (RAP) is prepared according to the Laws and Regulations of PRC, and local area as well as the Guidelines of the World Bank (Operational Directive for Involuntary Resettlement OP4.12). The purpose of this document is to set out an Action plan for the Resettlement and Rehabilitation of the Project Affected Persons (PAPs) to ensure that they will benefit from the project and their standards of living will improve or at least be restored after the project impact A definition of PAPs is given below: Definition of the PAPs: "Affected Persons" means persons who on account for of the execution of the project had or would have their: a) standard of living adversely affected; or b) right, title or interest in any house, land (including premises, agricultural and grazing land) or any other fixed or movable asset acquired or possessed, temporarily or permanently, or c) business, occupation. work or place of residence or habitat adversely affected, and "affected Person" means individually all those who qualify as "Affected persons." PAPs may be individuals or legal persons such as a company, a public institution. including the followings: a) persons who have a title, right, interest, in structures (houses, enterprises, shelters, or public buildings), land (including residential, agricultural, and grazing land)or any other asset acquired or possessed, in full or in part, permanently or temporarily; b) persons who use the structures, land or assets described above; or persons whose business, occupation, work, place of residence or habitat adversely affected; or c) persons whose standard of living is adversely affected as a consequence of land acquisition. Definition of PAPs is not limited to their legal status, living stytle or business in the affected location, or their title to property Thus, it also includes: a) all those affected by the project regardless of their legal rights or absence thereof to the assets being taken; and b) persons without residential permit to live in a certain area. Therefore all such persons who are affected will need to considered and recorded as PAPs, regardless of their legal property, land or social position. If there are more than one person, family or household using or holding a title to the same land or property that is acquired, they will be compensated and rehabilitated according to the loss they suffer, their rights, and the impact on their living standards. The definition of PAPs is linked directly to the adverse effect of the project, regardless of legal rights title or interest. All PAPs are entitled to the improvement or at least restoration of their standards of living, and compensation for the material losses they suffer. Compensation for assets will cover replacement cost. No deductions or discounts will be applied to the compensation amount for 1 RAP for Anhui Expressway depreciation or other reasons. All PAPs deriving an economic benefit from the affected land and property are entitled to receive rehabilitation benefits in addition to the compensation for their assets lost. Those PAPs without title, authorization or legal permission to reside, conduct business, cultivate land or construct structures are eligible for rehabilitation of their livelihoods and compensation for their assets on an equal footing with those with formal legal title, authorization or permissions to the assets. The term RESETTLEMENT includes: a) relocate living quarters; b) finding acceptable new employment for those whose jobs are affected; c) restoration (or compensation) of affected productive resources such as land, workplaces, trees and infrastructure; d) restoration of other adverse effect on PAPs' living standards (quality of life) through land acquisition (such as the adverse effects of pollution); e) restoration of or compensation for affected private and public enterprises; f) restoration of adversely affected on cultural or common property. Rehabilitation means: the restoration of the PAPs' resource capacity to continue with productive activities or lifestyles at a level higher or at least equal to that before the project. The objective of this RAP is to provide a plan for the resettlement and rehabilitation of the PAPs so that their losses will be compensated and their living level will be improved or at least restored to the pre-project levels. To achieve these objectives the plan provides for rehabilitation measures so that the income earning potential of individuals are restored to sustain their livelihoods Affected productive resources of businesses (enterprises including shops) and public property. Infrastructure and cultural property will also be improved or at least restored to their pre-project levels 2 RAP for Anhui Expressway 1. GENERAL 1.1. Project Background Anhui is one of those provinces which are not developed in economic, in the year 2000, GDP of the total province was 303824 million yuan, at the position of 14th of our country, with a GDP of 4826 yuan for per capita earning, which was far lower than the mean level of our country 7078yuan Especially in the southern mountain area of the province, where the traffic condition is out-of-the-way, the investment environment is terrible, so all sorts of resources can not be effectively developed, hence the economic condition falls far behind, people there have difficulty in schooling and hospitalization, spiritual and cultural life is far behind those economic developed provinces. Roads in Tondling, Chizhou and Huangshan City are of low level, at the present time there are no highways, the roads which connect Huangshan City with the area along Changjiang River, Province northern area are mainly S103 Provincial Road and G205 National Road, and of low levels in the southern area of the province, mixed traffic on these roads just like in the streets make the traffic condition worse and worse day by day, and the road base as well as the road surface are damaged badly. In 2000, for S103 Provincial Road, the average mixed traffic quantity was 2054 set/day (vehicles of middle type), and 3391 set/day for G205 National Road (vehicles of middle type), according to the forecast for traffic quantity, by the year of 2007, the traffic quantity between Tongling and Tangkou will be 66925 set/day (vehicles of small type), however, technique of the present roads is far from the needs of the future traffic and transportation. At the present time, tourist trade has developed into a new industry which with the most brilliant prospect developed most quickly and provides most chances for employment. Along with the development of economy as well as the increasing of people's living level, more and more people go out for sight-seeing, travelling and spending holiday, and tourist trade has become a new increasing point of our national economy developing Anhui Province has abundant resource for tourism with a lot of beautiful scene points, and has a good foundation of culture and civilization Huangshan Mountain is one of the ten famous places of interest in China, which has been listed into "List of Heritage of World Nature and Culture"by UN Education and Science Organization; Jiuhuashan Mountain, one of the famous mountains of four Buddhism in China, was one of the first announced 44 emphasized places of interest by State Council; Taiping Lake, between Huangshan Mountain and Jiuhuashan, is the biggest lake formed by manpower. It is a wonderful place for recuperation and tourism that encircled by nice green mountains with beautiful natural scenes and elegant environment. Undoubtedly, all these have provide advantaged condition for local place to get divorced from poverty and become rich, however, since the inconvenience of traffic, all these rich resource of tourist are not developed and used in a further level. These years, the Province Standing Committee and Province Government raised the strategic policy of quickening the development of tourist economy of "Two Mountains and One Lake" (Huangshan Mountain, Jiuhuashan Mountain and Taiping Lake), which will be taken as the main ways of quickening people's getting into rich from poverty in southern Anhui Province so that to stimulate the economy development of the whole province. Hence to improve the traffic condition in the scope of the whole province, strengthen the communication of the southern poor area to the outside area, fasten moving of population, goods and information, and to improve investment environment, promote the developing value of the mountainous resources especially the resource of tourist, and in the end to improve the living level as well as living quality of the people in the mountain area, it is necessary to build a highway of high level. The construction of road between Tongling and Tangkou is to solve the problems mentioned above, and at the same time it is a necessity of main stem of Anhui Province as well as our 3 RAP for Anhui Expressway country. 1.2. Project General A. Tingling-Tangkou Road Project The high way from Tongling to Tangkou is a main part of the national main road, Tianjin-Shanwei (vertical 4), and it is also a main part of "Vertical Line" (Xuzhou-Hefei-Tongling-Huangshan Road), one of the road framework "Three Verticals, Four Horizontal Lines and Seven Connecting Lines" in Anhui Province. It starts from south bank of Tongling Changjiang River Bridge, the end of LuTong Road which is being built, and passes through 5 town (ship)s of 4 counties or district including Xinjian Township and Dongdian Town in Tongling County, Xinhe Town, Rongcheng Town, Yangtian Town, Lingyang Town and Shaji Town in Qingyang County, Liudu Township in Shitai County, Guangyang Township, Taipinghu Town, Gantang Town, Xianyuan Town, Sankou Township, Tanjiaqiao Town, Tangkou Town in Huangshan District, and ends in Shancha Village in Tangkou Town, and links up with the programming Tangkou-Tunxi High way, with a total lenth of 116.15km. According to forecast on traffic quantity and analysis for transportation ability, for the whole line, the project construction will take the standards of highway for 4 roadways, totally closed and crossroads, it is designed that the width of the road is 22.5m or 22m. For the total line, 2 service houses and one administration office were set up, the fees will be charged in a closing way, and, along the roads, perfect traffic signs as well as line marks will be set up, in the middle of the road, a separating belt will be built for protection, along the two sides, protecting bars will be built and out of the road side, separating bars will also be built. Road Containing Road containing sub-project includes five roads that needed to be reconstructed, which are: S325 Shitai-Qiaotou Belt, S322 Jingxian-Maolin Belt, Xianyuan-Xinming-Sanxi Blet, S323 Hongmen-Shengde Belt and S221 Xinqiao-Dabeibu Belt, totally 243km, involving 7 counties (districts), the main indexes for the road belts are detailed in Table 1-2. Based on the road status and traffic ability, the five road belts are divided into two types: one is restoring project, thus through improving the existing road surface quality to ensure safety and smooth of traffic, so the original road belts which were damaged seriously was heavily repaired, Xianyuan-Xinming-Sanxi Blet belongs to this type; the other is road improving project, which is, through broadening road width periodically within the existing reserved width and increasing structures of low technical standards, thus to improve the road traffic ability to satisfy the improvement of traffic quantity. Excepting Xianyuan-Xinming-Sanxi Blet, the other four road belts belong to this sype In addition, according to the design papers provided by Anhui Provincial Road Investigation and Design Insititute, all the projects inclusing civil construction, road broadening and increasing structures were carried out within the existing reserved width, no land requisition and housing relocation involved. To sum up from the description of above, the compilation of RAP was aiming at Tongling-Tangkou Road Sub-project. Project Service Scope and Meaning of Construction In the domestic, Tongling-Tangkou Road connects the southern area with the northern area in Anhui Province, to the outside world, it connects with the surrounding provinces, such as Jiangsu, Zhejiang, Jiangxi, Henan, it is the main road to enter southern mountainous area, and it is the shortest way from Tianjin, Jiangsu, Shandong, etc., as well as the places along the Changjiang River in Anhui Province, the middle part and northern parts in Anhui Province to southern part of Zhejiang, Fujian Province, Guangdong Province. After project completion, the traffic connection between north and south China will be 5 RAP for Anhui Expressway strengthened, and will have great meaning on promoting the formation of highway net between Hefei, Tongling, Huangshan, Wuhu, Maanshan, Nanjing, Hangzhou, Shanghai, on scale effection of the highway net; and it also has active significance on developing tourist resource and excavating potential of tourist resource of the southern area in Anhui, and on development of relative industries. It is favorable for strengthening the communication of the poverty area to the outside area, quickening moving of population, goods and information, and to improve investment environment, developing extroversion economy, promoting the improvement of national economy and society progress, making people in the southern mountain become rich earlier, and it plays a key role on making Huangshan, Jiuhuashan and Taipinghu (Two Mountains and One Lake) the national famous scenic spot of tourist, and on promoting tourist development into a further level. 1.4. Progress Schedule According to the project overall progress schedule, the main body of the project will be commenced on October,1, 2003, the construction team entered the construction ground, and in October 2007, it will be completed and put into operation, totally 4 years for the construction period. Now the preparation work for the project resettlement has been completed, and the RAP is being compiled based on the requirements of the World Bank. The implementation of resettlement will be started in the first half of 2003, and the work of formalities for land requisition, housing relocation and other resettlement work will be carried out quickly, the concrete implementation plan is detailed in Chapter 7. 1.5. Measures for Reducing Project Influences 1.5.1. Project Design and Review Period During project design and review period, to reduce project influences on local social economy, the design unit and project owner have taken the following effective measures: A. During project programming period, while optimizing, comparing and choosing schemes, project influences on local social economy have been considered as much as possible, and this was taken as the key factor; B. The design unit had made every effort to make the road line route the hillsides, the belts where no or few people live so as to possibly avoid housing relocation and requisition on land with perfect irrigation, if this kind of land will be inevitably requisitioned, overhead road will be built in order to reduce land requisition scope, e.g., the road line must run through great pieces of fertile land of Sankou Village, Lianzhong Village in Sankou Township, Huangshan District, to reduce land requisition scope, overhead road will be built on this belt; C. To reduce cultivated land occupation as well as housing relocation, service facilities, such as service district, crossing roads and others that will occupy large pieces of land, will be on the waste hillside, away from cultivated land and residents' living area, e.g., the construction site of crossingroad in Tanjiaqiao, Huangshan District was chosen on the hill, all land occupied was mixed wood land of pines, and no housing relocation for it; D. Optimize construction design, reduce construction period, cooperate fully with the local government at different levels and construction units, arrange housing removal and construction in reasonable period, lessen PAPs' property loss, such as implement housing relocation and rebuilding during farm slack season and use land after harvest of the crops; E During design, the inconvenience, which originated from construction of highway, on production and living of local people have been fully considered. For example, pedestrian bridge or underground passage will be built near schools and the population concentrated belts so that it 6 RAP for Anhui Expressway is convenient for the students and local people to pass, moreover, protecting bars will be reinforced, sound insulation board or walls will be added, enough passages will be built for farming vehicles or wild animals, generally speaking, to take the convenience of production and living for local people into consideration, water piping channels and passages for tractors and people of enough quantity will be built at the places where land had been washed in the mountain area, the interceptive tractor will be connected by spans or overbridges, and enough space must be ensured; all the infrastructures including channels destroyed because of construction of the project had been recovered so as to ensure their complete function. 1.5.2. Project Implementation Period A. Prior to commencement of project implementation, the starting time and project progress schedule will be publicized in the resettlement area, the policy about land requisition and compensation will also be publicized to accept supervision of PAPs and the inhering people During construction, priority will be given to use local materials, transportation means and lobar force, thus resettlers can obtain benefits from the project. B. Measures to reduce dust In order to create a clean and comfortable environment and reduce the impact on the surroundings around, during project construction period, if the weather is continuous fine with wind, surface of the roads in the population concentrated area will be watered so as to avoid dust, and the construction unit will make out layout routes for earth and stones transportation, measures will be taken to ensure no over loading during transportation and no spilling along the routes so that there will be a clean environment. C. Strengthen the prevention and controlling of infectious disease in the construction area During the construction period, a large number of people will be attracted for all kinds of service, to maintain public order and keep people's heath, avoid fights and the spread of infectious disease, the project construction unit will request local police substation strengthen inspection, and ask the construction units to clear the rubbish in time according to the relative regulations of the local environment department, so to ensure that the construction ground is tidy and avoid the appearance or spreading of infectious disease. 1.5.3. Preparation and Implementation of Resettlement Activities When land requisition and resettlement is inevitable, following measures will be adopted for decreasing the local impact caused by project construction: A. Enhance basic data acquisition procedures, analyses on local socio-economic status, and formulate practicable action plans with due consideration of actual situation, thus ensuring that the living standards of the PAPs will not be decreased. B. Techniche measures will be taken so as to decrease the impact possibly, such as during resettlement layout, combining with earth digging for the project, open ponds to solve irrigation for the rest land and to improve land using condition. C. Strengthen internal and external independent monitoring activities, establish high efficient and smooth channel for information feedback, reduce information processing period, thus ensuring that problems can be resolved timely. -7 RAP for Anhui Expressway 1.6. Project Design and Review Tongling-Tangkou Highway Project is designed by Anhui Province Highway Survey and Design Institute(AHSDI) . During selection of line routes, the design unit provided several alternative line routes for comparison, carried out deep-going technol-economic study, and conducted alternative comparison in terms of the project impact on local social economy, land requisition, relocation and resettlement, geological structure, hydrology and meteorology, topography and geomorphology, construction condition, in the end the commended scheme was ascertained. 1.7. Preparation of Resettlement Works A. Survey for project impact According to the land requisition scope that defined through field measure by Anhui Province Highway Survey and Design lnstitute(AHSDI), during May and June in 2002, a survey group, formed by relative members from AHSDI, carried out overall investigation on different property indexes such as houses, auxiliary facilities, land, specific facilities and scattered trees within the affected scope. Later, with the guide of ECIDI, the Resettlement Consultation Unit, according to the land requisition and housing relocation scope provided by the design unit, local governments at different levels organized relative workers to carry out survey on the affected population of different sorts as well as private business one by one, totally experienced more than 40 days. The survey work was greatly supported by local governments at all levels, village committees and PAPs. Based on the difference of the affected objects, project impact survey is divided into survey for land requisition, relocation for houses and auxiliaries, cutting of scattered trees, private business, enterprises, reconstruction of specific facilities and survey for population of PAPs, all the survey results had been approved by PAPs or those units. B. Social economical survey To analyze project affection and draw up a practicable RAP, with the united arrangement by Anhui Provincial Communications Department World Bank Loans Project Execution Office (APCD.PEO), governments of counties and districts organized relative departments to carry out detailed social economical survey on the town(ship)s, villages, villager groups in the affected area. The investigation was carried out by two means: collecting of existing statistical data and field investigation. (1) Getting to know basic conditions, social economic statuses and development plan of the areas influenced by land acquisition, house relocation. Collecting different data and materials from planning, statistics, prices departments of local government, including: GNP, national income, gross industrial and agricultural output value, state revenue, income standards of people's living, agricultural and sideline products, various price information needed, agricultural planting structure, farming area, per mu yield, farm land owning conditions and annual statistical reports, etc to analyze and sort out different indexes for the local social and economic conditions. (2) Getting to know production and living conditions of the areas influenced by land acquisition, house relocation: deciding various indexes of the effects of the project on local production and living standards of residents, and sample investigating the objects influenced by land acquisition and house relocation. C. Resettlement programming The project resettlement programming work will follow out the principle of "Resettlement with 8 RAP for Anhui Expressway characteristic of development" to ensure the resettlement area have basic material living condition and long-term developing potential, combine exploitation and economy development together, so that the PAPs will get rich after land requisition, and their living level will reach or excel their former level. The resettlement programming work will be organized and leaded by local county or district government, at first, carried out concrete survey on rest land resource in villager groups, through analysis made out the rest resettlement capacity, and then, on the basis of fully soliciting opinions from villagers and combining with the practical condition of the town (ship)s, villages, made out resettlement manner and programming scheme for RAP, later after discussion by two committees of the villages, Initial Resettlement Layout for XX Villages Involved by Tongling-Tangkou Road Project was compiled by the villages, mainly took the manner of resettlement by agriculture since land is enough. Since there is little affection on local economy, basically following measures will be taken, such as adjust land within the scope of the villages, village groups, or cultivate wasteland, or adjust agricultural production structure, by these PAPs' production and living level will be restored and exceeded. At the same time, to strengthen leading and coordination, Resettlement Leading Groups were established in the counties, cities or districts one by one. 1.8. Preparation for RAP Work of preparation for RAP was under the organization of the project owner---APCD.PEO, participated by relevant units, resettlement consultation unit and local governments at various levels, ECIDI provided technical guiding, the impact scope of the project was determined on field site by the design unit, then local government at various levels was responsible for drawing up resettlement plans. Since May, 2002, the work has been completed including establishment of resettlement affairs offices, determination of project impact scope, compilation of the work outline of the RAP, social economic survey and inventory of project affected loss, relocation and resettlement, policies research, drawing-up of resettlement plans and compensation cost estimation, etc., by which the work of RAP hereof is compiled and preparation for monitoring work is done. 1.9. Policy Basis and Objective of Preparation of RAP A. Policy Basis (1) Land Administration Law of the PRC (2) Implementation Method of Land Administration Law of Anhui Province (3) Main Regulations of " Temporary Rules for Tax of Occupying Cultivated Land in China" (4) Woodland Administration Law of the PRC in Anhui Province (5) Operational Directives OP.4.12, "Involuntary Resettlement" - World Bank B. Target of Policy (1) Adopting engineering, technological, economical measures to avoid and reduce land acquisition and house relocation; however, when land acquisition and house relocation is inevitable, effective measures should be adopted to reduce impacts on production activities and living conditions of local residents due to land acquisition and house relocation. (2) In the preparation stage of the project, social economic investigation should be 9 RAP for Anhui Expressway conducted and relative resettlement plans should be compiled. (3) Resettlement plan should be based on the affected property indexes and compensation standards to improve, and at least to restore the original living standard of resettlers. (4) Promoting developmental resettlement. Resettlement of rural part should be based on the land, and supported by advanced local second and third industries to seek more employment. (5) Encouraging resettlement and original residents in the resettlement area to take part in the resettlement plan. (6) Resettlement will be first settled in the original communities. (7) Resettlement and original residents in the resettlement area will benefit for the project. 10 RAP for Anhul Expressway 2. NATURAL SOCIALECONIMIC CONDITIONS 2.1. Natural Geography Features A. Tongling County (1) Topography and physiognomy Tongling County lies in the middle southern part of Anhui Province, south bank at lower reaches of Changjiang River. It neibours with Fanchang at east, connects with Qingyang and Guichi at south, and at northwest faces Zongyang, Wuwei with Changjiang River between them. It is 28 5km wide from east to west and 31.1km long from south to north, with a total land area of 886km2, of which low mountains account foring for 6.94%, hills account foring for 27 14%, hillock land accounting for 24 22%, plain area (including Changjiang River) accounting for 41 70%, proportion between land and water surface is 8:2. The county has both features of plains along Changjiang River and southern mountainous area at the same time, and Changjiang River runs along northwest part with a length of 55.5km. In the county, southern part is high and northern part is low, low mountains and hills in southeast part, plains in northwest part. (2) Climate and hydrology Tongling is in the transmitting area of north hypo-torrid zone, which has obvious four seasons with warm and wet climate in the whole year, precipitation rain fall of right amount The yearly mean temperature is 16.1'C, 1384.7mm for yearly rain fall amount, 136.3 days for yearly rainy days, 113.7therm/cm2 for yearly sun radiation days. In the whole year, 247 days for no frost days, aversely, the initial frost day is November 17, and ending frost day is March 13. The highest land freezing length is 6cm The watercourses in the county are Jia River, Shunanxin River, Huanghu River and Datong River, totally more than 47, with a total length of 403.881km, and a total drainage area of 729.5km2. The underground water in the county is very rich and distributed widely, mainly hiding water at the alternating belts from rain, and with short pathway. Underground water at shallow levels is concentrated in the west of the county, in northeast part, as landform is leaning, it is distributed in odds and strictly limited by the landscape, structure and lithology, mainly are water in the holes of the plains which formed by rush of rivers and cranny water from rock dissolving in hilly area full of calcareous rocks. (3) Soil and vegetation Because of the difference of physiognomy and parcel landform, different sorts of soil have various distribution features. In the middle southern hilly area, the soil types there are mainly yellow and red soil, brown calcareous soil, soil in ripe fields, a small area of tidy soil and purple soil, generally, proper nutrient for the soil in the hilly area in the middle southern, low nutrient for the low hillock area in the middle, and high nutrient for the north plain area, and soil in the rice fields is the main sort. To see from the distribution of vegetation, Tongling belongs to evergreen broad leaves forest of Tongling Xuancheng Guangde Hilly Vegetation Belt, the original vegetation had disappeared, commonly natural hypo-growing vegetation and forests formed by manpower. The vegetation transmits in horizontalline, no upright distributing area, mainly concentrates in the middle southern hilly area, and mainly agricultural vegetation for the northern plain area along 11 RAP for Anhui Expressway Changjiang River. B. Qingyang County (1) Topography and physiognomy Qingyang County lies in the northern part of southern Anhui Province. It connects with Nanling, Jing County at east, neibours with Shitai, Huangshan at south, and at west links up with Guichi, and borders with Tongling at north. It is about 40km wide from east to west and about 65km long from south to north, with a total land area of 1180.6km2. The feature of topography and physiognomy is: "Head on the mountains and garments beside rivers, high in the south and low in the north", chains of mountains in middle or low height waves and stretches in the southwest; hilly area in the middly, low hills and high hillocks alternate with each other, valleys, hillocks, mounds and fields intervenes; the northern area connects with rivers, most are river valise, plain fields and rivers, in a low and plain landform. (2) Climate and hydrology Qingyang belongs to hypo-torrid monsoon zone, which has obvious four seasons with warm climate, enough rainfall and sunshine in the whole year. The yearly mean temperature is 16.1'C, 1525.2mm for yearly rainfall, with obvious difference in rainfall space, 1602mm for mean rainfall in the northern area, and 1845mm for mean rainfall in the southern hilly area, 2106.7 hours for yearly sunshining days, 117.6 therm/M2 for yearly sun radiation days, the sunshine space distributes more in northern plain area than in the southern hilly area. The four main rivers in Qingyang County belong to Changjiang River and Qingyi River water system, Qingtong River, Qixing River, Jiuhua River run from south to north and gather together in Changjiang River, Laba River runs from north to south and at last joins in Taiping Lake. Underground water has high level in the eastern and northern polders and fields, where ditches and channels crosses, polders and ponds spread all over; the western and southern area belong to hilly area, with low-level underground water, but vegetation condition is perfect, and water is well self-restrained, in addition, with the yearly rainfall of 1525 2mm, the defect of short of water is made up. (3) Soil and vegetation The county is of one biological climate, soil in level zone is red soil, yellow-red soil, but because of the affection of landform on the distribution of water heat and the difference of distribution of maternal character, the distribution of soil in the county has certain regularity. The county belongs to hypo-torrid zone, evergreen broad leaves forest belt, the vegetation in the southern hilly area, Huangshan Mountain, Jiuhua Mountain had long been used by human, the typed original vegetation had disappeared, generally natural hypo-growing vegetation. C. Shitai County (1) Topography and physiognomy Shitai County is the hinterland in southern hilly area in the southern part of Anhui Province. It borders with Qingyang County, Qian County, Qimen County, with a total land area of 1403km2. The county is at the northwestern edge of east end of ancient continent in south of Changjiang River, a mountainous county with a lot of low mountains and hillocks. Guniujiang, Yangshan belong to Huangshan and Jiuhuang mountains, mountains domineer over and ravines cross, with 12 RAP for Anhui Expressway big difference of waves and complex landform. Feature of physiognomy: the southern part is river valleys and basins, and land within basins is plain, with thick land layer and perfect water conservancy condition, it is the main base of grain and oil production there; the eastern part is basins in low hills, where population is concentrated, land was developed early, plants on the hills were over cut, soil erosion condition is serious, channels and rivers are blocked so that water piping is not smooth and caused a lot of quenched fields, the western part is hillocks, with thick soil layer, high natural fertility and nice irrigation condition, it is a perfect base for agriculture development; northern part is groovy valleys among mountains, with deep gouges and gorges of great disparity in height, the mountains there waves sharp, so transportation there is very difficult. Vegetation there is mainly pines and cypress, teems with jujubes and other Chinese medical materials. Cultivated land there is thin, with bad water keeping ability. (2) Climate and hydrology Shitai County belongs to middle hypo-torrid monsoon zone, which has obvious four seasons with warm climate, enough rainfall and sunshine in the whole year. Due to the affection of cold air from north and warm air from the Pacific Ocean by turns, generally, it is warm with much rain in spring, hot and wet in summer, first dry and then wet in autumn, cold with little rain in winter. The yearly mean temperature is 16'C, total temperature of larger than 10'C or equals 1O'C is 5068.7 'C. In the whole year, 233 days for no frost days, aversely, the initial frost day is November 13, and ending frost day is March 22. 1582.9mm for yearly rainfall, 1731.1 hours for yearly sunshining days, with a shining rate of 39% for every day. And 105.6 therm/cm2 for yearly sun radiation days, In the county, the main rivers are Qiupu River, Qingxi River and Hou River, and water for the three rivers is from rain. The water in the pathway of earth's surface is totally 1354 million m3. Since calcareous rocks distribute widely, physiognomy of rock dissolving develops intensively in the system of earth's surface river and underground river. (3) Soil and vegetation The county is of one biological climate, soil in level zone is red soil, yellow-red soil, but because of the affection of landform on the distribution of water heat and the difference of distribution of maternal character, the distribution of soil in the county has certain regularity. An earth zone of yellow soil, dark yellow or brown soil formed on Zhongshan Mountain Scene, which mainly bodied by Guniujiang, Xianyushan, Wutanggang, Yangshan; low mountains and hilly area all over the county are the distribution area of yellow soil and red soil, soil in the level land belt; calcareous rock and soil distribute along north of Shi-Wu Road and Shi-Zhan Road; Rice distributes in the basins of Qiupu River, Hou River and their branches, Longquanfan and Zitianfan in the northwest of the county. The distribution regularity of soil from southeast to northwest is: dark yellow soil---hilly yellow soil---yellow and red soil---calcareous rock soil---soil in rice fields The county belongs to middle hypo-torrid zone, evergreen broad leaves forest belt, the vegetation in the southern hilly area, Huangshan Mountain, Jiuhua Mountain had long been used by human, the typed original vegetation had disappeared, generally natural hypo-growing vegetation. D. Huangshan District (1) Topography and physiognomy Huangshan District lies in south of Anhui Province, borders with Xuancheng City at east, with 13 RAP for Anhui Expressway Xin County, Weizhou District, Huaining County and Qian County at south, with Chizhou City at west, and neighbours with Jing County at north, with a total area of 1775km2. It is a newly built tourist and recuperation city with clear air, green hills and clean waters, delightful climate. They say 'Eight Mountains One Water Half Cropland, Half Road and Fazenda" Physiognomy in the area belongs to the type in the middle part in southern part of Anhui, mountains and hills and basins among them. For the hypsography, it is high at south and low at north. From south to north, it can be divided into two types: steep and dangerous mountains of medium-size, low hills and basins. (2) Climate and hydrology The whole district is at medium latitude, belongs to secondary torrid zone and characteristic microclimate, with obvious four seasons with warm climate, enough rainfall, little sunshine.
